Political Institutions, Policymaking, and Economic Policy in Latin America

This paper surveys selected themes in the political economy of policymaking in Latin America, with an emphasis on recent research focusing on actual decision and implementation processes, and on the political institutions and state and social actors involved in those processes. In particular, the paper addresses how political rules work for or against intertemporal cooperation among political actors. The document shows that the extent to which polities obtain the key policy features that seem to determine development depends on the workings of political institutions, which define how the policymaking game is played, on the characteristics of the arenas of interaction, which define where the policymaking game is played, and on certain characteristics of key socioeconomic groups, which define who interacts with professionalpoliticians in pursuing different policy preferences.Political institutions, Public policies, Economic policy, Government capabilities, Development, Latin America

Visión de América: El teatro de santos indianos aurisecular

En el teatro del Siglo de Oro español abundaron las comedias sobre vidas de santos. El propósito de este artículo es estudiar qué santos fueron elegidos y por qué, en qué grado y de qué modo sus hechos fueron considerados por los autores de esos dramas, los rasgos específicos de esas piezas y la imagen de América que aportaban. La autora analiza El rufián dichoso de Miguel de Cervantes, Vida y muerte del santo fray Luis Bertrán de Gaspar de Aguilar, La batalla de los dos de Francisco de la Torre, Santa Rosa del Perú de Agustín Moreto y Pedro Lanini, y la anónima La mejor rosa de Lima. In the Spanish Golden Age theatre dramas about lifes of saints abound. The aim of this article is to study which saints were chosen by the dramatists and why, to which degree and in which way their exploits were considered by the authors of those dramas, the specific features of those pieces, and the view of America they convey. La "presencia" del rey ausente. El real retrato en las celebraciones dinásticas indianas

The portrait is fundamental in the proclamations to acknowledge the new King and just accesory in the funeral, in which the sermons about his virtues are more considerated. The image presides the proclamation act and multiplies in a ubicuous manner in the posterior festive stage, but it does not appears more in public until the time of the funeral. It is easy to move from the veneratiom to the cult of the Royal figure into a public liturgy of gestures and words, and even a private cult. Thus, the King's portrait, from the useful fiction that "is like" the King, contributes to create a sensation of a "presence" of the Monarch destined to captivate the strong loyalty of the vassals.    El retrato es fundamental en las proclamaciones para dar a conocer al nuevo Rey y sólo accesorio en las exequias, en que cuentan más los sermones sobre sus virtudes. La imagen preside el acto de proclamación y se multiplica ubicuamente en el período festivo posterior, pero no aparece más en público hasta el momento de las exequias. Fácil es deslizarse de la veneración al culto de la Real efigie en una liturgia pública de gestos y palabras, y aun a un culto privado. De esta suerte, el retrato del Rey, desde la útil ficción de que es "como si" fuera el Rey, contribuye a crear la sensación de una "presencia" del Monarca destinada a captar la firme adhesión de los vasallos.  

The importance of teaching phonetics in English as a foreign language

Este trabajo pretende, por un lado, describir la situación del área de la fonética dentro de nuestros colegios, en el aula de inglés como lengua extranjera (ILE). Por otro lado, el propósito de éste es encontrar una manera alternativa para trabajar la fonética en el aula de ILE. Para ello, se centra en la etapa de Educación Primaria. De acuerdo con las hipótesis de diferentes autores, durante la etapa de Primaria se producen los fenómenos de adquisición y aprendizaje de la lengua extranjera. A partir de ahí, se mencionan una serie de métodos de enseñanza que pueden ayudar a ambos procesos de adquisición y aprendizaje de la fonética de inglés. Finalmente, se propone una unidad didáctica para el aprendizaje del fonema Schwa (/ ə /)Lan honen asmoa, alde batetik, gure ikastetxeetan fonetikak duen egoera deskribatzea da; ematen zaion garrantzia eta honek ingeleseko ikasgelaren barruan duen eragina ere. Hau da, ingelesaren irakaskuntza barne, hizkuntzaren atal honek duen garrantzia nabarmendu nahi da. Bestetik, gure intentzioa fonetika Atzerriko Hizkuntza Ingelesa (IHA) saioetan txertatzeko modu desberdin bat aurkitzea izan da. Horretarako, Lehen Hezkuntza Etapan oinarritu gara. Hainbat autoreen hipotesien arabera, Lehen Hezkuntzako etapan zehar atzerriko hizkuntzaren barneratze zein ikaskuntza prozesuak ematen dira. Bi fenomeno hauen bereizketak eta erlazioak ezartzen dira, eta hortik abiatuz, ingeleseko ikasgelaren barruan fonetikaren barneratze nahiz ikaskuntzaren prozesuei laguntzeko metodo batzuk aipatu egiten dira. On the other hand, the purpose of this is to find an alternative way to work on phonetics in the EFL classroom. In order to this, it focuses on the stage of Primary Education. According to the hypothesis of the different authors that we have read about, during the stage of Primary the phenomena of acquisition and learning a foreign language are produced. From there, we mentioned a series of teaching methods that could help both processes of acquisition and learning of English phonetics.
