    ‘Cruel and unusual punishment’: an inter-jurisdictional study of the criminalisation of young people with complex support needs

    Although several criminologists and social scientists have drawn attention to the high rates of mental and cognitive disability amongst populations of young people embroiled in youth justice systems, less attention has been paid to the ways in which young people with disability are disproportionately exposed to processes of criminalisation and how the same processes serve to further disable them. In this paper, we aim to make a contribution towards filling this gap by drawing upon qualitative findings from the Comparative Youth Penality Project - an empirical inter-jurisdictional study of youth justice and penality in England and Wales and in four Australian states. We build on, integrate and extend theoretical perspectives from critical disability studies and from critical criminology to examine the presence of, and responses to, socio-economically disadvantaged young people with multiple disabilities (complex support needs) in youth justice systems in our selected jurisdictions. Four key findings emerge from our research pertaining to: (i) the criminalisation of disability and disadvantage; (ii) the management of children and young people with disabilities by youth justice agencies; (iii) the significance of early and holistic responses for children and young people with complex support needs; and (iv) the inadequate nature of community based support

    Cosmology with velocity dispersion counts: an alternative to measuring cluster halo masses

    The evolution of galaxy cluster counts is a powerful probe of several fundamental cosmological parameters. A number of recent studies using this probe have claimed tension with the cosmology preferred by the analysis of the Planck primary CMB data, in the sense that there are fewer clusters observed than predicted based on the primary CMB cosmology. One possible resolution to this problem is systematic errors in the absolute halo mass calibration in cluster studies, which is required to convert the standard theoretical prediction (the halo mass function) into counts as a function of the observable (e.g., X-ray luminosity, Sunyaev-Zel'dovich flux, optical richness). Here we propose an alternative strategy, which is to directly compare predicted and observed cluster counts as a function of the one-dimensional velocity dispersion of the cluster galaxies. We argue that the velocity dispersion of groups/clusters can be theoretically predicted as robustly as mass but, unlike mass, it can also be directly observed, thus circumventing the main systematic bias in traditional cluster counts studies. With the aid of the BAHAMAS suite of cosmological hydrodynamical simulations, we demonstrate the potential of the velocity dispersion counts for discriminating even similar Λ\LambdaCDM models. These predictions can be compared with the results from existing redshift surveys such as the highly-complete Galaxy And Mass Assembly (GAMA) survey, and upcoming wide-field spectroscopic surveys such as the Wide Area Vista Extragalactic Survey (WAVES) and the Dark Energy Survey Instrument (DESI).Comment: 15 pages, 13 figures.     A Tunable Echelle Imager

    We describe and evaluate a new instrument design called a Tunable Echelle Imager (TEI). In this instrument, the output from an imaging Fabry-Perot interferometer is cross-dispersed by a grism in one direction and dispersed by an echelle grating in the perpendicular direction. This forms a mosaic of different narrow-band images of the same field on a detector. It offers a distinct wavelength multiplex advantage over a traditional imaging Fabry-Perot device.     Evaluating the impact of public housing after prison for a sex offence

    This article evaluates the impact of housing assistance on the post-release pathways of people convicted of sex offences, in terms of a range of criminal justice outcomes and associated costs. Using linked administrative data from New South Wales government agencies, it compares outcomes and costs for two groups of formerly incarcerated sex offenders–one group who received public housing tenancies at some stage after their release, the other who only received private rental assistance. We find the public housing group had better criminal justice outcomes (e.g. fewer police incidents, court appearances, proven offences, days in custody and days on community-based orders) than the non-public housing group, achieved mostly at less cost to governments. The evidence, likely applicable in other jurisdictions with similar housing systems, strongly supports the increased provision of social housing to this group of ex-prisoners and, we hope, helps disarm the controversy that affects this area of policy in Australia and internationally

