    Quantum theory of spontaneous and stimulated emission of surface plasmons

    We introduce a quantization scheme that can be applied to surface waves propagating along a plane interface. An important result is the derivation of the energy of the surface wave for dispersive non-lossy media without invoking any specific model for the dielectric constant. Working in Coulomb's gauge, we use a modal representation of the fields. Each mode can be associated with a quantum harmonic oscillator. We have applied the formalism to derive quantum-mechanically the spontaneous emission rate of surface plasmon by a two-level system. The result is in very good agreement with Green's tensor approach in the non-lossy case. Green's approach allows also to account for losses, so that the limitations of a quantum approach of surface plasmons are clearly defined. Finally, the issue of stimulated versus spontaneous emission has been addressed. Because of the increasing density of states near the asymptote of the dispersion relation, it is quantitatively shown that the stimulated emission probability is too small to obtain gain in this frequency region.Comment: 14 pages, 5 figures, submitted to Phys.     Near infrared few-cycle pulses for high harmonic generation

    We report on the development of tunable few-cycle pulses with central wavelengths from 1.6 um to 2 um. Theses pulses were used as a proof of principle for high harmonic generation in atomic and molecular targets. In order to generate such pulses we produced a filament in a 4 bar krypton cell. Spectral broadening by a factor of 2 to 3 of a 40 fs near infrared input pulse was achieved. The spectrally broadened output pulses were then compressed by fused silica plates down to the few-cycle regime close to the Fourier limit. The auto-correlation of these pulses revealed durations of about 3 cycles for all investigated central wavelengths. Pulses with a central wavelength of 1.7 um and up to 430 uJ energy per pulse were employed to generate high order harmonics in Xe, Ar and N2. Moving to near infrared few-cycle pulses opens the possibility to operate deeply in the non-perturbative regime with a Keldysh parameter smaller than 1. Hence, this source is suitable for the study of the non-adiabatic tunneling regime in most generating systems used for high order harmonic generation and attoscience.Comment: 12 pages, 4 figure

    Modeling the economic performance of small ruminant pastoralist flocks and financial impact of changes in reproductive performance and mortalities in Kajiado county, Kenya

    This study investigated the economic performance of pastoralist small ruminant flocks in Kajiado county, Kenya, and the financial impact of mortalities and changes in performance indicators. A survey of 129 pastoralist small ruminant flocks captured production and economic data for a 12-month period via interview. Simulation models were then developed for flocks with different performance levels and trading activities. Their gross margins, and the financial impact from mortalities, were estimated. Sensitivity analyses were conducted for select performance indicators to assess their relative economic importance. On average, pastoralists who were not purchasing supplementary feed (79% of flocks) had gross margins of KSh 3,016 – KSh 3,123 per reproductive female. Goat production generated 2.43–2.51 times greater returns than sheep production. High efficiency mixed flocks achieved 2.04–2.06 times greater returns than medium efficiency flocks, and 12.19–14.25 times greater returns than low efficiency flocks. Pastoralist-only flocks had 3.82–4.01 times greater returns than pastoralist-traders. Financial losses due to mortality were on average 17.81% of the starting flock value. Fecundity and abortion rates in sheep, and parturition rate in goats, had the greatest economic impact. The developed models could support decision-making toward improving the economic performance of pastoralist flocks and the evaluation of interventions and external shocks

    The notion of distinct ‘public’ and ‘private’ spheres underpins much normative and practical engagement with political misconduct. What is less clear is whether citizens draw distinctions between misdemeanours in the ‘public’ and ‘private’ spheres, and whether they judge these in systematically different ways. This paper explores attitudes to political misconduct in France. French citizens are often said to be particularly relaxed about politicians’ private affairs, but there has been little empirical evidence for this proposition. Drawing on original survey data, this paper demonstrates clearly that French citizens draw a sharp distinction between politicians’ public and private transgressions, and are more tolerant of the latter

    "If It Works in People, Why Not Animals?": A Qualitative Investigation of Antibiotic Use in Smallholder Livestock Settings in Rural West Bengal, India

    Smallholder farms are the predominant livestock system in India. Animals are often kept in close contact with household members, and access to veterinary services is limited. However, limited research exists on how antibiotics are used in smallholder livestock in India. We investigated antibiotic supply, usage, and their drivers in smallholder livestock production systems, including crossover-use of human and veterinary antibiotics in two rural sites in West Bengal. Qualitative interviews were conducted with key informants (n = 9), livestock keepers (n = 37), and formal and informal antibiotic providers from veterinary and human health sectors (n = 26). Data were analysed thematically and interpreted following a One Health approach. Livestock keepers and providers used antibiotics predominantly for treating individual animals, and for disease prevention in poultry but not for growth promotion. All providers used (highest priority) critically important antimicrobials for human health and engaged in crossover-use of human antibiotic formulations in livestock. Inadequate access to veterinary drugs and services, and a perceived efficacy and ease of dosing of human antibiotics in animals drove crossover-use. Veterinary antibiotics were not used for human health due to their perceived adverse effects. Given the extent of usage of protected antibiotics and crossover-use, interventions at the community level should adopt a One Health approach that considers all antibiotic providers and livestock keepers and prioritizes the development of evidence-based guidelines to promote responsible use of antibiotics in animals

