    Net neutrality discourses: comparing advocacy and regulatory arguments in the United States and the United Kingdom

    Telecommunications policy issues rarely make news, much less mobilize thousands of people. Yet this has been occurring in the United States around efforts to introduce "Net neutrality" regulation. A similar grassroots mobilization has not developed in the United Kingdom or elsewhere in Europe. We develop a comparative analysis of U.S. and UK Net neutrality debates with an eye toward identifying the arguments for and against regulation, how those arguments differ between the countries, and what the implications of those differences are for the Internet. Drawing on mass media, advocacy, and regulatory discourses, we find that local regulatory precedents as well as cultural factors contribute to both agenda setting and framing of Net neutrality. The differences between national discourses provide a way to understand both the structural differences between regulatory cultures and the substantive differences between policy interpretations, both of which must be reconciled for the Internet to continue to thrive as a global medium

    Evaluation of genetic variation among Brazilian soybean cultivars through genome resequencing.

    Soybean [Glycine max (L.) Merrill] is one of the most important legumes cultivated worldwide, and Brazil is one of the main producers of this crop. Since the sequencing of its reference genome, interest in structural and allelic variations of cultivated and wild soybean germplasm has grown. To investigate the genetics of the Brazilian soybean germplasm, we selected soybean cultivars based on the year of commercialization, geographical region and maturity group and resequenced their genomes. We resequenced the genomes of 28 Brazilian soybean cultivars with an average genome coverage of 14.8X. A total of 5,835,185 single nucleotide polymorphisms (SNPs) and 1,329,844 InDels were identified across the 20 soybean chromosomes, with 541,762 SNPs, 98,922 InDels and 1,093 CNVs that were exclusive to the 28 Brazilian cultivars. In addition, 668 allelic variations of 327 genes were shared among all of the Brazilian cultivars, including genes related to DNA-dependent transcription-elongation, photosynthesis, ATP synthesis-coupled electron transport, cellular respiration, and precursors of metabolite generation and energy. A very homogeneous structure was also observed for the Brazilian soybean germplasm, and we observed 41 regions putatively influenced by positive selection. Finally, we detected 3,880 regions with copy-number variations (CNVs) that could help to explain the divergence among the accessions evaluated. The large number of allelic and structural variations identified in this study can be used in marker-assisted selection programs to detect unique SNPs for cultivar fingerprinting. The results presented here suggest that despite the diversification of modern Brazilian cultivars, the soybean germplasm remains very narrow because of the large number of genome regions that exhibit low diversity. These results emphasize the need to introduce new alleles to increase the genetic diversity of the Brazilian germplasm

    Chemo-radiation with or without mandatory split in anal carcinoma: experiences of two institutions and review of the literature

    BACKGROUND: The split-course schedule of chemo-radiation for anal cancer is controversial. METHODS: Eighty-four patients with invasive anal cancer treated with definitive external beam radiotherapy (RT) with a mandatory split of 12 days (52 patients, Montreal, Canada) or without an intended split (32 patients, Zurich, Switzerland) were reviewed. Total RT doses were 52 Gy (Montreal) or 59.4 Gy (Zurich) given concurrently with 5-FU/MMC. RESULTS: After a mean follow-up of 40 +/- 27 months, overall survival and local tumor control at 5 years were 57% and 78% (Zurich) compared to 67% and 82% (Montreal), respectively. Split duration of patients with or without local relapse was 15 +/- 7 d vs. 14 +/- 7 d (Montreal, NS) and 11 +/- 11 d vs. 5 +/- 7 d (Zurich; P or = 7 d) had impaired cancer-specific survival compared with patients with only minor interruption (<7 d) (P = 0.06). Bowel toxicity was associated with prolonged RT (P = 0.03) duration as well as increased relapse probability (P = 0.05). Skin toxicity correlated with institution and was found in 79% (Montreal) and 28% (Zurich) (P < 0.0001). CONCLUSIONS: The study design did not allow demonstrating a clear difference in efficacy between the treatment regimens with or without short mandatory split. Cause-specific outcome appears to be impaired by unplanned prolonged interruption

    Older cancer patients during the COVID-19 epidemic: Practice proposal of the international geriatric radiotherapy group

