    Strategic Role of the Library in the Public Service Delivery: Information and Devolution in Achieving the Kenya Vision 2030

    The Kenya Vision 2030 (Kenya, Republic of, 2007) recognises the role of science, technology and innovation in modern economy in the creation of new knowledge which plays a central role in boosting wealth creation, social welfare and international competitiveness. Information is vital for sound planning and decision making at all levels and in all sectors including educational and professional development of the people. Running hand in hand with Kenya vision 2030 are the Sustainable Development Goals (SDGs) adopted by the United Nations General Assembly after the expiry of the Millennium Development Goals (MDGs) in September 2015. The goals build on the successes of the MDGs but include new areas such as climate change, economic inequality, innovation, peace and justice among others. The purpose of this paper was to examine library’s role in the public service delivery and its contribution towards the achievement of Kenya’s Vision 2030, which are also embedded in the SDGs. The methodology is based on literature review and questionnaire administered to 11 libraries. The results demonstrate how information as a resource cuts across related strategies and activities, aimed at the attainment of Kenya Vision 2030, and consequently, the SDGs. They argue that the government cannot achieve the Vision 2030 and SDGs in isolation, but also through re-engineering of libraries for the efficient and effective public service delivery.  A number of libraries in the public service offer services such as lending, reference, information service including teaching ICTs skills to users, The paper highlights and recommends various roles of the library in the public service delivery, and how the devolved Government has re-strategized it in order to effectively participate in the achievement of the Vision 2030 and the SDGs to enable Kenya to be globally competitive.     Kenyan libraries and information centres are inadequately equipped with local indigenous knowledge (IK) content to contribute to global digital knowledge economy. Scarcity of community stories and information on the web undermines the role of librarians and other information workers, denying local communities opportunity to participate in the development of local content about their communities and encourage them to use and appreciate local library services. All over the world, indigenous knowledge has been recognized as distinct, legitimate, valuable and vulnerable system of knowledge that requires appropriate skills to handle and manage. In Kenya, like most African countries, events and accounts were transmitted orally from one generation to another. The data/information was hardly documented. This paper presents a case study of ‘Elimu Asilia’, a participatory platform for developing local content where National Museums of Kenya librarians working with researchers and volunteers interact with local communities including children in the collection, preparation, preservation, sharing, exchange and dissemination of IK on culture, environment and history for memory, national sustainability and eco-social development using information communication technologies. It is envisaged that this platform will contribute towards the reduction of digital divide, sharing of community IK and promote global online communities for indigenous knowledge

    This study aims to identify factors that influence the effectiveness of practical woodworking and determine the effectiveness of woodworking practical from the perspective of students of secondary vocational schools in the province of Aceh. Factors - factors studied were the workshop equipment, workshop environment. This study was designed to investigate the significant differences concerning factors woodworking practical effectiveness based on demographic factors. A total of 130 respondents were randomly selected from six vocational schools in the province of Aceh. The instrument consists of a set of questionnaire consisting of 49 items and distributed second level students. The results showed there is no significant difference between factors - factors woodworking practical effectiveness based on demographic factors except the income level of the parents and the parents’ workplace. This shows there is a significant effect of the four factors, the effectiveness of practical woodworking, accounting for 60.6% (R2 = 0.606) changes in the variance in effectiveness of hands-on woodworking, and between the two of these factors, the workshop environment is the factor that most influences the effectiveness of the practical work wood, contributing 43.3% (R2 = 0.433) of the variance in effectiveness of woodworking practical

    Assessing performance of small-scale pumped irrigation systems in Sub-Saharan Africa: evidence from a systematic review

    Small-scale irrigation (SSI) has significant potential to increase crop productivity in Sub Saharan Africa (SSA). Pumped irrigation systems are one of the technologies increasingly being used by smallholder farmers. The aim of this study was to systematically review evidence on the performance of SSI pumped systems, including motorized, treadle, rope and washer, solar and wind pumps. The study revealed a lack of standardization and use of a wide range of indicators to assess performance. Most evidence related to motorized pumps, these studies confirmed mixed levels of performance; studies relating to other types of pumped system mostly reported a positive impact, although the method of assessment used was critical. Studies reporting positive impacts tended to be those that used socio-economic based factors such as yield and profitability, whereas studies reporting mixed performance tended to be those that relied more on technically based indicators such as pumping and irrigation system efficiency. The analysis highlights the sensitivity of interpreting findings from different studies, and how caution should be exercised when comparing performance within and between different types of irrigation system. The implications for supporting policy development and identifying future research gaps are discussed

