The Development of a Pay-for-Performance Appraisal System for Municipal Agencies: A Case Study
Well-designed employee performance appraisal instruments assume great importance by providing agencies with information that can guide administrative and developmental decision-making about their most important asset—their human resources. Administratively, performance appraisals serve as the formal evaluation tool used by managers when making decisions about the distribution of pay increases and the promotion and demotion of an employee. Developmentally, performance appraisals assist agencies in identifying issues such as employee training needs and cross training opportunities.1 Despite its importance, both employees and management often view the performance appraisal process as frustrating and unfair. These frustrations are largely attributed to a reliance on performance appraisal instruments that: are not job related; have confusing or unclear rating levels, and; are viewed as subjective and biased by staff.2 This study was undertaken to identify steps for creating a more effective pay-for-performance system for public agencies. Specifically, this case study: (1) identified a systematic procedure for creating performance appraisal instruments; (2) described the appropriate training for those conducting an appraisal interview; (3) implemented performance reviews using the developed instruments and appraisal interview/review training, and; (4) evaluated employee attitudes toward the newly developed system. Survey results identified significant mean differences between employee attitude toward the original pay-forperformance instrument and appraisal interview process and the newly developed system. Results of the case study are analyzed and discussed

Review and assessment of latent and sensible heat flux accuracy over the global oceans
For over a decade, several research groups have been developing air-sea heat flux information over the global ocean, including latent (LHF) and sensible (SHF) heat fluxes over the global ocean. This paper aims to provide new insight into the quality and error characteristics of turbulent heat flux estimates at various spatial and temporal scales (from daily upwards). The study is performed within the European Space Agency (ESA) Ocean Heat Flux (OHF) project. One of the main objectives of the OHF project is to meet the recommendations and requirements expressed by various international programs such as the World Research Climate Program (WCRP) and Climate and Ocean Variability, Predictability, and Change (CLIVAR), recognizing the need for better characterization of existing flux errors with respect to the input bulk variables (e.g. surface wind, air and sea surface temperatures, air and surface specific humidities), and to the atmospheric and oceanic conditions (e.g. wind conditions and sea state). The analysis is based on the use of daily averaged LHF and SHF and the asso- ciated bulk variables derived from major satellite-based and atmospheric reanalysis products. Inter-comparisons of heat flux products indicate that all of them exhibit similar space and time patterns. However, they also reveal significant differences in magnitude in some specific regions such as the western ocean boundaries during the Northern Hemisphere winter season, and the high southern latitudes. The differences tend to be closely related to large differences in surface wind speed and/or specific air humidity (for LHF) and to air and sea temperature differences (for SHF). Further quality investigations are performed through comprehensive comparisons with daily-averaged LHF and SHF estimated from moorings. The resulting statistics are used to assess the error of each OHF product. Consideration of error correlation between products and observations (e.g., by their assimilation) is also given. This reveals generally high noise variance in all products and a weak signal in common with in situ observations, with some products only slightly better than others. The OHF LHF and SHF products, and their associated error characteristics, are used to compute daily OHF multiproduct-ensemble (OHF/MPE) estimates of LHF and SHF over the ice-free global ocean on a 0.25° × 0.25° grid. The accuracy of this heat multiproduct, determined from comparisons with mooring data, is greater than for any individual product. It is used as a reference for the anomaly characterization of each individual OHF product

Tropical instability waves at 0N, 23W in the Atlantic: A case study using Pilot Research Moored Array in the Tropical Atlantic (PIRATA) mooring data
[1] Temperature, salinity, velocity, and wind from a mooring at 0°N, 23°W are used along with satellite data for sea surface temperature and sea level to examine the contribution of tropical instability waves (TIWs) to the energy and heat balance of the equatorial Atlantic mixed layer. The TIWs appear as periodic 20-30 day fluctuations of currents, temperature, and salinity, which intensify beginning in June and peak in late boreal summer. The intensification occurs in phase with strengthening of the southeasterly trade winds and the seasonal appearance of the equatorial tongue of cold mixed layer temperatures. In 2002 these waves, which warm the mixed layer by 0.35°C during summer months, are maintained by both barotropic and baroclinic conversions that are of comparable size. Salinity fluctuations, previously neglected, increase the magnitude of baroclinic energy conversion

