Introduction: cultural policies in Ibero-America at the beginning of the XXI century

This editorial introduction presents the aims and contents of a special issue devoted to cultural policies in Ibero-America. The issue provides a wide-ranging overview about the subject. In addition to papers focused on the development of cultural policy in specific countries, it also includes articles analyzing particular cultural policies in a transnational perspective, paying attention to their multiple programmatic transferences. It also includes articles centred on the development of cultural diplomacy and institutional networks within this area. In this way, it intends to highlight the commonalities among countries and the relations between them, so offering a new and deeper vision of the development of cultural policies in the Ibero American region. In this introduction we offer some theoretical keys for analyzing this development, in particular the notion of family of nations proposed by Castle (1993) and we evaluate its applicability to the case and beyond

Culture-led urban regeneration policies in the Ibero-American space

This article examines cultural policy strategies supporting urban regeneration, focusing on its particular characteristics in the Ibero-American context. We start by developing a systematic contrast between the different circumstances that have led to the emergence of these strategies in the Ibero-American sphere and in other parts of the world. Our examination of the Ibero-American regenerative experience also includes a consideration of the paradigmatic cases that arose initially in the Iberian Peninsula and the typological analysis of subsequent Latin American experiences. The consideration of all these different elements ends up providing a global vision of the specificity of the phenomenon in its Ibero-American context

Cultural clusters and social interaction dynamics: The case of Barcelona

Analysing the territorial dynamics of culture, particularly its tendency to form clusters, has become a study area that draws the attention of various social science disciplines. It has grown steadily in importance over the last twenty years alongside the increasing interest in creative industries and cultural institutions as factors in socio-economic development and urban regeneration. Most of today's literature on the subject takes cultural clusters as a single type and focuses on aspects linked to their urban planning or economic impact. However, there is a growing awareness of the importance of the social dimension of cultural clusters. This paper aims to differentiate between various cultural clusters in the city of Barcelona by constructing models or types of cluster taking into account the predominant interaction dynamics and the type of social ties generated between the cultural agents participating in these groupings. Following these criteria we distinguish three types of cultural cluster according to whether a bureaucratic, associative or community dynamic predominates. These social dynamics enable us to understand the success or failure of a cluster policy

The cultural paradiplomacy of Barcelona since the 1980s: understanding transformations in local cultural paradiplomacy

This article seeks to explain the conditions for the emergence and institutionalization of the cultural paradiplomacy of the city of Barcelona and its local effects. The recognition of the city as an active participant on the international stage is based on its evolution from an industrial to a service economy. Against this backdrop, Barcelona's city council, in common with many other city authorities operating in the world's metropolises during the 1980s, initiated its own cultural paradiplomacy as a strategy for attracting capital and promoting local development. This policy became established as part of a new multilevel system of governance. This article analyzes the causes of the institutionalization of this activity from an intergovernmental perspective. It concludes that in the context of economic globalization, the emergence of cities' cultural paradiplomacy is strongly related to the restructuring of the State and its external administration and to the intensification of the 'cultural branding' of cities as a tool for global competition

