    The Right to be Forgotten: Who Decides What the World Forgets?

    In May 2014, the Court of Justice for the European Union ( CJEU ) surprised the global cyber law community by holding that search engines like Google are controllers of the processing of personal data under the European Union Data Protection Directive. This means that they are obliged in some circumstances to remove links from search results that pertain to information that infringes on an individual\u27s rights under the Directive. This obligation has come to be referred to as an aspect of a digital right to be forgotten. The search results in question related to a mortgage sale of property in a bankruptcy that had taken place in 1998. In 2010, links to a Spanish newspaper\u27s advertisement of the sale showed up prominently in Google search results and were no longer relevant and arguably damaging to the data subject. The case sparked global debate about who should ultimately be responsiblefor the protection and erasure ofprivate information online. The practicalresult of the decision leaves much discretion in the hands of online entities, such as Google, Bing, and Yahoo!, to implement their own internal proceduresfor protecting personal data on the basis of individual complaints made to them. There is little to no governmental or judicial oversight of these procedures. This Article examines the impact of the recent CJEU decision on global privacy protection. In particular, it canvasses questions about who should bear responsibilityfor the protection of privacy, ultimately arguing that it is unbefitting and socially undesirable for unchecked businesses to act as the ultimate arbiters ofprivacy. However, the pendulum may now have swung so far in this direction that the only meaningful approach to protecting online privacy going forward is for governments and interest groups to assist such businesses in making appropriate privacy-protective decisions

    A similarity measure between videos using alignment, graphical and speech features

    A novel video similarity measure is proposed by using visual features, alignment distances and speech transcripts. First, video files are represented by a sequence of segments each of which contains colour histograms, starting time, and a set of phonemes. After, textual, alignment and visual features are extracted of these segments. The following step, bipartite matching and statistical features are applied to find correspondences between segments.     Barkas effect in the stopping power for ions with different ionization degrees

    The Barkas effect in the electronic stopping power for dressed projectiles moving in a free electron gas is studied for a wide range of velocities v . The interaction of the projectile with the target is described using screened interaction potentials, which take into account the self screening due to the projectile bound electrons and the external screening produced by the target electron gas. The Barkas factor is obtained from a classical simulation of the scattering of the target electrons in the potential of the projectile and that of its antiparticle, following the transport cross section model. A large set of numerical simulations were made for different projectiles, degrees of ionization and velocities. We find that the Barkas factor increases at high energies with the number of projectile bound electrons, whereas its velocity dependence changes from the v-3v-3 behavior for bare projectiles to a v-2v-2 behavior for neutral ones. Interesting effects of curve crossings in the Barkas factor at different degrees of ionization as a function of the projectile velocity are observed. This article describes the design and development of specific software that can be useful for treatment of mild aphasia. This software is based on a Google Web Toolkit (GWT) application. GWT is an open source framework that allows developing a user friendly interface.     Simulation of swift boron clusters traversing amorphous carbon foils

    We use a simulation code to study the interaction of swift boron clusters (Bn+, n=2–6, 14) with amorphous carbon foils. We analyze different aspects of this interaction, such as the evolution of the cluster structure inside the target, the energy and angle distributions at the detector or the stopping power ratio. Our simulation code follows in detail the motion of the cluster fragments through the target and in the vacuum until reaching a detector, taking into account the following interactions: (i) wake force, (ii) Coulomb repulsion among cluster fragments, (iii) stopping force, and (iv) elastic scattering with the target nuclei. Electron capture and loss by each fragment is also included in the code, affecting the above-mentioned interactions. The clusters size grows inside the foil due mainly to the Coulomb explosion but this increase is less pronounced in the plane transversal to the beam direction because of the alignment effect of the wake forces. We obtain an enhancement of the stopping power ratio that increases with the projectile energy and with the number of molecular constituents. Our results agree very well with the available experimental data for the thicker foils (≳10 μg∕cm2) and are compatible (within the experimental error bars) for the thinner foils.This work has been financially supported by the Spanish Ministerio de Educación y Ciencia (Contract Nos.     Prevalencia de anticuerpos para Trypanosoma cruzi en caninos de dos municipios endémicos de Boyacá

    RESÚMEN Objetivo. evaluar la prevalencia de anticuerpos anti Trypanosoma cruzi (T. cruzi) en una muestra de caninos domésticos residentes en dos municipios endémicos. Materiales y métodos. Se tomaron muestras séricas de 20 caninos procedentes de hogares donde residen mujeres gestantes seropositivas y 40 perros habitantes de hogares de mujeres gestantes seronegativas en Miraflores y Moniquira, Boyacá. El análisis se realizó mediante prueba diagnóstica rápida dipstick de InBios. Resultados. Se encontró prevalencia del 16.7% en Moniquirá y del 13.3% Miraflores respectivamente con una prevalencia general del 15% en los dos municipios. Se halló riesgo 3 veces mayor de que ocurra la infección en caninos, en los hogares donde residen gestantes seropositivas; además la infestación por pulgas y garrapatas en el animal, hábitat cercano a la vivienda, se relacionan con mayor seropositividad en el canino. Conclusiones. La raza, el sexo, la presencia de aves en la casa y al examen clínico general son considerados factores pronósticos en en la infección por Trypanosoma cruzi en caninos. Como factores protectores se identificó la desparasitación y vacunación de los animales

    An exploratory modelling study on sediment transport during the Zanclean flood of the Mediterranean

    A nearly 400-km-long erosion channel through the Strait of Gibraltar has been interpreted as evidence for a catastrophic refll of the Mediterranean at the end of the Messinian salinity crisis, 5.33 million years ago. This channel extends from the Gulf of Cadiz to the Algerian Basin and implies the excavation of ca. 1000 km3 of Miocene sediment from the Alboran Basin and bedrock from the Strait of Gibraltar. The fate of these eroded materials remains unknown. In a frst attempt to predict the distribution of those food deposits, we develop a numerical model to simulate the transport of material eroded from the Strait of Gibraltar. It is a Lagrangian model based upon standard sediment transport equations which is able to simulate suspended and bed load sediment transport. Water circulation during the food was obtained from a hydrodynamic model of the whole Mediterranean Sea previously developed by the authors and applied to the Zan clean food. Five particle sizes were considered for suspended load and three for bed load transport. Areas of sediment deposition in the Mediterranean Sea were determined. In the case of suspended load, these are related to hydrodynamic conditions: areas sheltered from the jet of incoming water by local topography and areas where water currents abruptly decrease due to a sudden increase in water depth. In the case of bed load transport, sediments follow water streamlines and deposits are much more localized than in the case of suspended load. Single channel seismic records were also analysed to identify and characterize food-related deposits in the eastern Alboran Sea.Ministerio de Economía y Competitividad FAUCES CMT2015-65461-C2-
