O Litoral e a metrópole dinâmica imobiliária, turismo e expansão urbana na região metropolitana de Natal-RN

The metropolitan regions of Northeast Brazil are being gradually included in a scenario of international investments, which are motivated by the restructuring of both touristic and real-estate sectors. The new capital, real-estate developers and space configurations that result from this process indicate the need for the creation and implementation of public tools which should, at least, allow the mitigation of the urban impacts and environmental losses resulting from this situation. The effects on landscape and on the socio-spatial configuration result from the intensification caused by the dynamism of the "real estate-tourism" sector. There is a regional integration as an expression of the urban expansion of the metropolitan area of Natal. This study investigates the uniqueness of the restructuring and territorial integration of coastal areas and the strategies of the circuit of capital accumulation formed by linking the real estate to tourism. It is intended to increase the understanding about the strategies of tourism, real estate and public policy agents involved in this territorial reconfiguration and in the fund-raising needed for the investments, to understand the existing social and environmental effects and their future trends and also to understand the forms of spatial production as results from the practices of approaching the land transformation and the tourism valorization of the landscape, in a synchronous manner, first in the Northeast region and, as a focal study, in the Metropolitan Area of Natal. Likewise, it is intended to apprehend the current processes of metropolization of the eastern coast of Rio Grande do Norte, in addition to indicate its physical-territorial transformation and the types of projects/developments promoted by the market in the recent period. Based upon analysis undertaken for the Metropolitan Region of Natal RN, this piece of work presents some considerations on possible legal instruments that can be adjusted to the municipalities which are experiencing the impact of this peculiar and recent phenomenon in the region, caused by the arrival of the real estate-touristic capital. Os efeitos na paisagem e na configuração socioespacial resultam da intensificação provocada pelo dinamismo do imobiliário-turístico . Ocorre uma Integração regional como expressão da expansão da mancha urbana metropolitana de Natal. Este estudo investiga as singularidades da reestruturação e inserção territorial das zonas litorâneas e as estratégias do circuito de acumulação do capital, constituído pela articulação entre o imobiliário e o turismo. Pretende-se ampliar o entendimento sobre as estratégias dos agentes turísticos, imobiliários e das políticas públicas envolvidas nessa reconfiguração territorial e na captação dos recursos necessários ao investimento, compreender os efeitos socioambientais existentes e suas tendências futuras e entender as formas de produção espacial como resultantes da aproximação de práticas de transformação do solo e de valorização turística da paisagem, de modo sincrônico, primeiro na região nordeste e, como estudo focal, na Região Metropolitana de Natal. Igualmente se pretende apreender os atuais processos de metropolização do litoral oriental do RN, além de indicar sua transformação físicoterritorial e os tipos de projetos/empreendimentos fomentados pelo mercado em fase recente. Com base em análises já realizadas para a Região Metropolitana de Natal RN, este trabalho delineia algumas reflexões sobre os instrumentos legais passíveis de serem ajustados aos municípios impactados pelo fenômeno peculiar e recente à região, provocado pela chegada do capital imobiliário-turístico . Interactive Art, Performance and Scientific Research into Corporeal Empathy

This paper presents the evaluation of a design research project that combines artistic practice and academic theory at a high standard in both fields, proving that the problem-based learning (PBL) is a strong method for bridging the gap between those fields. “Researching Empathy Through Performance” was a Master thesis of Interaction Design and consisted of the development of an artistic performance entitled “My Body, Your Room”, which functioned as a site for conducting scientific research into corporeal empathy. The project investigated how embodied methodologies that combine dance performance and interactive technologies can strengthen empathic relationships between the audience, performer, and the environment. The project was developed at the Kolding School of Design in Denmark, and utilised cross-disciplinary theories, concepts and methods from interaction design, performance studies and neurology. The working methodology drew on artistic approaches and scientific research methods such as quantitative and qualitative analysis; the analysis included video documentation, ethnography, surveys and interviews

Direito ao esquecimento e o Marco Civil da Internet: um estudo sobre as propostas de regulamentação

