Bioinformatics and the politics of innovation in the life sciences: Science and the state in the United Kingdom, China, and India
The governments of China, India, and the United Kingdom are unanimous in their belief that bioinformatics should supply the link between basic life sciences research and its translation into health benefits for the population and the economy. Yet at the same time, as ambitious states vying for position in the future global bioeconomy they differ considerably in the strategies adopted in pursuit of this goal. At the heart of these differences lies the interaction between epistemic change within the scientific community itself and the apparatus of the state. Drawing on desk-based research and thirty-two interviews with scientists and policy makers in the three countries, this article analyzes the politics that shape this interaction. From this analysis emerges an understanding of the variable capacities of different kinds of states and political systems to work with science in harnessing the potential of new epistemic territories in global life sciences innovation
Appointing Women to Boards: Is There a Cultural Bias?
Companies that are serious about corporate governance and business ethics are turning their attention to gender diversity at the most senior levels of business (Institute of Business Ethics, Business Ethics Briefing 21:1, 2011). Board gender diversity has been the subject of several studies carried out by international organizations such as Catalyst (Increasing gender diversity on boards: Current index of formal approaches, 2012), the World Economic Forum (Hausmann et al., The global gender gap report, 2010), and the European Board Diversity Analysis (Is it getting easier to find women on European boards? 2010). They all lead to reports confirming the overall relatively low proportion of women on boards and the slow pace at which more women are being appointed. Furthermore, the proportion of women on corporate boards varies much across countries. Based on institutional theory, this study hypothesizes and tests whether this variation can be attributed to differences in cultural settings across countries. Our analysis of the representation of women on boards for 32 countries during 2010 reveals that two cultural characteristics are indeed associated with the observed differences. We use the cultural dimensions proposed by Hofstede (Culture’s consequences: International differences in work-related values, 1980) to measure this construct. Results show that countries which have the greatest tolerance for inequalities in the distribution of power and those that tend to value the role of men generally exhibit lower representations of women on boards
First light of the VLT planet finder SPHERE. I. Detection and characterization of the sub-stellar companion GJ 758 B
GJ758 B is a brown dwarf companion to a nearby (15.76 pc) solar-type,
metal-rich (M/H = +0.2 dex) main-sequence star (G9V) that was discovered with
Subaru/HiCIAO in 2009. From previous studies, it has drawn attention as being
the coldest (~600K) companion ever directly imaged around a neighboring star.
We present new high-contrast data obtained during the commissioning of the
SPHERE instrument at the VLT. The data was obtained in Y-, J-, H-, and Ks-bands
with the dual-band imaging (DBI) mode of IRDIS, providing a broad coverage of
the full near-infrared (near-IR) range at higher contrast and better spectral
sampling than previously reported. In this new set of high-quality data, we
report the re-detection of the companion, as well as the first detection of a
new candidate closer-in to the star. We use the new 8 photometric points for an
extended comparison of GJ758 B with empirical objects and 4 families of
atmospheric models. From comparison to empirical object, we estimate a T8
spectral type, but none of the comparison object can accurately represent the
observed near-IR fluxes of GJ758 B. From comparison to atmospheric models, we
attribute a Teff = 600K 100K, but we find that no atmospheric model can
adequately fit all the fluxes of GJ758 B. The photometry of the new candidate
companion is broadly consistent with L-type objects, but a second epoch with
improved photometry is necessary to clarify its status. The new astrometry of
GJ758 B shows a significant proper motion since the last epoch. We use this
result to improve the determination of the orbital characteristics using two
fitting approaches, Least-Square Monte Carlo and Markov Chain Monte Carlo.
