CLIMATE FORECASTING AND EMERGENCY POLICIES EVIDENCE OF OPPORTUNITIES FROM CEARÁ, BRAZIL
We take small steps towards the approximation between economic analysis and the science of climate forecasting in the formulation of policies to alleviate the impact of climatic shocks. We do so by estimating the relationship between climate variables and corn production in Ceará, an important State in the Brazilian semi-arid. Using parametric and non-parametric regression models, we first estimate the relationship between contemporaneous sea surface temperatures (SSTs) for the Pacific and Atlantic oceans and the local rainfed corn market. Next, we investigate the forecasting potential of future corn production conditional on information on current SSTs. We find strong evidence that climate determinants are important in determining current and future corn production, a key indicator of the climatic stress to which a large number of small farmers are subject in the Brazilian semi-arid. Additionally, corn production in the region is negatively correlated with federal government transfers meant to mitigate the impact of local droughts. These resources have been subject to lethargic bureaucracies, corruption and economic inefficiencies in general. The observation and forecasting of corn production can be invaluable in the design of more efficient, expeditious and transparent policies to mitigate the effects of droughts in the region.
Distribuição espacial da matéria orgânica, grau de floculação e argila dispersa em água em área de vegetação natural em regeneração e pastagem.
Este experimento objetivou analisar as alterações no comportamento espacial dos atributos do
solo: matéria orgânica (MO), argila dispersa em água (ADA) e grau de floculação (GF) em áreas ocupadas
com vegetação natural em regeneração e em pastagem. As amostras de solo foram coletadas na profundidade
de 0,0-0,2 m em uma grade amostral com 64 pontos, espaçados 10 m. Os dados foram submetidos à análise
descritiva e, em seguida, foi realizada a análise geoestatística. Observaram-se os maiores valores para ADA
e os menores valores de GF na área de pastagem. Todos os atributos apresentam dependência espacial para
as duas áreas em estudo, com ajuste dos modelos esférico e exponencial. A confecção dos mapas temáticos
por meio da krigagem ordinária permitiu melhor visualização da distribuição espacial dos atributos de solo
Data compression in smart distribution systems via singular value decomposition
Electrical distribution systems have been experiencing many changes in recent times. Advances in metering system infrastructure and the deployment of a large number of smart meters in the grid will produce a big volume of data that will be required for many different applications. Despite the significant investments taking place in the communications infrastructure, this remains a bottleneck for the implementation of some applications. This paper presents a methodology for lossy data compression in smart distribution systems using the singular value decomposition technique. The proposed method is capable of significantly reducing the volume of data to be transmitted through the communications network and accurately reconstructing the original data. These features are illustrated by results from tests carried out using real data collected from metering devices at many different substations
Energy of bond defects in quantum spin chains obtained from local approximations and from exact diagonalization
We study the influence of ferromagnetic and antiferromagnetic bond defects on
the ground-state energy of antiferromagnetic spin chains. In the absence of
translational invariance, the energy spectrum of the full Hamiltonian is
obtained numerically, by an iterative modification of the power algorithm. In
parallel, approximate analytical energies are obtained from a local-bond
approximation, proposed here. This approximation results in significant
improvement upon the mean-field approximation, at negligible extra

Dark Matter and Dark Energy due to Photons that Attract or Repel Each Other
The Through a simple model we study the possibility of photon with mass and charge that can produce an attractive or repulsive force at galactic distances. The main source of the dark energy can be provided by the non-vanishing photon mass during the period of dark radiation of the Universe. A simple analysis shows that the non-vanishing photon mass of the order of is consistent with the current observations. For distances separating nearby galaxies dominates the force of Newtonian attraction between photonic masses (Dark Matter). For distant galaxies dominates the repulsive electrical force between photon charges (Dark Energy)
A ideia de comunismo para o bolsonarismo de whatsapp no Distrito Federal

Federal, com 10 entrevistas qualitativas aplicadas com integrantes de um grupo de WhatsApp