    The Earth as an extrasolar transiting planet: Earth's atmospheric composition and thickness revealed by Lunar eclipse observations

    An important goal within the quest for detecting an Earth-like extrasolar planet, will be to identify atmospheric gaseous bio-signatures. Observations of the light transmitted through the Earth's atmosphere, as for an extrasolar planet, will be the first step for future comparisons. We have completed observations of the Earth during a Lunar eclipse, a unique situation similar to that of a transiting planet. We aim at showing what species could be detected in its atmosphere at optical wavelengths, where a lot of photons are available in the masked stellar light. We present observations of the 2008 August 16 Moon eclipse performed with the SOPHIE spectrograph at the Observatoire de Haute-Provence. Locating the spectrograph fibers in the penumbra of the eclipse, the Moon irradiance is then a mix of direct, unabsorbed Sun light and solar light that has passed through the Earth's limb. This mixture essentially reproduces what is recorded during the transit of an extrasolar planet. We report here the clear detection of several Earth atmospheric compounds in the transmission spectra, such as ozone, molecular oxygen, and neutral sodium as well as molecular nitrogen and oxygen through the Rayleigh signature. Moreover, we present a method that allows us to derive the thickness of the atmosphere versus the wavelength for penumbra eclipse observations. We quantitatively evaluate the altitude at which the atmosphere becomes transparent for important species like molecular oxygen and ozone, two species thought to be tightly linked to the presence of life. The molecular detections presented here are an encouraging first attempt, necessary to better prepare for the future of extremely-large telescopes and transiting Earth-like planets. Instruments like SOPHIE will be mandatory when characterizing the atmospheres of transiting Earth-like planets from the ground and searching for bio-marker signatures.Comment: 15 pages, 14 figures, 2 tables.     Guidance for evaluating integrated surveillance of antimicrobial use and resistance

    Antimicrobial resistance (AMR) resulting from antimicrobial use (AMU) is an emerging threat to global health. One of the key elements for a better understanding and management of AMU and AMR is to develop effective and efficient integrated surveillance systems that consider the complex epidemiology of these issues and the impacts of resistance on humans, animals and the environment. Consequently, for this project, an international consortium of experts from multiple fields called CoEvalAMR was formed with the objectives to study user needs, characterise and compare existing tools for the evaluation of integrated AMU and AMR surveillance, apply them to case studies, and elaborate guidance on the purpose-fit selection and the use of the tools. For the comparison of evaluation tools, questions were extracted from existing tools and attributed to themes, to assess the user needs, interviews were conducted with national key stakeholders, and we applied a series of different evaluation tools to understand and document their strengths and weaknesses. The guidance was refined iteratively. From 12 evaluation tools, 1117 questions/indicators were extracted and attributed to seven emerging themes. Twenty-three experts were interviewed, who suggested to increase the ease-of-use, grant open access, provide web-based interfaces and allow results to be automatically generated. Respondents also wished for tools providing the flexibility to conduct a rapid review, or an in-depth analysis of the surveillance system, depending on the evaluation objectives. The case studies emphasised that proper evaluations require adequate resources, typically requiring the involvement of several assessors and/or stakeholders, and can take weeks or months to complete. The resulting web-based guidance comprises six main sections: 1. Introduction to surveillance evaluation, 2. Evaluation of surveillance for AMU and AMR, 3. Evaluation tools, 4. Support for selecting an evaluation tool, 5. Case studies and 6. Directory of existing tools. The audience for the guidance is personnel working in public, private, and non-governmental organisations, from public health, animal health, plant health and environmental health, at local, national and international levels. We conclude that the field is challenged by opposing user needs for reduction and simplicity versus system approaches allowing the synthesis of that knowledge to sufficiently reflect the complexity of AMU and AMR ecology for real-world decisions. The CoEvalAMR web platform allows a better understanding of the different evaluation tools and assists users in the selection of an approach that corresponds to their evaluation needs. The CoEvalAMR consortium continues to address remaining gaps and consolidate evaluation tools and approaches in the future

    Oxo-Functionalization and Reduction of the Uranyl Ion through Lanthanide-Element Bond Homolysis:Synthetic, Structural, and Bonding Analysis of a Series of Singly Reduced Uranyl-Rare Earth 5f<sup>1</sup>-4f<sup><em>n</em></sup> Complexes

