KESIAPAN SARANA DAN PRASARANA DALAM MENGIMPLEMENTASI KURIKULUM 2013 SEKOLAH MENENGAH KEJURUAN (SMK) NEGERI PROGRAM STUDI TEKNIK OTOMOTIF JURUSAN TEKNIK KENDARAAN RINGAN (TKR) SEKABUPATEN LOMBOK TIMUR TAHUN AJARAN 2013/2014

The objectives of the study were (1) to describe the readiness of learning facilities; (2) to know the weakness of learning facilities; and (3) to know ideal learning facilities in implementing curriculum 2013 at state vocational high schools of east Lombok among automotive study program students in the academic year 2013/2014. This study shows that (1) the learning facilities of state vocational high schools of east Lombok were good enough. Generally in implementing curriculum 2013, the learning facilities to support the learning practices of state vocational high schools of east Lombok among automotive study program students in the academic year 2013/2014 were good enough to support the teaching and learning process. (2) There were some practice media that had not been had by the state vocational high schools of east Lombok among automotive study program students in the academic year 2013/2014, such as timing light Diesel, Trainer AC, and Card Stand EFI. It was because the learning tools were so expensive, so that the schools had not been ready to buy those media to support the teaching and learning process. (3) The ideal learning facilities were the facilities that were enough for students ration number.Â

COOPERATION OF REGIONAL MILITARY COMMAND III/SILIWANGI WITH REGIONAL GOVERNMENTS IN ACCELERATING COVID-10 VACCINATION IN THE PROVINCE OF WEST JAVA, INDONESIA

This study aims to analyze the cooperation of the III/Siliwangi Regional Military Command in assisting the West Java Provincial Government to accelerate the covid-19 vaccination since January 2021. The research question is how the III/Siliwangi Military Regional Command cooperates with the Regional Government in accelerating the covid-19 vaccination program in the Province West Java? In answering these questions, the analytical framework of cooperation theory is used, where cooperation carried out by two or more parties to achieve certain goals will be successful if it goes through the stages of communication, coordination, and collaboration. The research method used is a qualitative method with data collection techniques using interviews, observation, and documentation studies. The results of the study found that the cooperation carried out by the Regional Military Command III/Siliwangi with the Regional Government in accelerating the covid-19 vaccination was realized through the following stages: (1) Communication, namely holding formal and informal meetings with regional heads, both governors, regents, and mayors to discuss vaccination plans; (2) Coordination, namely holding a coordination meeting for regional leaders to discuss the division of tasks in the vaccination program; (3) Collaboration, namely carrying out joint actions to hold vaccinations with the theme: "covid-19 vaccination rush"

ANALISIS PEMBINAAN TERITORIAL DI KODAM III/SILIWANGI DALAM MENGHADAPI HAKEKAT ANCAMAN

Era globalisasi telah melahirkan kompleksitas ancaman, baik ancaman militer, non militer, maupun hibrida, sehinga mendorong Indonesia untuk menyusun sistem pertahanan semesta dengan pembentukan komponen utama, komponen cadangan, dan komponen pendukung, yang disiapkan secara dini melalui pembinaan teritorial di setiap Kodam di seluruh Indonesia. Tujuan penelitian ini untuk menganalisis pembinaan teritorial di Kodam III/Siliwangi guna mendukung sistem pertahanan semesta dalam rangka menghadapi hakekat ancaman. Landasan teoritis yang dipergunakan adalah konsep pembinaan teritorial, konsep ancaman, dan konsep pertahanan militer dan nir militer. Metode penelitian mengunakan metode kualitatif dengan teknik pengumpulan data berup observasi, wawancara, dan studi kepustakaan. Hasil penelitian menunjukkan bahwa pembinaan teritorial di Kodam III/Siliwangi dilakukan belum sepenuhnya optimal dengan pembinaan geografi, pembinaan demografi, dan pembinaan kondisi sosial, yang digelar melalui metode komunikasi sosial, pembinaan ketahanan wilayah, dan bhakti TNI. Adapun kendala yang dihadapi dalam melaksanakan pembinaan teritorial di Kodam III/Siliwangi adalah kendala internal (personil, anggaran, sarana prasarana, piranti lunak) dan kendala eksternal (pemahaman keliru masyarakat, ego sektoral pemerintah daerah, dan persepsi negatif NGO). Gagasan inovasi dari pembinaan teritorial ini adalah perlunya perijinan tentang Analisis Mengenai Dampak Lingkungan (AMDAL) Pertahanan dan membangun aplikasi / software Sistem Informasi Manajemen Pembinaan Teritorial (SIMBINTER) TNI AD.The era of globalization has created a complex threat, both military, non-military, and hybrid threats, thus encouraging Indonesia to compile a universal defense system with the formation of main components, reserve components, and supporting components, which are prepared early through teritorial guidance at every Kodam throughout Indonesia. The purpose of this study was to analyze teritorial development at the Military Regional Command III / Siliwangi to support the universal defense system in order to face the nature of the threat. The theoretical framework used is the concept of teritorial development, the concept of threats, and the concept of military and non-military defense. The research method uses qualitative methods with data collection techniques in the form of observation, interviews, and literature study. The results showed that teritorial development at Military Regional Command III / Siliwangi was carried out quite optimally by development geography, development demographics, and development social conditions, which were carried out through social communication methods, development of regional resilience, and military service The obstacles faced in carrying out teritorial development at the Military Regional Command III / Siliwangi are internal constraints (personnel, budget, infrastructure, software) and external constraints (misunderstanding of the community, local government sectoral egos, and NGO’s negative perceptions). The innovative idea of ​​teritorial development is the need for a permit on Defense Environmental Impact Analysis and building an application / software for the Indonesian Army Teritorial Management Information System

Sinkronisasi RTRW Pembangunan Propinsi Jawa Barat dan RTRW Pertahanan Darat Kodam III/Siliwangi

Penelitian ini dirancang untuk memberikan gambaran dan penjelasan tentang pentingnya sinkronisasi RTRW Pembangunan Pemda Propinsi Jawa Barat dengan RTRW Pertahanan Darat Kodam III/Siliwangi. Tujuan penelitian ini adalah untuk menyatukan persepsi dan menyamakan pandangan antara Pemda Propinsi Jawa Barat dengan Kodam III/Siliwangi dalam proses penyusunan RTRW Pembangunan dengan RTRW Pertahanan Darat. Metode penelitian yang dipergunakan adalah metode kualitatif yang bersifat deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara mendalam, dan studi literatur / studi pustaka. Hasil penelitian menunjukkan bahwa : (1) Terdapat perbedaan persepsi antara Pemda Propinsi Jawa Barat dengan Kodam III/Siliwangi dalam menyusun RTRW Pembangunan yang berbasis prosperity approach dan RTRW Pertahanan Darat yang berbasis security approach; (2) Perlunya formulasi kebijakan Amdal Pertahanan sebagai katalisator dalam sinkronisasi RTRW Pembangunan dan RTRW Pertahanan Darat; (3) Perlunya kesiapan instrumental, struktural, dan kultural dalam melakukan sinkronisasi RTRW Pembangunan dengan RTRW Pertahanan Darat
