    Policies and outcomes for UK sustainable Schools

    The 1997–2010 UK government's priorities for education and improved social equality led to the development of two major school building programmes: the Academies programme and Building Schools for the Future (BSF). Political concerns for social, economic and environmental sustainability were increasing during the same period, leading to stated new aspirations from 2004 for the schools to be ‘models of sustainable development’. The key political discourses for ‘sustainable schools’ during this era are examined. While some aspects of the initial focus on social equity were retained, there was a rapid shift in emphasis towards environmental sustainability, and specifically carbon reduction. The impacts of these shifting discourses are then considered on four school building projects, examining the technical decisions made and their intended and unintended consequences. Within the diversity and complexity of individual building projects, the paper also exposes both the changing priorities within the construction sector during this period and the impacts of some specific policy tools. The considerable interpretive flexibility in the implementation of the policies is demonstrated, along with variability in their outcomes.     The road to elimination of hepatitis C: analysis of cures versus new infections in 91 countries.

    BACKGROUND: Hepatitis C (HCV) can only be eradicated if annual rates of cure (SVR) are consistently and significantly higher than new HCV infections, across many countries. In 2016, the WHO called for a 90% reduction in new HCV infection by 2030. Direct-acting antivirals (DAA) can cure the majority of those treated, at around 90% in most populations, at potentially very low prices. We compared the net annual change in epidemic size across 91 countries using data on SVR, new HCV infections, and deaths. In a further 109 countries, we projected this figure using regional averages of epidemic size. METHODS: Epidemiological data for 2016 were extracted from national reports, publications and the Polaris Observatory. There were 91/210 countries with data on SVR, HCV-related deaths and new infections available for analysis; 109 countries had net change in epidemic size projected from the regional prevalence of HCV, extrapolated to their population size. 'Net cure' was defined as the number of people with SVR, minus new HCV infections, plus HCV-related deaths in 2016. RESULTS: For the 91 countries analysed, there were 57.3 million people with chronic HCV infection in 2016. In the remaining 109 countries, the projected epidemic size was 12.2 million, giving a global epidemic size of 69.6 million. Across the 91 countries, there was a fall from 57.3 to 56.9 million people in 2017, a 0.7% reduction. The projected global net change was from 69.6 to 69.3 million, a 0.4% reduction. Ten countries had at least five times more people reaching SVR than new HCV infections, including Egypt and USA. In 47/91 countries, there were more HCV infections than SVR in 2016. CONCLUSION: Very few countries are on target to achieve elimination of HCV as a public health problem by 2030. While the North American, North African/Middle East and Western European regions have shown small declines in prevalence, the epidemic is growing in sub-Saharan Africa and Eastern Europe. Far higher rates of DAA treatment are required for worldwide elimination of HCV

    Detergent and sanitizer stresses decrease the thermal resistance of Enterobacter sakazakii in infant milk formula

    Infant milk formula has been identified as a potential source of Enterobacter sakazakii. This bacterium can cause a severe form of neonatal meningitis and necrotizing entercolitis. This study determined the effect of acid, alkaline, chlorine and ethanol stresses on the thermal inactivation of E. sakazakii in infant milk formula. Stressed cells were mixed with reconstituted powdered infant milk formula (PIMF) at temperatures between 52 and 58°C for various time periods or mixed with PFMF prior to reconstitution with water at temperatures between 50 and 100°C. The D- and z-values of the cells were determined using linear regression analysis. Detergent and sanitizer stresses decreased the thermal resistance of E. sakazakii in powdered and reconstituted infant milk formula. The values for Z)- acid, alkaline, chlorine and ethanol stressed E. sakazakii at 52-58°C were 14.57-0.54, 12.07-0.37, 10.08-0.40 and 11.61-0.50 min, respectively. The values of alkaline, chlorine and ethanol stressed cells were significantly lower than those of unstressed cells. Only the z-value (4.4°C) of ethanol stressed E. sakazakii was significantly different than that of unstressed cells (4.12°C). Reconstitution at 60°C did not significantly reduce the number of pre-stressed E. sakazakii cells compared with unstressed control cells, whereas significant decreases were obtained at 70°C. Using water at 70°C during the preparation of reconstituted PIMF before feeding infants, may be a suitable and applicable means of reducing the risk of E. sakazakii in the formula. The results of this study may be of use to regulatory agencies, infant milk producers and infant caregivers to design heating processes to eliminate E. sakazakii that may be present in infant milk formula

