Social learning and monetary policy rules

We analyze the effects of social learning in a widely-studied monetary policy context. Social learning might be viewed as more descriptive of actual learning behavior in complex market economies. Ideas about how best to forecast the economy's state vector are initially heterogeneous. Agents can copy better forecasting techniques and discard those techniques which are less successful. We seek to understand whether the economy will converge to a rational expectations equilibrium under this more realistic learning dynamic. A key result from the literature in the version of the model we study is that the Taylor Principle governs both the uniqueness and the expectational stability of the rational expectations equilibrium when all agents learn homogeneously using recursive algorithms. We find that the Taylor Principle is not necessary for convergence in a social learning context. We also contribute to the use of genetic algorithm learning in stochastic environments.

The Study Of Production Regimes And Quality Parameters Of Extruded Feed Additive Based On Corn Seed And Substandard Egg Mass

On the base of practical studies were established the rational parameters of technological processes of production of extruded feed additive. There was determined an expedience of mixture of substandard chicken egg mass and the crushed corn seed in two stages in frame (during 18 s) and blade (during 120…180 s) mixers. There were determined the optimal regimes of mixture extruding: pressure in working zone of extruder 2…3 mPa, consumed force of electric motor 4,0…4,5 kW, temperature on outcome of extruder 110…120 ºС, duration of process 60…120 s, diameter of matrix port 10 mm.There were given the results of study of parameters of quality and nutritive value of extruded feed additive. It was established, that in the process of extruding the quality parameters of food additive are improved at the expense of dextrinization and gelatinization of starch, decrease of bacterial and fungal pollution, disinfection of product.There was proved a possibility to solve problem of utilization of defective eggs at feeding poultry

Teacher's Use of a Drawing Workshop as a Method of Art Therapy

Objective: The purpose of the study is to evaluate the effectiveness of a workshop in watercolour drawing by a future teacher of art as part of art therapy to improve mental state. Background: In modern conditions of development of the innovation and educational process in higher education in the specialties "Fine Arts" and "Design" special attention is paid to the acquisition of professional skills and abilities of students to work in the art space of the Planer. In this regard, master classes are widely used in classes in higher education institutions, but most training is aimed at acquiring professional writing with watercolour. Method: Workshop, as a quick and illustrative example in the performance of a watercolour etude by a teacher, is the strongest means of aesthetic impact, which is to show the secrets of drawing mastery, aesthetic techniques of working with watercolour, brush movements, the appearance of colour fillings, emphasizing a pictorial composition. Results: In the course of the study, it was determined that using a drawing workshop as art therapy is an effective way to improve the mental state. Art-therapeutic work evokes positive emotions, helps form a more active life position, emotionally valuable acceptance of partners, and cohesion. Conclusion: Fine art products constitute objective evidence of a person's mood and thoughts, which allows them to be used to assessing the mental state

Рассматриваются актуальные общетеоретические проблемы определения понятия избирательного процесса. Анализируются выборы как процесс формирования представительных органов и избрания должностных лиц. В работе определяется избирательный процесс как институт конституционно - процессуального права. Особое внимание уделено анализу основ избирательного процесса, теоретическим проблемам применения в научных источниках и избирательном законодательстве определений "принципы" и "основы" избирательного права и избирательного процесса. Рассмотрены также основы избирательного права, являющиеся стержнем для основ избирательного процесса. Определены общие основы для всех видов выборов, согласно которым должен проходить избирательный процесс. Исследуются все стадии избирательного процесса. Рассматриваются разные точки зрения, касающиеся вопроса определения понятия стадии, этапа, периода, процедуры и их соотношения между собой. Анализируются разные пути учёных конституционалистов относительно классификации стадий избирательного процесса по содержанию и количеству. В основу классификаций положено деление стадий на подготовительную, основную, агитационную и заключительную. Сделан вывод, что каждая стадия избирательного процесса состоит из определенных этапов, которые в свою очередь, состоят из элементарных действий. Рассматриваются стадии и соответствующие этапы избирательного процесса выборов Президента Украины, народных депутатов Украины, депутатов местных советов и сельских, посёлочных, местных председателей, выборов Верховного Совета Автономной Республики Крым. Исследуются сроки в избирательном процессе, аргументируется возможная схема проведения выборов в Украине в соответствии с предусмотренными Конституцией Украины сроками полномочий избирательных органов. Уделяется внимание основным типам избирательных систем, а также их разновидностям, поскольку именно от правильного выбора избирательной системы в значительной степени зависят особенности избирательного процесса. Избирательная система рассматривается как предусмотренный законом способ определения результатов голосования и порядок распределения депутатских мандатов между кандидатами. Отмечено, что таких способов существует несколько и использование каждого из них к одним и тем же окончательным подсчетам голосов может дать разный результат выборов. Отдельную группу вопросов составляют практические аспекты механизма обеспечения реализации избирательного процесса в Украине. Исследуются проблемы законодательного обеспечения избирательного процесса в Украине, анализируются четыре группы законодательных актов, на которые в юридической литературе, как правило, делят систему избирательного законодательства Украины. Это - Конституция Украины, специальные избирательные законы Украины, иные нормативно-правовые акты конституционного законодательства, отраслевые законодательные акты смежных отраслей, которыми регулируются соответствующие процедуры избирательного процесса. Проведен сравнительный анализ законодательного обеспечения избирательного процесса в Украине с законодательным обеспечением в некоторых иностранных государствах. Рассмотрены вопросы финансового и материально-технического, а также информационно-аналитического обеспечения избирательного процесса в Украине. Прослежено проблемы финансового и материально-технического обеспечения избирательного процесса на всех его стадиях. Затронуты практические проблемы информационно-аналитического обеспечения избирательного процесса в Украине Отмечено, что в избирательном законодательстве главное внимание уделено информационному обеспечению агитационной стадии избирательного процесса, в то время как вопросы аналитического обеспечения избирательного процесса и информационного обеспечения других стадий избирательного процесса регламентированы в недостаточной степени. Освещены все виды ответственности субъектов избирательного процесса за нарушения законодательства о выборах. Автор приходит к выводу, что обеспечение правовой защитой всех участников избирательного процесса является одной из важнейших гарантий избирательных прав граждан Украины. Исходя из существующего правового регулирования избирательного процесса в Украине, автор предлагает способы и формы усовершенствования избирательного законодательства Украины. Evaluation of a school based comprehensive sexuality education program among very young adolescents in rural Uganda

