    Our forgotten constitutional guardians: Preserving respect for the law

    A focus on back-end constitutional actors remains the norm when we think of typical constitutional guardians. This piece challenges that perception, examining the uniquely situated UK constitution, with a focus on two significant front-end constitutional guardians: bill drafters within the Office of Parliamentary Counsel and senior clerks within the House of Commons. These two groups of actors provide a first—and in some cases possibly even the last—port of call for assessing the constitutionality of legislation. Yet after another period of constitutional change, they appear to have been largely forgotten in the literature. This is unfortunate, as research interviews with both groups, and also with experts of the legislative process, demonstrate that these actors remain key players in the UK constitutional system. Furthermore, these two groups are essential to upholding our respect for the law, at a time when disenchantment for parliamentary democracy appears to be growing

    If a continued fraction Kn=1∞an/bnK_{n=1}^{\infty} a_{n}/b_{n} is known to converge but its limit is not easy to determine, it may be easier to use an extension of Kn=1∞an/bnK_{n=1}^{\infty}a_{n}/b_{n} to find the limit. By an extension of Kn=1∞an/bnK_{n=1}^{\infty} a_{n}/b_{n} we mean a continued fraction Kn=1∞cn/dnK_{n=1}^{\infty} c_{n}/d_{n} whose odd or even part is Kn=1∞an/bnK_{n=1}^{\infty} a_{n}/b_{n}. One can then possibly find the limit in one of three ways: (i) Prove the extension converges and find its limit; (ii) Prove the extension converges and find the limit of the other contraction (for example, the odd part, if Kn=1∞an/bnK_{n=1}^{\infty}a_{n}/b_{n} is the even part); (ii) Find the limit of the other contraction and show that the odd and even parts of the extension tend to the same limit. We apply these ideas to derive new proofs of certain continued fraction identities of Ramanujan and to prove a generalization of an identity involving the Rogers-Ramanujan continued fraction, which was conjectured by Blecksmith and Brillhart.Comment: 16 page

    Facial masculinity is related to perceived age, but not perceived health

    Variation in women's preferences for male facial masculinity may reflect variation in attraction to immunocompetence or to maturity. This paper reports two studies on (a) the interrelationships between women's preferences for masculinity, apparent health, and age in male faces and (b) the extent to which manipulating each of these characteristics affects women's attributions of the remaining characteristics. Both studies were carried out with a large sample of the general public (Studies 1a and 2a) and independently in a laboratory environment with smaller undergraduate samples (Studies 1b and 2b). In both samples, masculinity and age preferences were positively related, and masculinity preferences were not associated with preferences for apparent health. There was also a positive relationship between perceived age and perceived masculinity in both samples, but evidence for a link between perceptions of masculinity and health was equivocal. Collectively, these findings suggest that variation in women's preferences for masculine proportions in male faces reflect variation in attraction to male age and do not support a strict immunocompetence explanation of preferences for facial masculinity

    We find new 1/8-BPS giant graviton solutions in AdS5×S5AdS_5 \times S^5, carrying three angular momenta along S5S^5, and investigate their properties. Especially, we show that nonzero worldvolume gauge fields are admitted preserving supersymmetry. These gauge field modes can be viewed as electromagnetic waves along the compact D3 brane, whose Poynting vector contributes to the BPS angular momenta. We also analyze the (nearly-)spherical giant gravitons with worldvolume gauge fields in detail.     An update on the global strategy for the conservation and utilisation of tropical and subtropical forage genetic resources

    Tropical and sub-tropical forages (TSTF) are critically important for supplying livestock feed and environmental benefits in extensive and intensive livestock systems of developed and developing countries. There has been focused collection and conservation of forage genetic resources (FGR), and research on their diversity, adaptation and use for the past 60 years. This laid the foundations for the impacts TSTF have had, and continue to have. However, since about 1995 there has been significant reduction in forage science investment, and capability globally, and that has strangely coincided with the accelerated demand for livestock products. The status of TSTF germplasm conservation, capability and capacity are now at risk, and the decline must be reversed if the tropical and subtropical farming systems are to access the best genetic material and knowledge to meet the growing food/environmental needs. A strategy to reduce barriers to TSTF conservation, research and utilisation was developed under the Global Crop Diversity Trust in 2015 with input from across the TSTF-genetic resources community. Its aim was to build a functional network of national, regional and international genetic resource centres, introduce operational efficiencies, and enable genebanks to improve their role as knowledge managers and advisors for research and development programs. The strategy’s main objectives are: 1) Rebuild the community of TSTF genebanks and genebank users to develop closer collaboration and trust; 2) Ensure more efficient and rationalized conservation within and among genebanks; and 3) Actively support utilisation by anticipating germplasm needs and responding to users’ requests for information and seeds. Implementation of the strategy commenced in 2016, with the first aim being to win buy-in and cooperation of international and national genebanks. A new Newsletter, ‘Forages for the Future’, has >600 recipients and reports key implementation activities and the roles of forages across the tropics and subtropics. Making recent impacts more widely known indirectly helps build the body of evidence that improved forages deliver impacts and is the basis for growth in financial and human resources invested in TSTF. The CGIAR genebanks of ILRI and CIAT play key roles in TSTF research and use. In recognition of the need for greater efficiencies and better utilisation of the germplasm, ILRI and CIAT have undertaken an ambitious program to align collections to provide a one stop portal, with prioritised species/accessions for conservation and research, and a simplified germplasm request process. This change is occurring simultaneously with a TSTF strategy initiative encouraging some key national TSTF centres to work more closely together and with the CGIAR centres and with the update of the widely used TSTF database and selection tool, SoFT, with new content and ability to be used on smart phones. That new version will be released in 2019. Reversing the past downward trend requires the commitment and long-term engagement of partner countries and the donor community. The alternative is that 60 years of knowledge and expertise will have to be rebuilt, and generations of farmers and other users will not realize the production and environmental benefits that well-adapted and sustainably managed improved forages can attain

The models for dark energy range from a simple lambda-term to quintessence, Chaplygin gas, etc. We look at the possibility of how change of behaviour of missing energy density, from DM to DE, may be determined by the change in the equation of state of a background fluid instead of a form of potential.     The Fayet-Iliopoulos D-term and its renormalisation in softly-broken supersymmetric theories

    We consider the renormalisation of the Fayet-Iliopoulos D-term in a softly-broken abelian supersymmetric theory, and calculate the associated beta-function through three loops.