    The coronavirus disease 19 (COVID-19) pandemic is unprecedented as it reached all countries in the world within a record short period of time. Even though COVID-19 infection may be just severe in any adults, older adults (65-year-old or older) may experience a higher mortality rate. Among those affected, cancer patients may have a worse outcome compared to the general population because of their depressed immune status. As the health resources of most countries are limited, clinicians may face painful decisions about which patients to save if they require artificial ventilation. Cancer patients, especially the older ones, may be denied supportive care because of their shorter life expectancy. Thus, special considerations should be taken to prevent infection of older cancer patients and to provide them with adequate social support during their cancer treatment. The following proposal was reached: (1) Education of health care providers about the special needs of older cancer patients and their risks of infection. (2) Special consideration such as surgical masks and separate scheduling should be made to protect them from being infected. (3) Social services such as patient navigators should be provided to ensure adequate medical supply, food, and daily transportation to cancer centers. (4) Close monitoring through phone calls, telecommunication to ensure social distancing and psychological support from patient family to prevent anxiety and depression. (5) Shorter course of radiotherapy by use of hypofractionation where possible to decrease the needs for daily transportation and exposure to infection. (6) Enrollment of older cancer patients in clinical trials for potential antiviral medications if infection does occur. (7) Home health care telemedicine may be an effective strategy for older cancer patients with COVID-19 infection to avoid hospital admission when health care resources become restricted. (8) For selected patients, immunotherapy and targeted therapy may become the systemic therapy of choice for older cancer patients and need to be tested in clinical trials

    Dynamics of conflicts in Wikipedia

    In this work we study the dynamical features of editorial wars in Wikipedia (WP). Based on our previously established algorithm, we build up samples of controversial and peaceful articles and analyze the temporal characteristics of the activity in these samples. On short time scales, we show that there is a clear correspondence between conflict and burstiness of activity patterns, and that memory effects play an important role in controversies. On long time scales, we identify three distinct developmental patterns for the overall behavior of the articles. We are able to distinguish cases eventually leading to consensus from those cases where a compromise is far from achievable.     Whole-lung low dose irradiation for SARS-Cov2 induced pneumonia in the geriatric population: An old effective treatment for a new disease? Recommendation of the international geriatric radiotherapy group

    A cytokine storm induced by SARS-Cov2 may produce pneumonitis which may be fatal for older patients with underlying lung disease. Hyper-elevation of Interleukin1 (IL-1), Tumor necrosis factor-1alfa (TNF-1 alfa),and Interleukin 6 (IL-6) produced by inflammatory macrophage M1 may damage the lung alveoli leading to severe pneumonitis, decreased oxygenation, and potential death despite artificial ventilation. Older patients may not be suitable candidates for pharmaceutical intervention targeting IL-1/6 blockade or artificial ventilation. Low dose total lung (LDTL) irradiationat a single dose of 50 cGy may stop this cytokine cascade,thus preventing, and/or reversing normal organs damage. This therapy has been proven in the past to be effective against pneumonitis of diverse etiology and could be used to prevent death of older infected patients. Thus, LDRT radiotherapy may be a cost-effective treatment for this frail patient population whom radiation -induced malignancy is not a concern because of their advanced age.This hypothesis should be tested in future prospective trials

    First detection of acceleration and deceleration in protostellar Jets? Time variability in the Chamaeleontis II outflows

    Context. Kinematical and time variability studies of protostellar jets are fundamental for understanding the dynamics and the physics of these objects. Such studies remain very sporadic, since they require long baselines before they can be accomplished. Alms. We present for the first time a multi-epoch (20 years baseline) kinematical investigation of HH 52, 53, and 54 at optical and near-IR wavelengths, along with medium (optical) and high resolution (NIR) spectroscopic analyses, probing the kinematical and physical time variability conditions of the gas along the flows. Methods. By means of multi-epoch and multi-wavelength narrow-band images, we derived proper motions (PMs), tangential velocities, velocity and flux variability of the knots. Radial velocities and physical parameters of the gas were derived from spectroscopy. Finally, spatial velocities and inclination of the flows were obtained by combining both imaging and spectroscopy. Results. The PM analysis reveals three distinct, partially overlapping outflows. Spatial velocities of the knots vary from 50 km s -1 to 120 km s-1. The inclinations of the three flows are 58 ± 3°, 84 ± 2°, and 67 ± 3° (HH 52, HH 53, and HH 54 flows, respectively). In 20 years, about 60% of the observed knots show some degree of flux variability. Our set of observations apparently indicates acceleration and deceleration in a variety of knots along the jets. For about 20% of the knots, mostly coincident with working surfaces or interacting knots along the flows, a relevant variability in both flux and velocity is observed. We argue that both variabilities are related and that all or part of the kinetic energy lost by the interacting knots is successively radiated. The physical parameters derived from the diagnostics are quite homogeneous along and among the three outflows. The analysis indicates the presence of very light (NH � 103 cm-3), ionised (Te,. � 0.2-0.6), and hot (Te � 14000-26000 K) flows, impacting a denser medium. Several knots are deflected, especially in the HH 52 flow. At least for a couple of them (HH 54 G and GO), the deflection originates from the collision of the two. For the more massive parts of the flow, the deflection is likely the result of the flow collision with a dense cloud or with clumps. Finally, we discuss the possible driving sources of the flows. ©ESO 2009