    Management skills among the health officers in Malaysia, 1999

    A cross sectional study was carried out to determine the management skills and factors that influence it among health officers in Malaysia. Datas were acquired through a postal self-administrated questionnnaires .A total of 123 (51.3%) of respondents had given the feedback. Among them. 71(57.7%) had good personnel skills. 56(45.5%) had good conceptional skills. 59(48.0)% had good technical skills and 67(54.5%)had good overall management skills. Overall management skills was influenced by working place of the respondents where those who were working in the District Health Offices had been better skill then those working in Ministry of Health Headquarters. Respondents who had found good in personnel skills were those aged above 35 years. U2 .graduated from over sea. more then ten years of service and worked as Medical and Health Officer before. Those who were better in conceptional skills were aged above 35 years and who were working in District Health Offices. Those who had a good technical skills were those who worked in District Health Offices. U2 .graduated from over sea and had non management specialised .Health officers in Ministry of Health Headquarters need to be posted to District Health Offices to improve their management skills. The quality of the health management courses should be plan properly

    Fokus penelitian ini yaitu (1) Potensi yang dapat dikembangkan wisata desa di Desa Sumberejo Kulon Kecematan Ngunut Kabupaten Tulungagung, (2) Strategi pengembangan wisata desa Mbalong Kawuk bagi keberlangsungan ekonomi masyarakat Desa Sumberejo Kecamatan Ngunut Kabupaten Tulungagung. Sedangkan untuk tujuan penelitian ini yaitu (1) Untuk mengetahui potensi yang dapat dikembangkan wisata desa di Desa Sumberejo Kulon Kecamatan Ngunut Kabupaten Tulungagung, (2) Untuk mengetahui strategi pengembangan wisata desa Mbalong Kawuk bagi keberlangsungan ekonomi masyarakat Desa Sumberejo Kulon Kecamatan Ngunut Kabupaten Tulungagung. Penelitian ini menggunakan metode Kualitatif Deskriptif dengan tujuan untuk mendapatkan jawaban detail mengenai Strategi Pengembangan Wisata Desa Mbalong Kawuk Bagi Keberlangsungan Ekonomi Masyarakat Desa Sumberejo Kulon Kecamatan Ngunut Kabupaten Tulungagung. Teknik pengumpulan data yaitu observasi, wawancara dan juga dokumentasi. Teknik analisis yang digunakan berupa SWOT. Hasil penelitian berupa strategi pengemabangan wisata desa Mbalung Kawuk bagi keberlangsungan ekonomi masyarakat Desa Sumberejo Kulon Kecamatan Ngunut Kabupaten Tulungagung. Adapaun dalam pengembangan wisata desa Mbalong Kawuk yaitu dengan melibatkan masyarakat secara aktif dalam kegiatan pariwisata yang memberikan dampak positif pada ekonomi masyarakat, tumbuhnya industri kreatif rumah tangga, meningkatnya kualitas diri serta kesadaran masyarakat dalam melestarikan potensi alam dan kearifan lokal. Berdasarkan analisi SWOT ditunjukkan bahwa Wisata Desa Mbalong Kawuk mempunyai peluang serta kekuatan yang lebih tinggi, sehingga hal tersebut dapat dimanfaatkan untuk mendorong kebijakan organisasi serta menjalankan strategi pengembangan potensi wisata secara tepat

    Student support during a pandemic: Insights from those on-the-ground in Indigenous higher education

    Indigenous leadership is critical in enabling the success of Aboriginal and Torres Strait Islander university students. Supporting students to navigate the complex space of the cultural interface (Nakata, 2007) in the context of higher education is vital in improving outcomes for Aboriginal and Torres Strait Islander students, their families, and communities. In times of crisis, this specialist support becomes more crucial as the usual factors that impact Indigenous students’ experiences become compounded by unprecedented challenges and major uncertainty. In light of the COVID-19 pandemic, this collaborative auto-ethnographic study discusses the experiences of three Indigenous leaders and five student support staff, across two universities, in responding to the needs of Aboriginal and Torres Strait Islander students in the context of a global health crisis. The study finds that despite students facing multiple and complex challenges, students demonstrated persistence in their continued engagement with their learning. Furthermore, for staff, adapting to this continually evolving professional context led to greater collaboration amongst university staff, student support innovations and reflections on the importance of systematised approaches to student support. These findings highlight the importance of Indigenous-led student support and may also inform recommendations for future practice in the context of Indigenous higher education
