    Compensating Commitments: The Law and Economics of Commitment Bonds That Compensate for the Possibility of Forfeiture

    This Article introduces compensating commitment bonds, which make it more affordable for a government, entity, or individual to commit to some course of action. These bonds, like traditional government or corporate bonds, can generate revenue for committing parties. A bond seller makes a commitment and promises to pay a forfeit if the seller fails to meet the bond conditions. The bond buyer pays the seller to be contractually designated as the recipient of any amounts the bond seller forfeits. This approach has potential application in a range of legal situations. Governments and other parties may use such bonds to facilitate commitments to principles from which they later may face temptation to deviate. Such bonds also can facilitate legislative compromise or the settlement of private legal disputes. The Article identifies a variety of incentive-equivalent commitment bond structures as well as the circumstances under which a particular implementation is likely to be most effective. It also explores hurdles to the use of such bonds, including the concerns that the courts might find a legislature’s use of such bonds to entrench its preferences unconstitutional and that a legislature might issue such bonds but cancel them after failing to maintain a commitment

    Governments should embrace randomized trials to estimate the efficacy of different laws and regulations. Just as random assignment of treatments is the most powerful method of testing for the causal impact of pharmaceuticals, randomly assigning individuals or firms to different legal rules can help resolve uncertainty about the consequential impacts of law. We explain why randomized testing is likely to produce better information than nonrandom evaluation of legal policies and offer guidelines for conducting legal experimentation successfully, considering a variety of obstacles, including ethical ones. Randomization will not be useful for all policies, but once government gains better experience with randomization, administrative agencies should presumptively issue randomization impact statements justifying decisions to implement particular policies. Making the content of law partially contingent on the results of randomized trials will promote ex ante bipartisan agreements, as politicians with different empirical predictions will tend to think that the experiments will support their position

    Cognitive visual tracking and camera control

    Cognitive visual tracking is the process of observing and understanding the behaviour of a moving person. This paper presents an efficient solution to extract, in real-time, high-level information from an observed scene, and generate the most appropriate commands for a set of pan-tilt-zoom (PTZ) cameras in a surveillance scenario. Such a high-level feedback control loop, which is the main novelty of our work, will serve to reduce uncertainties in the observed scene and to maximize the amount of information extracted from it. It is implemented with a distributed camera system using SQL tables as virtual communication channels, and Situation Graph Trees for knowledge representation, inference and high-level camera control. A set of experiments in a surveillance scenario show the effectiveness of our approach and its potential for real applications of cognitive vision

    Racial Differences in Cardiovascular Biomarkers in the General Population

    Background-The incidence and clinical manifestations of cardiovascular disease (CVD) differ between blacks and whites. Biomarkers that reflect important pathophysiological pathways may provide a window to allow deeper understanding of racial differences in CVD. Methods and Results-The study included 2635 white and black participants from the Dallas Heart Study who were free from existing CVD. Cross-sectional associations between race and 32 biomarkers were evaluated using multivariable linear regression adjusting for age, traditional CVD risk factors, imaging measures of body composition, renal function, insulin resistance, left ventricular mass, and socioeconomic factors. In fully adjusted models, black women had higher lipoprotein(a), leptin, D-dimer, osteoprotegerin, antinuclear antibody, homoarginine, suppression of tumorigenicity-2, and urinary microalbumin, and lower adiponectin, soluble receptor for advanced glycation end products and N-terminal pro-B-type natriuretic peptide versus white women. Black men had higher lipoprotein(a), leptin, D-dimer, high-sensitivity C-reactive protein, antinuclear antibody, symmetrical dimethylarginine, homoarginine, high-sensitivity cardiac troponin T, suppression of tumorigenicity-2, and lower adiponectin, soluble receptor for advanced glycation end products, and N-terminal pro-B-type natriuretic peptide versus white men. Adjustment for biomarkers that were associated with higher CVD risk, and that differed between blacks and whites, attenuated the risk for CVD events in black women (unadjusted hazard ratio 2.05, 95% CI 1.32, 3.17 and adjusted hazard ratio 1.15, 95% CI 0.69, 1.92) and black men (unadjusted hazard ratio 2.39, 95% CI 1.64, 3.46, and adjusted hazard ratio 1.21, 95% CI 0.76, 1.95). Conclusions-Significant racial differences were seen in biomarkers reflecting lipids, adipokines, and biomarkers of endothelial function, inflammation, myocyte injury, and neurohormonal stress, which may contribute to racial differences in the development and complications of CVD

There are two main CC subtypes: gestational and non-gestational, (so called when it develops as a component of a germ cell tumor or is related to a somatic mutation of a poorly differentiated carcinoma), each with very diverse biological activity. A therapeutic approach is highly effective in patients with early-stage CC. The advanced stage of the disease also has a good prognosis with around 95% of patients cured following chemotherapy. However, advancements in diagnosis and treatment are always needed to improve outcomes for patients with CC. Long non-coding (lnc) RNAs are non-coding transcripts that are longer than 200 nucleotides. LncRNAs can act as oncogenes or tumor suppressor genes. Deregulation of their expression has a key role in tumor development, angiogenesis, differentiation, migration, apoptosis, and proliferation. Furthermore, detection of cancer-associated lncRNAs in body fluids, such as blood, saliva, and urine of cancer patients, is emerging as a novel method for cancer diagnosis. Although there is evidence for the potential role of lncRNAs in a number of cancers of the female genital tract, their role in CC is poorly understood. This review summarizes the current knowledge of lncRNAs in gestational CC and how this may be applied to future therapeutic strategies in the treatment of this rare cancer.publishersversionpublishe

    Lymphomas in sub-Saharan Africa - what can we learn and how can we help in improving diagnosis, managing patients and fostering translational research?

