Time well spent”: the ideology of temporal disconnection as a means for digital wellbeing

After facing an intense negative reaction to their accumulation of social, political, and economic power and influence, several tech and social media companies rolled out “digital wellbeing” tools during the second half of 2018. This article examines the technological and discursive construction of “digital wellbeing” as enacted through operating system-based tools (Screen Time and Do Not Disturb— iOS, Digital Wellbeing—Android, My Analytics—Microsoft), and social media platforms application functions (Your Time—Facebook, Time Watched—YouTube, Your Activity—Instagram). While the companies’ discourse deploys an imaginary centered around ethics and a normative experience accentuating the willfulness and empowerment of the user, the socio-material analysis of the interfaces and features shows that they envisage simple, familiar, and limited possibilities of disconnecting. Therefore, agency is limited, and the wellbeing outcomes are indeterminate, restricted to quantifying time or controlling the intentionality of connectivity

Reflexos da Sustentabilidade e da Solidariedade Ambiental: Desenvolvimento e Soberania Estatal em Jogo

The ecological crisis is a problem that plagues the entire planet, which shows the existence of a kind of solidarity that can not be ruled out, the environmental solidarity. As a result of this, it is clear that the first step towards the foundation of any environmental guidelines is the establishment of an international cooperation between states. The principle of sustainability is one of these guidelines, finding place today in all jurisdictions that demonstrate a minimal concern for the environment. From the handling of the bibliographic research method, this article aims to demonstrate that the need for protection of the environment is enough to legitimate the effects of sustainability and environmental solidarity on the concepts of state sovereignty and development today.A crise ecológica é uma problemática que assola todo o planeta, razão pela qual evidencia a existência de uma espécie de solidariedade que não pode ser afastada, a solidariedade ambiental. Como consequência desta, é evidente que o passo inicial para o lançamento de quaisquer diretrizes ambientais é o estabelecimento de uma cooperação internacional entre estados. O princípio da sustentabilidade é um desses guias, encontrando lugar hoje em todos os ordenamentos jurídicos que demonstram uma mínima preocupação com o meio ambiente. Liberdades em Conflito: A Imposição de Limites à Liberdade de Ensino com Fundamento em Supostas Violações de Outras Liberdades Constitucionais

The right to education is one of the main tools outlined by the 1988 Constitution in order to ensure the effectiveness of its text, and the fulfillment of its fundamental goals. The union of the right to education with the constitutional freedoms complex resulting in the principle of freedom of education was one more way that the constituent power found to ensure implementation of its plan for Brazilian society. However, freedom of education has suffered restrictions based on alleged violations of other constitutional freedoms, thus forming conflicts between fundamental rights. From the handling of the bibliographic search method, this article intends to demonstrate that these alleged violations are the result of a distorted interpretation of the constitutional text that seeks to legitimize discriminatory conducts.O direito à educação é um dos principais instrumentos delineados pela Constituição de 1988 a fim de assegurar a eficácia do seu texto, assim como o cumprimento de seus objetivos fundamentais. A união do direito à educação com o complexo constitucional de liberdades resultando no princípio da liberdade de ensino foi mais uma forma que o poder constituinte encontrou para garantir a concretização do seu plano para a sociedade brasileira. Entretanto, a liberdade de ensino tem sofrido restrições fundamentadas em supostas violações de outras liberdades constitucionais, formando assim conflitos entre direitos fundamentais. A partir do manejo do método de pesquisa bibliográfica, o presente artigo pretende demonstrar como estas supostas violações são frutos de uma interpretação distorcida do texto constitucional que busca a legitimação de comportamentos discriminatórios