Background: Limited research has been conducted on the effectiveness of sexuality education for very young adolescents (VYAs) ages 10-14 years in Sub-Saharan Africa. Furthermore, evaluations of sexuality education programs often report outcomes of risky sexual practices, yet positive aspects of sexuality are hardly studied and rarely reported. This study evaluates the effectiveness of a Comprehensive Sexuality Education (CSE) intervention for VYAs in Uganda, analyzing both positive and negative outcome indicators. Methods: We conducted a mixed methods study, incorporating a cluster randomized trial (NCT03669913) among pupils in 33 randomly selected primary schools in Mbarara district. This was followed by a qualitative evaluation of the intervention in 4 schools that included 14 in-depth interviews and 3 focus group discussions distributed among pupils, teachers and parents. Quantitative data were analyzed using ordered logistic regression to compare differences in the change from baseline to endline between the intervention and control arms. We conducted bivariate analysis and multiple regression analysis controlling for key covariates, including age, gender, school location (rural vs urban), truancy, and orphanhood. Qualitative data were analyzed by thematic approach using ATLAS TI. Results: Between July 2016 and August 2017, 1096 pupils were recruited. Outcomes were studied among 380 pupils in the intervention arm and 484 pupils in the control arm. The proportion of pupils who ever had sex increased from 9 to 12.1% in intervention compared to 5.2 to 7.4% in the control group between baseline and endline, however the differences between groups were not statistically significant. We found greater improvements in sexual and reproductive health (SRH) knowledge among intervention schools (AOR: 2.18, 95% CI: 1.66-2.86) and no significant differences in self-esteem, body image or gender equitable norms. Qualitative evidence echoes perceived SRH knowledge acquisition, increased their perception of SRH related risks, and intentions to delay sexual intercourse to prevent unwanted pregnancy, HIV and other STIs. Conclusion: This study demonstrates that CSE can improve SRH knowledge and behavioral intentions among VYAs in Uganda. These results further emphasize the importance of initiating sexuality education before most adolescents have started engaging in sexual activity, enabling them to make informed decisions in the future

Spin Hall magnetoresistance in antiferromagnet/heavy-metal heterostructures

We investigate the spin Hall magnetoresistance in thin film bilayer heterostructures of the heavy metal Pt and the antiferromagnetic insulator NiO. While rotating an external magnetic field in the easy plane of NiO, we record the longitudinal and the transverse resistivity of the Pt layer and observe an amplitude modulation consistent with the spin Hall magnetoresistance. In comparison to Pt on collinear ferrimagnets, the modulation is phase shifted by 90{\deg} and its amplitude strongly increases with the magnitude of the magnetic field. We explain the observed magnetic field-dependence of the spin Hall magnetoresistance in a comprehensive model taking into account magnetic field induced modifications of the domain structure in antiferromagnets. With this generic model we are further able to estimate the strength of the magnetoelastic coupling in antiferromagnets. Our detailed study shows that the spin Hall magnetoresistance is a versatile tool to investigate the magnetic spin structure as well as magnetoelastic effects, even in antiferromagnetic multidomain materials