    Approximately 30 000 cases of non-Hodgkin lymphoma (NHL) occur in the equatorial belt of Africa each year. Apart from the fact that Burkitt lymphoma (BL) is very common among children and adolescents in Africa and that an epidemic of human immunodeficiency virus (HIV) infection is currently ongoing in this part of the world, very little is known about lymphomas in Africa. This review provides information regarding the current infrastructure for diagnostics in sub-Saharan Africa. The results on the diagnostic accuracy and on the distribution of different lymphoma subsets in sub-Saharan Africa were based on a review undertaken by a team of lymphoma experts on 159 fine needle aspirate samples and 467 histological samples during their visit to selected sub- Saharan African centres is presented. Among children (age), BL accounted for 82% of all NHL, and among adults, diffuse large B-cell lymphoma accounted for 55% of all NHLs. Among adults, various lymphomas other than BL, including T-cell lymphomas, were encountered. The review also discusses the current strategies of the International Network of Cancer Treatment and Research on improving the diagnostic standards and management of lymphoma patients and in acquiring reliable clinical and pathology data in sub- Saharan Africa for fostering high-quality translational research

    Observations of the variation in aerosol and cloud microphysics along the 20°s transect on 13 november 2008 during VOCALS-REx

    Observations are presented of the structure of the marine boundary layer (MBL) in the southeastern Pacific made with the U.K. BAe 146 aircraft on 13 November 2008 as it flew at a variety of altitudes along 20°S between the coast of Chile and a buoy 950 km offshore during the Variability of American Monsoon Systems (VAMOS) Ocean-Cloud-Atmosphere-Land Study (VOCALS) Regional Experiment (REx). The purpose of the study is to determine the variations along the 20°S transect in the clouds and boundary layer on this particular day as compared to the typical structure determined from the composite studies. The aircraft flew in three regions on this day: relatively continuous thick stratocumulus clouds, open cells, and closed cells. Results show three particular features. First, the results of the cloud microphysics are consistent with the typical behavior showing a decrease in aerosol particles by a factor of 3-4, and a decrease in cloud droplet number concentration westward from the coast from about 200 to 100 cm or less with a corresponding increase in the concentration of drizzle drops with a maximum in open cells. Sulfate was dominant in the aerosol mass. Second, there was evidence of decoupling of the marine boundary layer that coincided with a change in the cloud type from stratiform to convective. The case differs from the average found in VOCALS in that the decoupling is not consistent with the deepening-warming idea. Precipitation is thought to possibly be the cause instead, suggesting that aerosol might play a controlling role in the cloud-boundary layer structure. Finally, cold pools were observed in the MBL from the dropsonde data

    On the relative role of convection, chemistry, and transport over the South Pacific Convergence Zone during PEM-Tropics B: A case study

    A mesoscale 3D model (Meso‐NH) is used to assess the relative importance of convection (transport and scavenging), chemistry, and advection in the vertical redistribution of HOx and their precursors in the upper tropical troposphere. The study is focused on marine deep convection over the South Pacific Convergence Zone (SPCZ) during the PEM‐Tropics B Flight 10 aircraft mission. The model reproduces well the HOx mixing ratios. Vertical variations and the contrast between north and south of the SPCZ for O3 are captured. Convection uplifted O3‐poor air at higher altitude, creating a minimum in the 9–12 km region, in both modeled and observed profiles. The model captured 60% of the observed HCHO variance but fails to reproduce a peak of HCHO mixing ratio at 300 hPa sampled during the northern spirals. Simulated HCHO mixing ratios underestimate observations in the marine boundary layer. In the model, convection is not an efficient process to increase upper tropospheric HCHO, and HCHO is unlikely to serve as a primary source of HOx. Convection plays an important role in the vertical distribution of CH3OOH with efficient vertical transport from the boundary layer to the 10–15 km region where it can act as a primary source of HOx. The SPCZ region acts as a barrier to mixing of tropical and subtropical air at the surface and at high altitudes (above 250 hPa). The 400–270 hPa region over the convergence zone was more permeable, allowing subtropical air masses from the Southern Hemisphere to mix with tropical air from NE of the SPCZ and to be entrained in the SPCZ‐related convection. In this altitude range, exchange of subtropical and tropical air also occurs via airflow, bypassing the convective region SW and proceeding toward the north of the SPCZ
