Formation of rings in galactic discs by infalling small companions
We use N-body simulations to study the formation of rings in a disc galaxy by
the impact of a small spherical companion. Both barred and nonbarred target
discs are considered. We discuss the effect of the properties of the target
disc (distribution of mass in the disc, velocity dispersion, etc.) as well as
of the mass and orbit of the companion on the properties of the rings, such as
their amplitude, width, shape, expansion velocity and lifetime. In particular
the amplitude, width, lifetime and expansion velocity of the first ring
increase considerably with companion mass, and so does the expansion velocity
of the particles in it and the total extent of the disc after the interaction.
We also discuss the formation and evolution of spokes and show that they can be
caused by companions of relatively small mass. In our three examples of oblique
impacts on barred target galaxies we note important transient displacements of
the bar, as well as changes of its pattern speed and size. An asymmetric
pseudoring is formed in each case, and during the first stages of its evolution

Ruimte voor Rechtsvorming:een onderzoek naar adequate instrumenten voor afhandeling en rechtsvorming door de Afdeling bestuursrechtspraak van de Raad van State
De Afdeling bestuursrechtspraak van de Raad van State is zowel geschilbeslechter als rechtsvormer. Haar geschilbeslechtende taak ontleent de Afdeling aan het feit dat overheid en burgers royaal gebruik maken van de mogelijkheid hun geschil ter beoordeling aan haar voor te leggen. De taak van de Afdeling als rechtsvormer vloeit voort uit haar hoedanigheid van hoogste bestuursrechter. Tussen beide taken bestaat een inherente spanning. De wens om elke afzonderlijke (hoger)beroepszaak zo gedegen, snel en effectief mogelijk af te handelen, kan in strijd komen met de noodzaak om de rechtsvormende taak als hoogste bestuursrechter inhoud te geven. In dit boek is de vraag aan de orde hoe de procedure bij de Afdeling bestuursrecht-spraak zo kan worden vormgegeven, dat beide taken het volle pond krijgen. Daartoe is zowel in kaart gebracht op welke wijze de Afdeling de aan haar voorgelegde ge-schillen behandelt, als ook welke alternatieven er zijn voor de wijze waarop de afhan-deling van (met name) hogerberoepszaken op dit moment is georganiseerd. Het onderzoek biedt daarmee niet alleen een uniek beeld van de werkwijze van de Afdeling bestuursrechtspraak, maar ook een grondige inventarisatie van een mogelij-ke alternatieve vormgeving van de procedure van (hoger) beroep. Het onderzoek mondt uit in een aantal aanbevelingen die beogen te bewerkstelligen dat de ruimte voor rechtsvorming wordt vergroot, zonder dat dit ten koste gaat van een snelle en effectieve beslechting van geschillen door de Afdeling bestuursrechtspraak van de Raad van State
The massive protostar W43-MM1 as seen by Herschel-HIFI water spectra: high turbulence and accretion luminosity
We present Herschel/HIFI observations of fourteen water lines in W43-MM1, a
massive protostellar object in the luminous star cluster-forming region W43. We
analyze the gas dynamics from the line profiles using Herschel-HIFI
observations (WISH-KP) of fourteen far-IR water lines (H2O, H217O, H218O),
CS(11-10), and C18O(9-8) lines, and using our modeling of the continuum
spectral energy distribution. As for lower mass protostellar objects, the
molecular line profiles are a mix of emission and absorption, and can be
decomposed into 'medium', and 'broad' velocity components. The broad component
is the outflow associated with protostars of all masses. Our modeling shows
that the remainder of the water profiles can be well fitted by an infalling and
passively heated envelope, with highly supersonic turbulence varying from 2.2
km/s in the inner region to 3.5 km/s in the outer envelope. Also, W43-MM1 has a
high accretion rate, between 4.0 x 10^{-4} and 4.0 x 10^{-2} \msun /yr, derived
from the fast (0.4-2.9 km/s) infall observed. We estimate a lower mass limit of
gaseous water of 0.11 \msun and total water luminosity of 1.5 \lsun (in the 14
lines presented here). The central hot core is detected with a water abundance
of 1.4 x 10^{-4} while the water abundance for the outer envelope is 8
x10^{-8}. The latter value is higher than in other sources, most likely related
to the high turbulence and the micro-shocks created by its dissipation.
Examining water lines of various energies, we find that the turbulent velocity
increases with the distance to the center. While not in clear disagreement with
the competitive accretion scenario, this behavior is predicted by the turbulent
core model. Moreover, the estimated accretion rate is high enough to overcome