    Spectropolarimetry of Supernovae

    Overwhelming evidence has accumulated in recent years that supernova explosions are intrinsically 3-dimensional phenomena with significant departures from spherical symmetry. We review the evidence derived from spectropolarimetry that has established several key results: virtually all supernovae are significantly aspherical near maximum light; core-collapse supernovae behave differently than thermonuclear (Type Ia) supernovae; the asphericity of core-collapse supernovae is stronger in the inner layers showing that the explosion process itself is strongly aspherical; core-collapse supernovae tend to establish a preferred direction of asymmetry; the asphericity is stronger in the outer layers of thermonuclear supernovae providing constraints on the burning process. We emphasize the utility of the Q/U plane as a diagnostic tool and revisit SN 1987A and SN 1993J in a contemporary context. An axially-symmetric geometry can explain many basic features of core-collapse supernovae, but significant departures from axial symmetry are needed to explain most events. We introduce a spectropolarimetry type to classify the range of behavior observed in polarized supernovae.     Life Table Analysis for Immatures and Female Adults of the Predatory Beetle, Delphastus catalinae, Feeding on Whiteflies Under Three Constant Temperatures

    Immature development and reproductive life history of Delphastus catalinae (Horn) (Coleoptera: Coccinellidae) feeding on Bemisia tabaci biotype B (Gennadius) (Homoptera: Aleyrodidae) (= B. argentifolii Bellows and Perring) immatures was studied at three constant temperatures: 22, 26 and 30 °C. Lower developmental threshold temperatures (T0) were estimated at 9 and 9.9 °C, for males and females, respectively. Female adults weighed slightly more than males (0.587 and 0.505 mg, respectively). As temperature increased from 22 to 30 °C, developmental time from eggs to eclosion of the adult declined from 24 to 15 days. Thermal units required for immature development was ∼300 degree-days. Percentage egg hatch declined at increasing temperatures, but no significant effect of time was found. The intrinsic rate of increase, r, increased from 0.048 to 0.082 and doubling time decreased from 14.44 to 8.45 days as temperature increased from 22 to 26 °C. Mean daily fecundity was modeled as a function of time and temperature to create a 3-dimensional surface. Overall, Delphastus catalinae was found to perform better at 22 and 26 °C while 30 °C was detrimental to immature development and adult reproduction

    The trajectory of slender curved liquid jets for small Rossby number

(2002, Free jets spun from a prilling tower. J. Eng. Math., 42, 265-282) developed an asymptotic method for describing the trajectory and instability of slender curved liquid jets. Decent et al. (2018, On mathematical approaches to modelling slender liquid jets with a curved trajectory. J. FluidMech., 844, 905-916.) showed that this method is accurate for slender curved jets when the torsion of the centreline of the jet is small or O(1), but the asymptotic method may become invalid when the torsion is asymptotically large. This paper examines the torsion for a slender steady curved jet which emerges from an orifice on the outer surface of a rapidly rotating container. The torsion may become asymptotically large, close to the orifice when the Rossby number Rb " 1, which corresponds to especially high rotation rates. This paper examines this asymptotic limit in different scenarios and shows that the torsion may become asymptotically large inside a small inner region close to the orifice where the jet is not slender. Outer region equations which describe the slender jet are determined and the torsion is found not to be asymptotically large in the outer region; these equations can always be used to describe the jet even when the torsion is asymptotically large close to the orifice. It is in this outer region where travelling waves propagate down the jet and cause it to rupture in the unsteady formulation, and so the method developed by Wallwork et al. (2002, The trajectory and stability of a spiralling liquid jet. Part 1. Inviscid theory. J. Fluid Mech., 459, 43-65) and Decent et al. (2002, Free jets spun from a prilling tower. J. Eng. Math., 42, 265-282) can be used to accurately study the jet dynamics even when the torsion is asymptotically large at the orifice