    The heterobimetallic complexes [{UO2Ln-(py)2(L)}2], combining a singly reduced uranyl cation and a rare-earth trication in a binucleating polypyrrole Schiff-base macrocycle (Pacman) and bridged through a uranyl oxo-group, have been prepared for Ln = Sc, Y, Ce, Sm, Eu, Gd, Dy, Er, Yb, and Lu. These compounds are formed by the single-electron reduction of the Pacman uranyl complex [UO2(py)(H2L)] by the rare-earth complexes LnIII(A)3 (A = N(SiMe3)2, OC6H3But 2-2,6) via homolysis of a Ln−A bond. The complexes are dimeric through mutual uranyl exo-oxo coordination but can be cleaved to form the trimetallic, monouranyl “ate” complexes [(py)3LiOUO(ÎŒ-X)Ln(py)(L)] by the addition of lithium halides. X-ray crystallographic structural characterization of many examples reveals very similar features for monomeric and dimeric series, the dimers containing an asymmetric U2O2 diamond core with shorter uranyl U=O distances than in the monomeric complexes. The synthesis by LnIII−A homolysis allows [5f1-4fn]2 and Li[5f1-4fn] complexes with oxobridged metal cations to be made for all possible 4fn configurations. Variable-temperature SQUID magnetometry and IR, NIR, and EPR spectroscopies on the complexes are utilized to provide a basis for the better understanding of the electronic structure of f-block complexes and their f-electron exchange interactions. Furthermore, the structures, calculated by restricted-core or allelectron methods, are compared along with the proposed mechanism of formation of the complexes. A strong antiferromagnetic coupling between the metal centers, mediated by the oxo groups, exists in the UVSmIII monomer, whereas the dimeric UVDyIII complex was found to show magnetic bistability at 3 K, a property required for the development of single-molecule magnets.JRC.E.6-Actinide researc

    Current incidence, severity, and management of veno-occlusive disease/sinusoidal obstruction syndrome in adult allogeneic HSCT recipients:an EBMT Transplant Complications Working Party study

    The current incidence, diagnostic policy, management, and outcome of VOD/SOS at EBMT centers were studied. All centers that had performed allogeneic HSCTs in adult patients within one defined year were invited to the study. Seventy-one centers participated with a total of 2886 allogeneic transplantations and 93 cases of VOD/SOS in 2018. The cumulative incidence of VOD/SOS at day 21 was 1.8% and at day 100 2.4%. Of 67 cases with detailed data, 52 were classical and 15 (22%) late onset (&gt;day 21). According to the EBMT criteria, 65/67 patients had at least two VOD/SOS risk factors. The severity grades were: mild 0, moderate 3, severe 29, very severe 35. Fifty-four patients were treated with defibrotide. VOD/SOS resolved in 58% of the patients, 3/3 with moderate, 22/28 with severe, and 12/33 with very severe grade (p &lt; 0.001). By day 100, 57% of the patients were alive; 3/3 with moderate, 22/29 with severe, and 13/35 with very severe VOD/SOS (p = 0.002). In conclusion, the incidence of VOD/SOS was low. Severe and very severe grades dominated. Very severe grade predicted poor outcome compared to severe grade further supporting the concept of early diagnosis and treatment to avoid a dismal outcome.     Crossover-use of human antibiotics in livestock in agricultural communities: a qualitative cross-country comparison between Uganda, Tanzania and India

    Antibiotic use in animal agriculture contributes significantly to antibiotic use globally and is a key driver of the rising threat of antibiotic resistance. It is becoming increasingly important to better understand antibiotic use in livestock in low-and-middle income countries where antibiotic use is predicted to increase considerably as a consequence of the growing demand for animal-derived products. Antibiotic crossover-use refers to the practice of using antibiotic formulations licensed for humans in animals and vice versa. This practice has the potential to cause adverse drug reactions and contribute to the development and spread of antibiotic resistance between humans and animals. We performed secondary data analysis of in-depth interview and focus-group discussion transcripts from independent studies investigating antibiotic use in agricultural communities in Uganda, Tanzania and India to understand the practice of antibiotic crossover-use by medicine-providers and livestock-keepers in these settings. Thematic analysis was conducted to explore driving factors of reported antibiotic crossover-use in the three countries. Similarities were found between countries regarding both the accounts of antibiotic crossover-use and its drivers. In all three countries, chickens and goats were treated with human antibiotics, and among the total range of human antibiotics reported, amoxicillin, tetracycline and penicillin were stated as used in animals in all three countries. The key themes identified to be driving crossover-use were: (1) medicine-providers’ and livestock-keepers’ perceptions of the effectiveness and safety of antibiotics, (2) livestock-keepers’ sources of information, (3) differences in availability of human and veterinary services and antibiotics, (4) economic incentives and pressures. Antibiotic crossover-use occurs in low-intensity production agricultural settings in geographically distinct low-and-middle income countries, influenced by a similar set of interconnected contextual drivers. Improving accessibility and affordability of veterinary medicines to both livestock-keepers and medicine-providers is required alongside interventions to address understanding of the differences between human and animal antibiotics, and potential dangers of antibiotic crossover-use in order to reduce the practice. A One Health approach to studying antibiotic use is necessary to understand the implications of antibiotic accessibility and use in one sector upon antibiotic use in other sectors
