r-filters: a Hodrick-Prescott Filter Generalization

A two-parameter family of filters is proposed in which the HP filter is considered as the lowest order member. While the HP filter converges to linear time trend as the smoothing factor grows, the higher order members of the proposed family converge to higher order polynomial time trends. The filter order - the new parameter introduced - allows to set the filter selectivity. Furthermore, two different methods to implement these filters are presented.

O direito à saúde entre os paradigmas substanciais e procedimentais da Constituição : para uma compreensão agonística dos direitos fundamentais sociais, na busca do equilíbrio entre autonomia e bem-estar

Tese (doutorado)—Universidade de Brasília, Faculdade de Direito, 2008.O direito à saúde, no Brasil, tem sido afirmado como algo referido a uma ordem suprapositiva de valores, à vista de seu caráter fundamental. Por outro lado, convive com essa postura, uma outra que lhe é diametralmente oposta, fundamentada na escassez de recursos orçamentários que permitam levar adiante os direitos fundamentais sociais. Ao largo da oposição entre o tudo e o nada quanto ao atendimento aos direitos prestacionais, surge ainda a constatação de que o substancialismo, hoje adotado como o pr incipal marco decisório em nossos Tribunais Superiores , reforça a posição de um indesejável protagonismo do Poder Judiciário na esfera social, subtraindo desta sua indispensável autonomia e pondo em risco, por conseguinte, a possibilidade de realização de um ambiente democrático e plural. O antagonismo entre essas posturas, assim, deve ser vertido em agonismo, a fim de mirar a possibilidade de encontrar um equilíbrio entre a autonomia e o bem-estar , a fim de que a afirmação deste não importe no sacrifício daquela. _______________________________________________________________________________________________________________________ ABSTRACTThe social right to health in Brazil has been presented as something referred to a suprapositive order of values, taking into consideration its fundamental character. On the other hand , it must be confronted with a different approach, based on the scarcity of budget resources to enforce social rights in general. Apart from the need to concretize these rights, there is the evidence that substantialism, adopted in most cases by our courts, strengt hens an undesirable judicial protagonism imposed on social spheres, whose autonomy is then subtracted, preventing the achievement of a plural and democratic environment. The antagonism exposed by these two positions must, therefore, become agonism in order to attain a balance between autonomy and w ell-being

Adaptive Body Area Networks Using Kinematics and Biosignals

The increasing penetration of wearable and implantable devices necessitates energy-efficient and robust ways of connecting them to each other and to the cloud. However, the wireless channel around the human body poses unique challenges such as a high and variable path-loss caused by frequent changes in the relative node positions as well as the surrounding environment. An adaptive wireless body area network (WBAN) scheme is presented that reconfigures the network by learning from body kinematics and biosignals. It has very low overhead since these signals are already captured by the WBAN sensor nodes to support their basic functionality. Periodic channel fluctuations in activities like walking can be exploited by reusing accelerometer data and scheduling packet transmissions at optimal times. Network states can be predicted based on changes in observed biosignals to reconfigure the network parameters in real time. A realistic body channel emulator that evaluates the path-loss for everyday human activities was developed to assess the efficacy of the proposed techniques. Simulation results show up to 41% improvement in packet delivery ratio (PDR) and up to 27% reduction in power consumption by intelligent scheduling at lower transmission power levels. Moreover, experimental results on a custom test-bed demonstrate an average PDR increase of 20% and 18% when using our adaptive EMG- and heart-rate-based transmission power control methods, respectively. Organizational alchemy: managing skills and consent

Dirigimos a nossa reflexão neste texto para três questões: 1) Como se têm manufaturado novas formas de consentimento em situações de reestruturação em empresas que já se caracterizavam, no contexto brasileiro, por um tipo de gestão mais moderna das relações sociais de trabalho, como é o caso de indústrias de processo na cadeia químico-petroquímica? 2) Poderse- ia dizer que uma nova alquimia organizacional dos interesses estaria em curso, a sugerir a possível emergência de um novo regime fabril? 3) Qual o lugar das estratégias e políticas empresariais com relação à qualificação neste novo arranjo institucional de interesses? Procuramos enfrentar estas indagações através da análise de quatro estudos de caso que tipificam situações diferenciadas em termos de posição das empresas na cadeia produtiva, propriedade de capital, perfil dos mercados regionais de trabalho, contextos sindicais, natureza do regime de welfare e tipo de cultura gerencial.This article addresses three main questions: 1) Do managerial strategies in modern chemical plants produce new forms of individual consent towards organizational restructuring and intense work rationalization? 2) Is there a new institutional alchemy of interests indicating the emergence of a different kind of micro-regulatory institutions (a new factory regime)? 3) What is the role of human resources politics on skills and employability in re-shaping the institutional ambience? The answers emerge from the analysis of four case studies in Brazilian chemical-petrochemical plants which typify different situations in terms of: position in the productive chain, capital property, regional labor markets, unionism, welfare regime and managerial culture

CloseTalker: secure, short-range ad hoc wireless communication

Secure communication is difficult to arrange between devices that have not previously shared a secret. Previous solutions to the problem are susceptible to man-in-the-middle attacks, require additional hardware for out-of-band communication, or require an extensive public-key infrastructure. Furthermore, as the number of wireless devices explodes with the advent of the Internet of Things, it will be impractical to manually configure each device to communicate with its neighbors. Our system, CloseTalker, allows simple, secure, ad hoc communication between devices in close physical proximity, while jamming the signal so it is unintelligible to any receivers more than a few centimeters away. CloseTalker does not require any specialized hardware or sensors in the devices, does not require complex algorithms or cryptography libraries, occurs only when intended by the user, and can transmit a short burst of data or an address and key that can be used to establish long-term or long-range communications at full bandwidth. In this paper we present a theoretical and practical evaluation of CloseTalker, which exploits Wi-Fi MIMO antennas and the fundamental physics of radio to establish secure communication between devices that have never previously met. We demonstrate that CloseTalker is able to facilitate secure in-band communication between devices in close physical proximity (about 5 cm), even though they have never met nor shared a key