bolsonarista. Através da metodologia da Teoria Ator-Rede de Bruno Latour (2012) e da
observação não-participante aplicada no contexto da pandemia do COVID-19, esta pesquisa
tem como produto o esboço de que o objeto desta pesquisa, além de possíveis pequenas
originalidades, é formado pelos conceitos de anticomunismo dos países democráticos onde o
movimento comunista é diminuto, pelo anticomunismo dos regimes fascistas (BOBBIO,
2010) e pelas três vertentes do anticomunismo brasileiro, com destaque para a vertente liberal
(SÁ MOTTA, 2002).This monograph aims to understand the notion of communism to the members of a Jair
Bolsonaro support WhatsApp community based in the Brazilian Federal District. Taking the
Actor-Network-Theory methodology, the work analyses 10 WhatsApp interviews carried out
during the COVID-19 pandemic in 2020. The main conclusion points to the fact that the
notion of communism shared by the member is composed of three sources: the notion of
communism from democratic countries with small communist communities, by the notion of
communism originated in fascist regimes and by the Brazilian anti-communists, especially
the liberal front
Agroindústria canavieira e desenvolvimento local: o caso da usina Usaciga no municÃpio de Cidade Gaúcha - PR
The objective of this study was to estimate the basic employment and its multiplier effect on total employment in the of the Cidade Gaúcha municipality, emphasizing the contribution of Usaciga plant. According to the results, 1,739 people make up the basic employment of the municipality, while 1,176 people are part of the non-basic employment. The Usaciga is responsible for 39.7% of the basic employment of Cidade Gaúcha. The dynamics of population growth of Cidade Gaúcha has changed from the 1980, when the Usaciga started its activities. O uso do Software Geogebra no Ensino de Função Polinomial do 1° Grau: Uma investigação didática com licenciandos em Matemática.
Pesquisas em educação em Ciências têm apontado a importância da incorporação das Tecnologias de Informação e Comunicação – TIC no âmbito escolar de uma sociedade repleta de inovações e avanços tecnológicos. Dessa forma, despertar o interesse do aluno e facilitar o processo de ensino e aprendizagem de Matemática com uso de softwares educativos pode ser uma poderosa ferramenta a ser utilizada pelos professores. Com esse intuito, essa pesquisa teve como objetivo principal estudar que contribuições e limitações a utilização do GeoGebra em atividades com abordagem investigativa relativas ao conteúdo de funções polinomiais do 1° grau pode trazer para a formação inicial de professores de Matemática. A partir da abordagem qualitativa de pesquisa, foram analisadas as reflexões feitas pelos alunos de Licenciatura em Matemática sobre o potencial educativo desse software. Foi possível concluir que os licenciandos se demonstram suscetíveis à utilização do software GeoGebra em suas aulas, e apontaram ser de suma importância a experiência vivenciada, visto que ambientes onde o futuro docente pode discutir sobre aspectos de dimensão prática, como potencialidades desse software, são fundamentais para que os professores se sintam preparados e mais seguros a utilizar esse tipo de tecnologia em suas aulas. Quanto às contribuições do uso do software, o seu dinamismo, proporcionado pelo “arrastar”, a realização de atividades investigativas, e a exploração e visualização de propriedades, foram apontados pelos licenciandos como fator motivador aos alunos
O acesso à justiça para a população em situação de rua : perspectivas frente às práticas autoritárias aporofóbicas e a atuação da Defensoria Pública
Dissertação (mestrado) — Universidade de Brasília, Faculdade de Direito, Programa de Pós-Graduação em Direito, 2022.Esta pesquisa investigou o (in)acesso à justiça para a população em situação de rua. Mais
especificamente foi problematizado como (re)pensar o acesso à justiça para essa
população, em um contexto de emergência de práticas autoritárias aporofóbicas, e frente
aos desafios impostos à Defensoria Pública. Para jogar luz a essa questão, inicialmente, e
por meio da pesquisa bibliográfica, investigou-se a imbricação entre acesso à justiça e o
princípio da dignidade humana, bem como este último tem sido violado atualmente, por
meio das práticas autoritárias aporofóbicas que são gestadas em detrimento aos pobres.
Na sequência, foi examinado a evolução e os desafios do movimento do acesso à justiça,
desde a década de 70, com o Projeto Florença e mais recentemente com o Projeto Global
de Acesso à Justiça. Após a consolidação teórica da pesquisa no campo interdisciplinar
do acesso à justiça, optou-se por recortar a análise para investigar quem são os
invisibilizados em situação de rua, a estimativa de quantos são, as principais práticas
autoritárias aporofóbicas perpetradas contra eles, a (in)efetividade do Decreto 7.053 de
2009 e os caminhos para assegurar o acesso à justiça via políticas públicas.