O Marco Civil da Internet estabeleceu princípios, garantias, direitos e deveres para o uso da Internet no Brasil. No tempo atual, entretanto, debate-se sobre a instituição e o regulamento do direito ao esquecimento nessa legislação. Assim, realiza-se, a partir de revisão bibliográfica e da pesquisa das proposições legislativas em trâmite na Câmara dos Deputados, um estudo sobre os projetos de lei formulados para instituir e regulamentar o direito ao esquecimento no Marco Civil da Internet. Os debates sobre os limites do direito de informar e da privacidade estão acentuados pela forma de comunicação dessa tecnologia que permeia a comunicação entre os seus diversos usuários e se faz presente quase que na totalidade dos cantos do planeta Terra. A rede mundial de computadores além de alterar as relações de produção, de poder e de experiência, bem como as formas sociais de espaço e tempo, proporcionou o surgimento de uma sociedade em rede e ampliou o direito de informar ao estabelecer como um traço essencial à onipresença e a perenidade das informações. O patamar de preocupação com a privacidade elevou-se, uma vez que na Internet a lembrança de acontecimentos se tornou a regra e o esquecimento à exceção. Por conta disso, se trouxe ao debate o denominado direito ao esquecimento como o direito de o ser humano não recordar fatos passados que dizem respeito à sua vida pessoal e que não devem permanecer acessíveis ao público pela eternidade. O julgamento do caso “Google Spain S.L. e Google Inc. versus Agencia de Protección de Datos (AEPD) e Mario Costeja González”, pelo Tribunal de Justiça da União Europeia em 13 de maio 2014, no qual se reconheceu um direito de requerer a desindexação das informações pessoais pretéritas e não relevantes à coletividade do resultado das pesquisas realizadas em motores de buscas da Internet, estimulou a formulação de proposições legislativas no Brasil destinadas a instituição e ao regulamento do direito ao esquecimento no Marco Civil da Internet. A pesquisa e o estudo sobre seis projetos de lei elaborados e em tramitação na Câmara dos Deputados, com base na revisão bibliográfica realizada, resultou na confirmação da hipótese de não adequação da adoção do caminho da positivação desse direito no Marco Civil da Internet

Cultura, educação e filosofia na perspectiva Nietzschiana

The present text proposes to present some reflections about the Nietzschean Writings "The future of our educational establishments" (1871) and "Schopenhauer Educator" (1874). The reflections about education and culture depart from philosopher experiences when he taught at the University of Basel / Switzerland. According to this philosopher, to exist culture requires an educational project, because there will be no education without a culture that supports it. There is an exacerbated valuation of a type of knowledge, it is sought the accumulated in excess and without relation with the cultural and social contexts of the individuals. In the Nietzschean critics, we perceive a struggle for a conception of education based on the living experiences of each individual, since life is perceived as a propeller of different ways of thinking and knowing. Thus, we can extract in Nietzsche tools contrary to a mass culture destined to standardization, alienation and competitiveness and the teaching of philosophy as an ally in denouncing and criticizing our society and its people.O presente texto se propõe apresentar algumas reflexões acerca dos escritos nietzschianos “Sobre o futuro de nossos estabelecimentos de ensino” (1871) e “Schopenhauer Educador” (1874). As reflexões sobre educação e cultura partem das experiências do filósofo quando ensinava na universidade de Basiléia/Suíça. Segundo este filósofo, para existir cultura é preciso um projeto educativo, pois não haverá educação sem uma cultura que lhe sirva de apoio. Há uma exacerbada valorização de um tipo de saber, busca-se o acumulado em excesso e sem relação com os contextos culturais e sociais dos indivíduos. Nas críticas nietzschianas percebemos uma luta por uma concepção de educação pautada nas experiências vivas de cada indivíduo, pois a vida é percebida como propulsora de diferentes formas de pensar e conhecer. Assim, podemos extrair em Nietzsche ferramentas contraria a uma cultura de massa destinada a padronização, alienação e competitividade e o ensino de filosofia como uma aliada na denúncia e crítica de nossa sociedade e de seu povo