Cognitive-developmental learning for a humanoid robot : a caregiver's gift

The humanoid robot therefore sees the world through the caregiver's eyes. Building an artificial humanoid robot's brain, even at an infant's cognitive level, has been a long quest which still lies only in the realm of our imagination. Our efforts towards such a dimly imaginable task are developed according to two alternate and complementary views: cognitive and developmental.The goal of this work is to build a cognitive system for the humanoid robot, Cog, that exploits human caregivers as catalysts to perceive and learn about actions, objects, scenes, people, and the robot itself. This thesis addresses a broad spectrum of machine learning problems across several categorization levels. Actions by embodied agents are used to automatically generate training data for the learning mechanisms, so that the robot develops categorization autonomously. Taking inspiration from the human brain, a framework of algorithms and methodologies was implemented to emulate different cognitive capabilities on the humanoid robot Cog. This framework is effectively applied to a collection of AI, computer vision, and signal processing problems. Cognitive capabilities of the humanoid robot are developmentally created, starting from infant-like abilities for detecting, segmenting, and recognizing percepts over multiple sensing modalities. Human caregivers provide a helping hand for communicating such information to the robot. This is done by actions that create meaningful events (by changing the world in which the robot is situated) thus inducing the "compliant perception" of objects from these human-robot interactions. Self-exploration of the world extends the robot's knowledge concerning object properties. This thesis argues for enculturating humanoid robots using infant development as a metaphor for building a humanoid robot's cognitive abilities. A human caregiver redesigns a humanoid's brain by teaching the humanoid robot as she would teach a child, using children's learning aids such as books, drawing boards, or other cognitive artifacts. Reflexão sobre a integração de princípios do(s) ecofeminismo(s) e do pensamento sistémico na elaboração de diretrizes políticas e projetos de desenvolvimento da sociedade civil

O presente estudo aborda a questão ambiental através de uma reflexão sobre princípios resultantes da identificação de elementos comuns entre dois enquadramentos conceituais atuais: o ecofeminismo e o pensamento sistémico. São estes princípios a “sensibilidade às questões de género”, a “valorização das vozes das minorias” e a “centralização na natureza (biocentrismo)” (Stephens, Jacobson e King 2009 e 2010; e Stephens 2012 e 2015). Estes princípios foram concebidos para serem utilizados na realização de projetos, planos de ação, diretrizes políticas e desenvolvimento da sociedade civil, para promoverem a emancipação coletiva, de indivíduos e ecologias, e contestarem injustiças e exclusões. Stephens (2012 e 2015) pretende, através do uso destes princípios, promover a integração no paradigma do pensamento sistémico de uma consideração consciente do género, de forma a colmatar uma lacuna existente neste quadro teórico e a promover uma intervenção sistémica social positiva adequada. Realiza-se no presente estudo, primeiro uma reflexão sobre os dois enquadramentos conceituais em questão, nomeadamente, o ecofeminismo e o pensamento sistémico, assim como sobre as suas diferentes derivações e, depois, uma reflexão sobre como os princípios mencionados podem, ou não, ser integrados na elaboração de diretrizes políticas e projetos de desenvolvimento da sociedade civil em Portugal.The present study addresses the environmental issue through a reflection on principles resulting from the identification of common elements between two current conceptual frameworks: ecofeminism and systems thinking. These principles are to "be gender sensitive", to "value the voices from the margins" and to "center nature” biocentrism) (Stephens, Jacobson and King 2009 and 2010; and Stephens 2012 and 2015). These principles were conceived to be used for the realization of projects, action plans, policy guidelines and civil society development, to promote the collective emancipation of individuals and ecologies, and to challenge injustices and exclusions. Through the use of these principles, Stephens (2012 and 2015) intends to promote the integration into the paradigm of systems thinking of a conscious consideration of gender, in order to fill an existent gap in this theoretical framework and to promote an adequate positive social systemic intervention. In this study we first reflect on the two conceptual frameworks, namely ecofeminism and systems thinking, as well as their different derivations, and then we reflect on how the above mentioned principles may or may not be integrated into the drafting of policy guidelines and civil society development projects in Portugal