    Entanglement in a Solid State Spin Ensemble

    Entanglement is the quintessential quantum phenomenon and a necessary ingredient in most emerging quantum technologies, including quantum repeaters, quantum information processing (QIP) and the strongest forms of quantum cryptography. Spin ensembles, such as those in liquid state nuclear magnetic resonance, have been powerful in the development of quantum control methods, however, these demonstrations contained no entanglement and ultimately constitute classical simulations of quantum algorithms. Here we report the on-demand generation of entanglement between an ensemble of electron and nuclear spins in isotopically engineered phosphorus-doped silicon. We combined high field/low temperature electron spin resonance (3.4 T, 2.9 K) with hyperpolarisation of the 31P nuclear spin to obtain an initial state of sufficient purity to create a non-classical, inseparable state. The state was verified using density matrix tomography based on geometric phase gates, and had a fidelity of 98% compared with the ideal state at this field and temperature. The entanglement operation was performed simultaneously, with high fidelity, to 10^10 spin pairs, and represents an essential requirement of a silicon-based quantum information processor.Comment: 4 pages, 3 figures plus supporting information of 4 pages, 1 figure v2: Updated reference

    Pre-Schoolers’ Home Numeracy and Home Literacy Experiences and Their Relationships with Early Number Skills: Evidence from a UK Study

    Research Findings. It has been proposed that the home literacy environment may influence the development of early number skills. However, the results of studies examining the association between home literacy experiences and early number skills are mixed. This could be due to the way that the home literacy experiences are conceptualized and measured. This study examines the relationship between early number skills and aspects of the home learning environment. Alongside home number experiences and parental mathematical attitudes, two types of home literacy experiences were examined in a sample of 274 pre-schoolers (mean age 4:0, SD 4 months); code-focused home literacy experiences that focus on the phonological and orthographic features of language, and meaning-focused home literacy experiences that focus on sharing the meaning of language and text. Home number experiences and letter-sound interactions (interactive code-focused literacy experiences) were related to the children’s counting, number transcoding, and calculation skills whereas meaning-focused home literacy experiences and parental mathematical attitudes were largely unrelated to these early number skills. Structural equation models indicated that only letter-sound interactions could predict statistically significant unique variance in counting, number transcoding, and calculation. Practice or Policy. These findings suggest that code– rather than meaning-focused home literacy experiences are related to pre-schoolers early number skills. Supporting parents to engage in code-focused home literacy experiences may benefit pre-schoolers number skills as well as their emergent literacy

    The process evaluation of it\u27s your move!, an Australian adolescent community-based obesity prevention project

    BackgroundEvidence on interventions for preventing unhealthy weight gain in adolescents is urgently needed. The aim of this paper is to describe the process evaluation for a three-year (2005-2008) project conducted in five secondary schools in the East Geelong/Bellarine region of Victoria, Australia. The project, \u27It\u27s Your Move!\u27 aimed to reduce unhealthy weight gain by promoting healthy eating patterns, regular physical activity, healthy body weight, and body size perception amongst youth; and improve the capacity of families, schools, and community organisations to sustain the promotion of healthy eating and physical activity in the region.MethodsThe project was supported by Deakin University (training and evaluation), a Reference Committee (strategic direction, budgetary approval and monitoring) and a Project Management Committee (project delivery). A workshop of students, teachers and other stakeholders formulated a 10-point action plan, which was then translated into strategies and initiatives specific to each school by the School Project Officers (staff members released from teaching duties one day per week) and trained Student Ambassadors. Baseline surveys informed intervention development. Process data were collected on all intervention activities and these were collated and enumerated, where possible, into a set of mutually exclusive tables to demonstrate the types of strategies and the dose, frequency and reach of intervention activities.ResultsThe action plan included three guiding objectives, four on nutrition, two on physical activity and one on body image. The process evaluation data showed that a mix of intervention strategies were implemented, including social marketing, one-off events, lunch time and curriculum programs, improvements in infrastructure, and healthy school food policies. The majority of the interventions were implemented in schools and focused on capacity building and healthy eating strategies as physical activity practices were seen by the teachers as already meeting students\u27 needs.ConclusionsWhile substantial health-promoting activities were conducted (especially related to healthy eating), there remain further opportunities for secondary schools to use a whole-of-school approach through the school curriculum, environment, policies and ethos to improve healthy eating, physical activity and healthy body perceptions in youth. To achieve this, significant, sustained leadership will be required within the education sector generally and within schools specifically.<br /