Techno–ecological synergies of solar energy for global sustainability
The strategic engineering of solar energy technologies—from individual rooftop modules to large solar energy power plants—can confer significant synergistic outcomes across industrial and ecological boundaries. Here, we propose techno–ecological synergy (TES), a framework for engineering mutually beneficial relationships between technological and ecological systems, as an approach to augment the sustainability of solar energy across a diverse suite of recipient environments, including land, food, water, and built-up systems. We provide a conceptual model and framework to describe 16 TESs of solar energy and characterize 20 potential techno–ecological synergistic outcomes of their use. For each solar energy TES, we also introduce metrics and illustrative assessments to demonstrate techno–ecological potential across multiple dimensions. The numerous applications of TES to solar energy technologies are unique among energy systems and represent a powerful frontier in sustainable engineering to minimize unintended consequences on nature associated with a rapid energy transition
Fusion of secretory vesicles isolated from rat liver
Secretory vesicles isolated from rat liver were found to fuse after exposure to Ca2+. Vescle fusion is characterized by the occurrence of twinned vesicles with a continuous cleavage plane between two vesicles in freeze-fracture electron microscopy. The number of fused vesicles increases with increasing Ca2+-concentrations and is half maximal around 10–6 m. Other divalent cations (Ba2+, Sr2+, and Mg2+) were ineffective. Mg2+ inhibits Ca2+-induced fusion. Therefore, the fusion of secretory vesiclesin vitro is Ca2+ specific and exhibits properties similar to the exocytotic process of various secretory cells.
Various substances affecting secretionin vivo (microtubular inhibitors, local anethetics, ionophores) were tested for their effect on membrane fusion in our system.
The fusion of isolated secretory vesicles from liver was found to differ from that of pure phospholipid membranes in its temperature dependence, in its much lower requirement for Ca2+, and in its Ca2+-specificity. Chemical and enzymatic modifications of the vesicle membrane indicate that glycoproteins may account for these differences
The juice of fresh leaves of Catharanthus roseus Linn. reduces blood glucose in normal and alloxan diabetic rabbits
BACKGROUND: The leaf juice or water decoction of Catharanthus roseus L. (Apocyanaceae) is used as a folk medicine for the treatment of diabetes all over the world. In the present investigation, the leaf juice of C. roseus has been evaluated for its hypoglycemic activity in normal and alloxan-induced diabetic rabbits. METHODS: The blood glucose lowering activity of the leaf juice was studied in normal and alloxan-induced (100 mg/kg, i.v.) diabetic rabbits, after oral administration at doses of 0.5, 0.75 and 1.0 ml/kg body weight. Blood samples were collected from the marginal ear vein before and also at 4, 6, 8, 10, 12, 16, 18, 20 & 24 h after drug administration and blood glucose was analyzed by Nelson-Somogyi's method using a visible spectrophotometer. The data was compared statistically by using Student's t-test. RESULTS: The leaf juice of C. roseus produced dose-dependent reduction in blood glucose of both normal and diabetic rabbits and comparable with that of the standard drug, glibenclamide. The results indicate a prolonged action in reduction of blood glucose by C. roseus and the mode of action of the active compound(s) of C. roseus is probably mediated through enhance secretion of insulin from the β-cells of Langerhans or through extrapancreatic mechanism. CONCLUSIONS: The present study clearly indicated a significant antidiabetic activity with the leaf juice of Catharanthus roseus and supports the traditional usage of the fresh leaves by Ayurvedic physicians for the control of diabetes