Posteriormente, examinou-se como tem se dado a atuação da Defensoria Pública em prol
desses vulneráveis em situação de rua. Como recorte da pesquisa delimitou-se a análise
para a Defensoria Pública do Estado de Goiás (DPEGO) para se averiguar na empiria, por
meio de análise documental, como a instituição promoveu acesso à justiça extrajudicial e
judicialmente para essa população mencionada, no contexto da pandemia da COVID-19,
entre 2020 e 2021. Observou-se que a instituição conseguiu assegurar um mínimo de
direitos para a população mencionada, nesse período pandêmico, mesmo com suas
debilidades. Entretanto, diferente de outras abordagens que se restringem muitas vezes a
apontar a necessidade de expansão da instituição como sinônimo de mais acesso à justiça,
os resultados aqui demostraram a necessidade conjunta de aperfeiçoamento da atuação
contra-hegemônica de outros atores do sistema de justiça, notadamente do Poder
Judiciário, sob pena de limitação da primeira instituição. Por fim, foi proposta uma nova
forma de (re)pensar o acesso à justiça para a população em situação de rua, de modo a
expandi-lo. Foi identificado a Educação em/para os Direitos Humanos, como o veículo
necessário para o estímulo ao surgimento de comportamentos fraternos, de acolhimento
do outro e, por conseguinte, como uma arma para o rompimento das práticas autoritárias
aporofóbicas. Com uma educação nesses moldes, formal e informal, haverá uma
tendência maior do afloramento de políticas públicas plurais, bem como da
democratização da justiça, a partir da manifestação de diferentes atores que reverberará
diretamente no funcionamento das instituições e, consequentemente, no acesso à justiça
dos invisibilizados em situação de rua.This research investigated the (in)access to justice for the homeless people. More
specifically it was problematized how to (re)think the access to justice for this population,
in a context of emergence of aporophobic authoritarian practices, and facing the
challenges imposed to the Public Defender´s Office. To shed light on this issue, initially,
and through bibliographical research, we investigated the intertwining between human
dignity and access to justice, as well as how this principle has been violated today, through
aporophobic authoritarian practices that are generated to the detriment of the poor people.
In the aftermath , the evolution and challenges of the access to justice movement were
examined, since the 1970s, with the Florence Project and more recently with the Global
Access to Justice Project. After the theoretical consolidation of the research in the
interdisciplinary field of access to justice, it was decided to delimit the analysis to
investigate who are the invisible people on the streets, the estimate of how many there
are, the main aporophobic authoritarian practices perpetrated against them, the
(in)effectiveness of Decree 7.053 of 2009 and the ways to ensure access to justice via
public policies. Subsequently, we examined how the Public Defender´s Office has been
acting on behalf of these vulnerable people on the streets. As a cutout of the research, the
analysis was delimited to the Public Defender Office of the State of Goiás (DPEGO) to
investigate in empirical terms, through documentary analysis, how the institution has
promoted access to justice extrajudicially and judicially for this population mentioned, in
the context of the COVID-19 pandemic, between 2020 and 2021. It was observed that the
institution managed to ensure a minimum of rights for the homeless people in this
pandemic period, even with its weaknesses. However, unlike other approaches that often
restrict themselves to pointing out the need for expansion of the institution as a synonym
for more access to justice, the results here demonstrated the joint need for improvement
of the counter-hegemonic action of other actors in the justice system, notably the
Judiciary under penalty of limitation of the first institution. Finally, a new way to (re)think
the access to justice for the homeless population was proposed in order to expand it.
Human Rights Education was identified as the necessary vehicle to stimulate the
emergence of fraternal behaviors, of welcoming the other and, consequently, as a weapon
to break the aporophobic authoritarian practices. With an education along these lines,
formal and informal, there will be a greater tendency for plural public policies to emerge,
as well as for the democratization of justice, from the manifestation of different actors
that will reverberate directly in the functioning of institutions and, consequently, in the
access to justice of the invisible homeless people