Valores y tensiones en la política cultural ibérica: un estudio de casos

[Resumo]: Este artigo centra-se nos principais contributos do projeto europeu Uncharted sobre os valores emergentes na administração cultural europeia, apoiando-se numa vasta análise documental, em grupos focais e entrevistas a uma plêiade de atores. Analisando quatro estudos de caso ibéricos, procura-se identificar a diversidade de valores que moldam as decisões e práticas de política cultural, com foco nas tensões e conflitos entre os atores envolvidos e as suas valorações. Demonstrar-se-á que os atores se mobilizam em torno de disputas sobre a hierarquia de valores, o que exige uma compreensão dos contextos em que cada reportório se estabelece, ainda que a conflitualidade se exerça dentro de um mesmo modelo de política cultural, prevalecente nos dois países ibéricos.[Abstract]: This article focuses on the main contributions of the European project Uncharted on emerging values in European cultural governance, relying on a wide document analysis, focus groups and interviews with a plethora of actors. By analyzing four Iberian case studies we seek to identify the diversity of values that shape cultural policy decisions and practices, focusing on the tensions and conflicts between the actors involved and their valuations. It will be shown that actors mobilize around disputes over the hierarchy of values, which requires an understanding of the contexts in which each repertoire is established, even if the conflictuality is exercised within the same model of cultural policy, prevalent in the two Iberian countries.[Résumé]: Cet article se concentre sur les principales contributions du projet européen Uncharted sur les valeurs émergentes dans la gouvernance culturelle européenne, en s’appuyant sur une large analyse documentaire, des groupes de discussion et des entretiens avec une pléthore d’acteurs. En analysant quatre études de cas ibériques, nous cherchons à identifier la diversité des valeurs qui façonnent les décisions et les pratiques de la politique culturelle, en nous concentrant sur les tensions et les conflits entre les acteurs impliqués et leurs valorisations. On montrera que les acteurs se mobilisent autour de conflits sur la hiérarchie des valeurs, ce que nécessite une compréhension des contextes dans lesquels chaque répertoire est établi, même si la conflictualité s’exerce au sein d’un même modèle de politique culturelle, prévalant dans les deux pays ibériques.[Resumen]: Este artículo se centra en las principales aportaciones del proyecto europeo Uncharted sobre los valores emergentes en la gobernanza cultural europea, basándose en un amplio análisis documental, grupos de discusión y entrevistas con una gran cantidad de actores. Mediante el análisis de cuatro estudios de caso ibéricos se pretende identificar la diversidad de valores que conforman las decisiones y prácticas de política cultural, centrándose en las tensiones y conflictos entre los actores implicados y sus valoraciones. Se demostrará que los actores se movilizan en torno a las disputas sobre la jerarquía de valores, lo que exige comprender los contextos en los que se establece cada repertorio, aunque la conflictividad se ejerza dentro del mismo modelo de política cultural, predominante en los dos países ibéricos

El análisis de la política cultural en perspectiva sociológica. Claves introductorias al estudio del caso español

Como objeto de estudio, la política cultural suscita un creciente interés, hasta el punto de que todo un campo académico interdisciplinar está hoy en día en trance de constituirse en torno a su estudio. Numerosos enfoques disciplinares –desde la economía, la ciencia política, los estudios culturales o la sociología- confluyen en ese terreno, aunque no todos ellos aparecen igualmente articulados.La perspectiva sociológica permanece en buena medida implícita. El presente artículo tratade desarrollar los fundamentos de una tal perspectiva para el estudio de la política cultural. El artículocomienza por presentar el contexto interdisciplinar en el cual se desarrolla el trabajo sociológicosobre esta cuestión y a partir de ahí intenta entonces definir los principios que permitirían caracterizarel enfoque sociológico, mostrando la visión sobre la investigación de la política cultural que deellos se deduce. Esta visión ha servido de marco de referencia a una investigación sobre la configuración de la política cultural en España y es por ello que este artículo sirve también para introducir un número monográfico de la RIPS que recoge algunos resultados de esa investigación. In fact an entire interdisciplinary academic field is now in the process of being built around this subject. Many disciplinary approaches, from economics to political science, cultural studies or sociology, converge in this area, although not all of them are equally articulated. The sociological perspective remains largely implicit. This article aims to develop the foundations of such a perspective for the study of cultural policy. The article begins by introducing the interdisciplinary context in which sociological work on this issue develops and then from there try to define the principles that would characterize the sociological approach, showing the vision of cultural policy research that follows them. This vision has served as a framework for research on the configuration of cultural policy in Spain and that is why this article also serves to introduce a special issue of the RIPS that collects some results of that investigation. In this regard, the article ends by presenting a series of keys to the study of the Spanish case

Una bibliografia como la presente, sobre una sociología regional que se ocupa de un ámbito temático, atravesado por multitud de discursos, se enfrenta a numerosas disyuntivas. En primer lugar, hay que constatar que su resultado inevitable -su misma esencia- es la configuración implícita de unos criterios de demarcación científica y de delimitación disciplinar. Ni unos ni otros parecen sin embargo mínimamente establecidos en este campo. De hecho, como bien ponen de manifiesto los artículos de Serravezza y Supicic en este mismo volumen, las fronteras respecto a campos tales como la estética o la musicologia histórica (especialmente cuando ésta ha tratado de convertirse en una historia social de la música) han sido siempre terreno movedizo y disputado. Los orígenes históricos de la reflexión socio-musicológica, variados y dispersos, han diíicultado la convergencia en una problemática común. Los antecedentes varían entonces según la perspectiva que se adopta, pues no hay apenas ejemplares indiscutibles (Kuhn) ni programas tácitamente compartidos..