Finally, we analyze the sensitivity of our data to additional closer-in
companions and reject the possibility of other massive brown dwarf companions

Inside Organizations: Pricing, Politics, and Path Dependence
When economists have considered organizations, much attention has focused on the boundary of the firm, rather than its internal structures and processes. In contrast, this review sketches three approaches to the economic theory of internal organization—one substantially developed, another rapidly emerging, and a third on the horizon. The first approach (pricing) applies Pigou's prescription: If markets get prices wrong, then the economist's job is to fix the prices. The second approach (politics) considers environments where important actions inside organizations simply cannot be priced, so power and control become central. Finally, the third approach (path dependence) complements the first two by shifting attention from the between variance to the within. That is, rather than asking how organizations confronting different circumstances should choose different structures and processes, the focus here is on how path dependence can cause persistent performance differences among seemingly similar enterprises
Comparative study of deuterium retention and vacancy content of self-ion irradiated tungsten
Self-ion irradiation of pure tungsten with 2 MeV W ions provides a way of simulating microstructures generated by neutron irradiation in tungsten components of a fusion reactor. Transmission electron microscopy (TEM) has been used to characterize defects formed in tungsten samples by ion irradiation. It was found that tungsten irradiated to 0.85 dpa at relatively low temperatures develops a characteristic microstructure dominated by dislocation loops and black dots. The density and size distribution of these defects were estimated. Some of the samples exposed to self-ion irradiation were then implanted with deuterium. Thermal Desorption Spectrometry (TDS) analysis was performed to estimate the deuterium inventory as a function of irradiation damage and deuterium release as a function of temperature. Increase of inventory with increasing irradiation dose followed by slight decrease above 0.1 dpa was found. Application of Positron Annihilation Spectroscopy (PAS) to self-irradiated but not deuterium implanted samples enabled an assessment of the density of irradiation defects as a function of exposure to highenergy ions. The PAS results show that the density of defects saturates at doses in the interval from 0.085 to 0.425 displacements per atom (dpa). These results are discussed in the context of recent theoretical simulations exhibiting the saturation of defect microstructure in the high irradiation exposure limit. Tutoring Multilingual Students: Shattering the Myths
This is the author's accepted manuscript, made available 18 months after publication with the permission of the publisher.The increasing linguistic and cultural diversification of North America has resulted in large numbers of multilingual students attending college and university and seeking curricular and extracurricular support with reading and writing (Ruecker, 2011; Teranishi, C. Suárez-Orozco, & M. Suárez-Orozco, 2011). In the past, learning and writing centers hired “ESL specialists” to provide support. But this model, given the ubiquity of multilingual students in higher education today, is no longer sustainable. Instead, all tutors must learn the skills necessary to support the academic literacy development of these writers, and that means that the way tutors are trained must change. Because the lived reality of the majority of tutors (and center administrators) is monolingual (Bailey, 2012; Barron & Grimm, 2002), examining the myths generally held about multilingual students is essential to both our development as tutors and the development of our students as academic readers and writers of English. Only after raising critical awareness about these “misguided ideas” will training specific to tutoring multilingual students make sense and be put into practice (Gillespie & Lerner, 2008, p. 117).