ПРОФЕСІЙНА ПІДГОТОВКА ВИКЛАДАЧІВ ВИЩОЇ ШКОЛИ В МАГІСТРАТУРІ: ДОСВІД ЄВРОПЕЙСЬКИХ КРАЇН

The article is devoted to the problem of the higher teachers’ training in the Magistracy of European countries. The topicality of this problem is conditioned by the necessity to implement the foreign experience for qualitative  higher teachers’ training in Ukraine. The ways of Master’s degree receiving in Europe are examined; the experience of Master’s degree programs’ implementation in the United Kingdom, Austria, France, Greece is presented. It is proved, that the programs have  practical directivity and they develop the skills of lifelong learning.Статья посвящена проблеме подготовки преподавателей высших учебных заведений по магистерским программам в странах Европы. Актуальность выбранной проблемы обуславливается необходимостью внедрения зарубежного опыта для обеспечения качественной подготовки преподавателей в Украине. В статье охарактеризованы пути получения степени магистра в Европе; проанализирован опыт внедрения магистерских программ в Великобритании, Австрии, Франции, Греции. Доказано, что эти программы имеют практическую направленность, способствуют развитию навыков самостоятельного обучения, готовности к обучению на протяжении всей жизни.Стаття присвячена проблемі підготовки викладачів вищих навчальних закладів за магістерськими програмами у країнах Європи. Актуальність обраної проблеми обумовлена необхідністю впровадження зарубіжного досвіду для забезпечення якісної підготовки викладачів в Україні. У статті схарактеризовано шляхи отримання ступеня магістра в Європі; проаналізовано досвід упровадження магістерських програм у Великобританії, Австрії, Франції, Греції. Доведено, що впровадження магістерських програм підготовки майбутніх викладачів в країнах Європи  має практичну спрямованість, розвиває навички самостійного навчання, готовність до навчання впродовж життя

Проблеми розвитку страхування життя в умовах нестабільного фінансового середовища

In modern conditions, life insurance plays a crucial role for the economy of the country and its citizens, because it is aimed at financial and social protection of the population through the organization of an integrated system of material security in the event of various events associated with life, health, disability or other events, which can lead to a significant imbalance of family or personal budgets, and a decline in living standards. The main trends of life insurance development in Ukraine presented in the study demonstrate that current processes of globalization have a serious impact on the complications of consumer and savings properties of life insurance through the merger of insurance, credit and investment products. At the same time, in Ukraine, this type of insurance is hampered by a number of factors, due to which it does not become widespread. That is why the article focuses on the problems of life insurance development in the context of financial imbalances and proposes directions for their activation in Ukraine. В сучасних умовах страхування життя грає найважливішу роль для економіки країни і її громадян, оскільки воно направлено на фінансовий і соціальний захист населення за допомогою організації комплексної системи матеріального забезпечення при настанні різних подій, пов’язаних з життям, здоров’ям, працездатністю або іншими обставинами, які можуть привести до значного дисбалансу сімейного або особистого бюджету, зниження рівня життя. Представлені в дослідженні основні тенденції розвитку страхування життя в Україні наочно демонструють, що процеси глобалізації, що відбуваються в даний час, роблять серйозний вплив на ускладнення споживчих і накопичувальних властивостей страхування життя за рахунок злиття страхового, кредитного та інвестиційного продуктів. Варто відмітити, що метою стимулювання розвитку страхування життя в європейських країнах є надання цілої система фінансових пільг для довгострокового страхування життя. Так, наприклад, в ряді країн податок на страхові виплати за такими договорами нижче, ніж на дохід по банківських депозитах. В інших країнах діють податкові пільги на страхові внески, які сплачуються за довгостроковими договорами страхування життя, надаються пільги і на оподаткування інвестиційного доходу від розміщення страхових резервів. У звязку із цим у розвинених країнах страхові компанії життя є найбагатшими фінансовими інститутами, які акумулюють значно більше коштів, ніж банки. Так, резерви таких страховиків становлять сотні мільярдів доларів США. Накопичувальне страхування життя - найбільш поширений вид страхування в Західній Європі, Америці і Японії. Проте в Україні даний вид страхування стримують ряд факторів, завдяки чому воно не набуває широкого розвитку. Саме тому в статті акцентовано увагу на проблемах розвитку страхування життя в умовах фінансових дисбалансів та запропоновано напрямки їх активізації в Україні

Universal Human Rights and State Sovereignty

The relevance of the study is conditioned by the necessity of establishing the degree of interaction of universal rights and freedoms of the individual in civil and international law, as well as the possibility of limiting state sovereignty in the implementation of international obligations to ensure and protect human rights. The purpose of the paper is to investigate the international experience of legal regulation of universal human rights in order to develop ideas for their implementation in the legal framework of countries in transformation, including Ukraine. The leading methods of the study included the analysis of international and European practices of consolidating universal human and civil rights, modelling of legal structures acceptable to Ukraine. As a result of the study, it was concluded that the restriction of state sovereignty is possible only in favour of the individual based on the priority of human rights. The research materials can be useful for lawyers and government officials performing draft law activities, teachers of law schools, as well as officials and public administration officials who seek to apply the standards and practices of international regulation of universal human and civil rights in individual management cases

Facilitating Access to Justice in the Area of Economic Competition Protection

The relevance of the study is determined by the fact that all types of competitive relations should be affected in the formation of business development programs and be based on the adoption of appropriate decisions by all parties of economic relations. The novelty of the study is determined by the fact that each of the participants in economic relations in some cases cannot receive concomitant protection, which is based on equal access to the functions and organs of justice, which are provided by public authorities as carriers of justice. The practical significance of the study is determined by ensuring fair competition to form the prerequisites for the development of the social environment