    Galaxy And Mass Assembly (GAMA): end of survey report and data release 2

    The Galaxy And Mass Assembly (GAMA) survey is one of the largest contemporary spectroscopic surveys of low redshift galaxies. Covering an area of ˜286 deg2 (split among five survey regions) down to a limiting magnitude of r < 19.8 mag, we have collected spectra and reliable redshifts for 238 000 objects using the AAOmega spectrograph on the Anglo-Australian Telescope. In addition, we have assembled imaging data from a number of independent surveys in order to generate photometry spanning the wavelength range 1 nm-1 m. Here, we report on the recently completed spectroscopic survey and present a series of diagnostics to assess its final state and the quality of the redshift data. We also describe a number of survey aspects and procedures, or updates thereof, including changes to the input catalogue, redshifting and re-redshifting, and the derivation of ultraviolet, optical and near-infrared photometry. Finally, we present the second public release of GAMA data. In this release, we provide input catalogue and targeting information, spectra, redshifts, ultraviolet, optical and near-infrared photometry, single-component SĂ©rsic fits, stellar masses, Hα-derived star formation rates, environment information, and group properties for all galaxies with r < 19.0 mag in two of our survey regions, and for all galaxies with r < 19.4 mag in a third region (72 225 objects in total).     Environment from cross-correlations: connecting hot gas and the quenching of galaxies

    The observable properties of galaxies are known to depend on both internal processes and the external environment. In terms of the environmental role, we still do not have a clear picture of the processes driving the transformation of galaxies. This may be due to the fact that these environmental processes depend on local physical conditions (e.g., local tidal force or hot gas density), whereas observations typically probe only broad-brush proxies for these conditions (e.g., host halo mass, distance to the N^th nearest neighbour, etc.). Here we propose a new method that directly links galaxies to their local environments, by using spatial cross-correlations of galaxy catalogues with maps from large-scale structure surveys (e.g., thermal Sunyaev-Zel'dovich [tSZ] effect, diffuse X-ray emission, weak lensing of galaxies or the CMB). We focus here on the quenching of galaxies and its link to local hot gas properties. Maps of galaxy overdensity and quenched fraction excess are constructed from volume-limited SDSS catalogs, which are cross-correlated with maps of tSZ effect from Planck and X-ray emission from ROSAT. Strong signals out to Mpc scales are detected for all cross-correlations and are compared to predictions from cosmological hydrodynamical simulations (the EAGLE and BAHAMAS simulations). The simulations successfully reproduce many, but not all, of the observed power spectra, with an indication that environmental quenching may be too efficient in the simulations. We demonstrate that the cross-correlations are sensitive to both the internal and external processes responsible for quenching. The methods outlined in this paper can be easily adapted to other observables and, with upcoming surveys, will provide a stringent direct test of physical models for environmental transformation

    Incarcerated aboriginal women's experiences of accessing healthcare and the limitations of the 'equal treatment' principle.

    BACKGROUND:Colonization continues in Australia, sustained through institutional and systemic racism. Targeted discrimination and intergenerational trauma have undermined the health and wellbeing of Australia's Aboriginal and Torres Strait Islander population, leading to significantly poorer health status, social impoverishment and inequity resulting in the over-representation of Aboriginal people in Australian prisons. Despite adoption of the 'equal treatment' principle, on entering prison in Australia entitlements to the national universal healthcare system are revoked and Aboriginal people lose access to health services modelled on Aboriginal concepts of culturally safe healthcare available in the community. Incarcerated Aboriginal women experience poorer health outcomes than incarcerated non-Indigenous women and Aboriginal men, yet little is known about their experiences of accessing healthcare. We report the findings of the largest qualitative study with incarcerated Aboriginal women in New South Wales (NSW) Australia in over 15 years. METHODS:We employed a decolonizing research methodology, 'community collaborative participatory action research', involving consultation with Aboriginal communities prior to the study and establishment of a Project Advisory Group (PAG) of community expert Aboriginal women to guide the project. Forty-three semi-structured interviews were conducted in 2013 with Aboriginal women in urban and regional prisons in NSW. We applied a grounded theory approach for the data analysis with guidance from the PAG. RESULTS:Whilst Aboriginal women reported positive and negative experiences of prison healthcare, the custodial system created numerous barriers to accessing healthcare. Aboriginal women experienced institutional racism and discrimination in the form of not being listened to, stereotyping, and inequitable healthcare compared with non-Indigenous women in prison and the community. CONCLUSIONS:'Equal treatment' is an inappropriate strategy for providing equitable healthcare, which is required because incarcerated Aboriginal women experience significantly poorer health. Taking a decolonizing approach, we unpack and demonstrate the systems level changes needed to make health and justice agencies culturally relevant and safe. This requires further acknowledgment of the oppressive transgenerational effects of ongoing colonial policy, a true embracing of diversity of worldviews, and critically the integration of Aboriginal concepts of health at all organizational levels to uphold Aboriginal women's rights to culturally safe healthcare in prison and the community