A CRISE MUNDIAL DA ÁGUA: UMA ANÁLISE POLÍTICA SOBRE O CENÁRIO ATUAL E OS EFEITOS DE SUA GESTÃO GLOBAL

RESUMODentre as inúmeras problemáticas ambientais que atormentam o mundo hoje, a crise da água assusta por envolver um recurso indispensável para a manutenção não só da vida, e humana, mas de todo o planeta. Os conflitos entre interesses estatais, entre enxergar a água como um bem público ou como um bem econômico e a discrepância entre a distribuição natural da água e sua distribuição político-geográfica permeiam o cenário da crise e estabelecem uma complicada tarefa para o Direito Internacional: a formulação de uma política de gestão global da água capaz de prevenir e reprimir conflitos. A partir da realização de uma pesquisa qualitativa combinada com o método de pesquisa bibliográfico. O presente artigo tem como objetivo principal expor os conflitos e obstáculos ideológicos que permeiam a crise mundial da água na atualidade, destacando as implicações negativas da ausência de uma legislação internacional forte e abrangente sobre o tema. A metodologia utilizada foi o estudo descritivo da literatura posta. PALAVRAS-CHAVE: Meio Ambiente; Água; Direito Internacional; Soberania Estatal. ABSTRACTAmong the numerous environmental problems that plague the world today, the water crisis is scaring because it involves an indispensable resource for the maintenance not only of life, but of human life, but of the entire planet. Conflicts between state interests, between seeing water as a public good or as an economic good, and the discrepancy between the natural distribution of water and its political and geographical distribution permeate the scenario of the crisis and establish a complicated task for International Law: formulation of a comprehensive water management policy capable of preventing and suppressing conflicts. From the accomplishment of a qualitative research combined with the method of bibliographical research. The present article has as main objective to expose the ideological conflicts and obstacles that permeate the current world water crisis, highlighting the negative implications of the absence of a strong and comprehensive international legislation on the subject. Determinantes do endividamento e regulação: uma análise em operadoras de planos de saúde exclusivamente odontológicos

Purpose – This paper examines the determinants of debt levels of Brazilian dental health plan operators (OPS) under the National Supplementary Health Agency (ANS) regulation.Design/methodology/approach – It is an empirical article based on quantitative and causal research. The sample consisted of data from 2010 to 2018 available on the ANS website. The techniques of content analysis, descriptive statistics and panel regression were used for data analysis.Findings – We found that several variables related to the ANS regulation influence dental OPS debt levels. Furthermore, there are also several similarities between the two categories under analysis: dental cooperatives and group dentistry, despite the differences in the legal nature of such organizations.Research limitations/implications – The present study suffers from some limitations: (a) the sample investigated is restricted to OPS public data; and (b) regulation variables are limited due to the data available for calculation, despite our efforts to show otherwise.Originality/value – The present research offers a range of contributions to the literature on dental operators’ capital structure. Firstly, it emphasized the impact of regulation in dental operators’ financial decisions in Brazil. Moreover, it confirmed the important role of companies’ determinant variables of capital structure in explaining OPS debt levels. Lastly, the study introduced regulatory variables as determinants of OPS debt ratios.Objetivo – Analisar os determinantes do endividamento de operadoras de planos de saúde (OPS) exclusivamente odontológicos (EO), sob a perspectiva da regulação da Agência Nacional de Saúde Suplementar (ANS).Metodologia – Pesquisa quantitativa e causal. A amostra consistiu nas OPS cujos dados de 2010 a 2018 estavam disponíveis no site da ANS. Foram usadas para a análise dos dados as técnicas de análise de conteúdo, estatística descritiva e regressão com dados em painel.Conclusão – Constatou-se que diversas variáveis relacionadas à regulação da ANS influenciaram os níveis de endividamento das OPS odontológicas. Ademais, observaram-se várias semelhanças entre as duas categorias em análise (cooperativas odontológicas e odontologia de grupo), apesar das diferenças na natureza jurídica de tais organizações.Limitações – O estudo apresenta algumas limitações: (a) a amostra investigada restringe-se a dados públicos de OPS; e (b) as variáveis de regulação são limitadas devido aos dados disponíveis para cálculo.Originalidade / valor – Este artigo apresenta uma série de contribuições para a literatura sobre a estrutura de capital de OPS EO. Primeiramente, destacou-se o papel da regulação nas decisões financeiras das OPS no Brasil. Ademais, confirmou-se a importância de variáveis determinantes da estrutura de capital de empresas para explicar o endividamento das OPS. Por fim, foram propostas variáveis regulatórias como determinantes do endividamento dessas organizações