Biosynthesis of HLA-C heavy chains in melanoma cells with multiple defects in the expression of HLA-A, -B, -C molecules
Recent investigations have shown that malignant transformation may down-regulate the expression of class I HLA molecules, beta(2)-microglobulin (beta(2)m) and members of the antigen-processing machinery. In the present study, we HLA-genotyped and identified at a biochemical level the three (HLA-A25, -B8, -Cw7) class I alleles expressed by the previously described [D'Urso CM et al (1992) J Clin Invest 87: 284-292] beta(2)m-defective human melanoma FO-1 cell line and tested their ability to interact with calnexin, calreticulin and the TAP (transporter associated with antigen processing) complex. Ail these alleles were found to bind calnexin, but not calreticulin or the poorly expressed TAP complex, both in parental and beta(2)m-transfected FO-1 cells, demonstrating a complex defect of class I expression in FO-1 cells. In these conditions, Cw7 heavy chains interacted with calnexin more strongly than A25 and B8, and preferentially accumulated in the endoplasmic reticulum, in both a calnexin-associated and a calnexin-free form. In addition, they could be transported to the cell surface at low levels even in the absence of beta(2)m, without undergoing terminal glycosylation. These results establish a parallel between HLA-C and the murine D-b and L-d molecules which have been found to be surface expressed and functional in beta(2)m-defective cells. They also demonstrate distinctive features of HLA-C molecules. We propose that the accumulation of several assembly intermediates of HLA-C might favour the binding of peptide antigens not readily bound by HLA-A and -B molecules in neoplastic cells with suboptimal class I expression
Pulsar-wind nebulae and magnetar outflows: observations at radio, X-ray, and gamma-ray wavelengths
We review observations of several classes of neutron-star-powered outflows:
pulsar-wind nebulae (PWNe) inside shell supernova remnants (SNRs), PWNe
interacting directly with interstellar medium (ISM), and magnetar-powered
outflows. We describe radio, X-ray, and gamma-ray observations of PWNe,
focusing first on integrated spectral-energy distributions (SEDs) and global
spectral properties. High-resolution X-ray imaging of PWNe shows a bewildering
array of morphologies, with jets, trails, and other structures. Several of the
23 so far identified magnetars show evidence for continuous or sporadic
emission of material, sometimes associated with giant flares, and a few

The Anglo-Australian Planet Search. XXII. Two New Multi-Planet Systems
We report the detection of two new planets from the Anglo-Australian Planet
Search. These planets orbit two stars each previously known to host one planet.
The new planet orbiting HD 142 has a period of 6005\pm427 days, and a minimum
mass of 5.3M_Jup. HD142c is thus a new Jupiter analog: a gas-giant planet with
a long period and low eccentricity (e = 0.21 \pm 0.07). The second planet in
the HD 159868 system has a period of 352.3\pm1.3 days, and m sin i=0.73\pm0.05
M_Jup. In both of these systems, including the additional planets in the
fitting process significantly reduced the eccentricity of the original planet.
These systems are thus examples of how multiple-planet systems can masquerade

A Longitudinal Study of Streptococcus pneumoniae Carriage in a Cohort of Infants and Their Mothers on the Thailand-Myanmar Border
Background
Pneumococcal disease is a major cause of childhood death. Almost a third of the world's children live in Southeast Asia, but there are few data from the region on pneumococcal colonization or disease. Our aim was to document the dynamics of pneumococcal carriage in a rural SE Asian birth cohort.
Methods
We studied 234 Karen mother-infant pairs in Northwestern Thailand. Infants were followed from birth and nasopharyngeal swabs were taken from mother and infant at monthly intervals until 24 months old.
Results
8,386 swabs were cultured and 4,396 pneumococci characterized. Infants became colonized early (median 45.5 days; 95% confidence interval [CI] 44.5-46.0) and by 24 months had a median of seven (range 0–15) carriage episodes. Maternal smoking and young children in the house were associated with earlier colonization (hazard ratio [HR] 1.5 (95% CI 1.1–2.1) and 1.4 (95% CI 1.0–1.9)). For the four commonest serotypes and non-typeable pneumococci, previous exposure to homologous or heterologous serotypes resulted in an extended interval to reacquisition of the same serotype. Previous colonization by serotypes 14 and 19F was also associated with reduced carriage duration if subsequently reacquired (HR [first reacquisition] 4.1 (95% CI 1.4–12.6) and 2.6 (1.5–4.7)). Mothers acquired pneumococci less frequently, and carried them for shorter periods, than infants (acquisition rate 0.5 vs. 1.1 /100 person-days, p<0.001; median duration 31.0 vs. 60.5 days, p = 0.001). 55.8% of pneumococci from infants were vaccine serotypes (13-valent pneumococcal conjugate vaccine, PCV13), compared with 27.5% from mothers (p<0.001). Non-typeable pneumococcal carriage was common, being carried at least once by 55.1% of infants and 32.0% of mothers.
Conclusions
Pneumococcal carriage frequency and duration are influenced by previous exposure to both homologous and heterologous serotypes. These data will inform vaccination strategies in this population