    A Magellan-IMACS-IFU Search for Dynamical Drivers of Nuclear Activity. I. Reduction Pipeline and Galaxy Catalog

    Using the Inamori Magellan Areal Camera and Spectrograph (IMACS) integral-field unit (IFU) on the 6.5m Magellan telescope, we have designed the first statistically significant investigation of the two-dimensional distribution and kinematics of ionized gas and stars in the central kiloparsec regions of a well-matched sample of Seyfert and inactive control galaxies selected from the Sloan Digital Sky Survey. The goals of the project are to use the fine spatial sampling (0.2 arcsec/pixel) and large wavelength coverage (4000-7000A) of the IMACS-IFU to search for dynamical triggers of nuclear activity in the central region where active galactic nucleus (AGN) activity and dynamical timescales become comparable, to identify and assess the impact of AGN-driven outflows on the host galaxy and to provide a definitive sample of local galaxy kinematics for comparison with future three-dimensional kinematic studies of high-redshift systems. In this paper, we provide the first detailed description of the procedure to reduce and calibrate data from the IMACS-IFU in `long mode' to obtain two-dimensional maps of the distribution and kinematics of ionized gas and stars. The sample selection criteria are presented, observing strategy described and resulting maps of the sample galaxies presented along with a description of the observed properties of each galaxy and the overall observed properties of the sample.Comment: 62 pages. 41 figures. 5 tables.     An Empirical Calibration of the Completeness of the SDSS Quasar Survey

    Spectra of nearly 20000 point-like objects to a Galactic reddening corrected magnitude of i=19.1 have been obtained to test the completeness of the SDSS quasar survey. The spatially-unresolved objects were selected from all regions of color space, sparsely sampled from within a 278 sq. deg. area of sky covered by this study. Only ten quasars were identified that were not targeted as candidates by the SDSS quasar survey (including both color and radio source selection). The inferred density of unresolved quasars on the sky that are missed by the SDSS algorithm is 0.44 per sq. deg, compared to 8.28 per sq. deg. for the selected quasar density, giving a completeness of 94.9(+2.6,-3.8) to the limiting magnitude. Omitting radio selection reduces the color-only selection completeness by about 1%. Of the ten newly identified quasars, three have detected broad absorption line systems, six are significantly redder than other quasars at the same redshift, and four have redshifts between 2.7 and 3.0 (the redshift range where the SDSS colors of quasars intersect the stellar locus). The fraction of quasars missed due to image defects and blends is approximately 4%, but this number varies by a few percent with magnitude. Quasars with extended images comprise about 6% of the SDSS sample, and the completeness of the selection algorithm for extended quasars is approximately 81%, based on the SDSS galaxy survey. The combined end-to-end completeness for the SDSS quasar survey is approximately 89%.     A Correction to the Standard Galactic Reddening Map: Passive Galaxies as Standard Crayons

    We present corrections to the Schlegel, Finkbeiner, Davis (SFD98) reddening maps over the Sloan Digital Sky Survey northern Galactic cap area. To find these corrections, we employ what we dub the "standard crayon" method, in which we use passively evolving galaxies as color standards by which to measure deviations from the reddening map. We select these passively evolving galaxies spectroscopically, using limits on the H alpha and O II equivalent widths to remove all star-forming galaxies from the SDSS main galaxy catalog. We find that by correcting for known reddening, redshift, color-magnitude relation, and variation of color with environmental density, we can reduce the scatter in color to below 3% in the bulk of the 151,637 galaxies we select. Using these galaxies we construct maps of the deviation from the SFD98 reddening map at 4.5 degree resolution, with 1-sigma error of ~ 1.5 millimagnitudes E(B-V). We find that the SFD98 maps are largely accurate with most of the map having deviations below 3 millimagnitudes E(B-V), though some regions do deviate from SFD98 by as much as 50%. The maximum deviation found is 45 millimagnitudes in E(B-V), and spatial structure of the deviation is strongly correlated with the observed dust temperature, such that SFD98 underpredicts reddening in regions of low dust temperature.
