    财产税是对人们拥有或支配的财产课征的税收。从世界各国的实践来看,财产税一般作为地方税主体税种而存在。财产税收入作为地方财政的主要收入来源,主要用于地方公共产品的融资,财产税也导致了地方政府间的竞争。 我国现行的财产税体系不够合理,收入远远不能满足地方政府财政的需要,无法确立地方税主体税种的地位。在财产税税权在各级政府的划分上也存在三方面问题:财产税税收立法权高度集中于中央政府;税收执法权划分不明晰;财产税在省级以下各级政府的收入归属不明晰。针对财产税税权的归属问题,我们不能只从完善一个税种的角度去看,同时考虑地方政府为履行职能的公共产品的提供以及为争取税基、最大化辖区收益的竞争行为。论文主要...Property tax is defined as the taxation on the property people have possession or domination to.     Decentralized PID Controller Design Based on Decoupled System for TITO Processes

    介绍一种在工业过程中两输入两输出(TITO)系统控制器的设计及调节方法,提出一种逆向解耦方法,该方法能对具有耦合对象的系统有效的解耦成对角矩阵,; 以减小各回路之间的耦合影响,解耦矩阵因其结构上较为复杂、物理上不易实现等特点,因此在不加入解耦矩阵的情况下,利用解耦后的对角矩阵对TITO系统进; 行分散PID控制器的独立设计。首先通过一阶加时滞的模型方法对对角矩阵元素降阶,并对降阶后的模型采用内模控制方法进行控制器各回路PID的参数整定,; 最后,通过仿真验证了所设计的控制器具有较好的动态性能,并将该方法用于实验室的水箱控制系统中,控制效果良好。This paper presents a decentralized PID controller design method based; on decoupled system for the two-input-two-output (TITO) interactive; process. An inverted decoupler is designed, which can decouple the; system with coupling objects into a diagonal matrix to minimize the; interactive between the loops. Because of the complexity of the; decoupling matrix, an independent PID controller is designed for TITO; system by using the decoupled diagonal matrix. First, using a model; reduction technique, the diagonal matrix is approximated to the first; order plus dead time (FOPDT) form. Then, the individual controller of; each single loop is then independently designed by applying the internal; model control (IMC)-based PID tuning approach for; single-input/single-output (SISO) systems. Finally, simulation examples; and comparison with other works demonstrate the effectiveness of this; methodology, and the methods are combined and tested in an; experimentation of the water tank.国家自然科学基金资助项目; 福建省泉州市科技计划资助项

    Compatition management system on cultivating competitive sports talent in Chinese schools

    运用文献资料、专家访谈、问卷调查、实地调研、数理统计和逻辑分析等方法对学校竞技体育人才培养竞赛管理体系进行研究。认为:学校竞技体育人才培养体制与“举国体制“中的专业队三级训练网培养体制的双轨运行模式始终没有发生根本性改变,呈现为体育行政部门和教育行政部门分置管理、单线运作的格局,以致各竞赛管理组织各自为政,各行其是,呈条块分割状态。为此,建议设立专职体育竞赛管理机构,建立联席会议制,明晰各部门职能职责,强化管办分离,各司其职,各负其责。主要做好以下工作:改革运动竞赛形式,提高竞赛分级与竞赛内容的科学性;注重法规建设,完善检查评估制度;制定优惠政策,保障竞赛市场机制的有效运转;教育部门抓人才培养,体育部门管运动竞赛,两部门分工明确,相互配合,齐抓共管。The school sports training competition system was discussed in this paper through methods of literature,expert interviews,questionnaire survey,on-the-spot investigation,mathematical statistics and logical analysis.It showed that the school sports training system and the three training network of the professional team under the "whole nation system"were dual modes of operation which has not changed yet.The sports administrative department and the administrative department of education implemented single-track operation pattern,each organization arange the competition managements acts in its own way,resulting in barriers between them.Therefore,it was recommended to establish a professional sports competition administration and a joint meeting system,so that the responsibilities of various departments can be clarified.Separated supervision department and service department,in order to made them to perform their own functions respectively.The forms of sports competition should be reformed so as to make the competition classification and the competition contents more scientific.The construction of laws and regulations should be stressed,and the evaluation system should be perfected.The preferential policy should be formulated to ensure the competition market mechanism operated effectively.Educational department should be responsible for personnel training while sports department responsible for sports competitions.They cooperated with clear responsibilities.全国教育科学规划重点课题(DPA050172)关于构建和谐的“体教结合”体系的理论研究之专题研究成

    INTERANNUAL DYNAMIC of LITTER FALL of Kandelia Candel MANGROVE AND ENERGY FLOW THROUGH THE LITTER IN JIULONGJIANG ESTUARY, FUJIAN PROVINCE,CHINA

    福建九龙江口红树林生态系统研究的一个主要部分。通过对秋茄红树群落凋落物进行为期11A(1982~1992年)逐月连续测定。结果表明:凋落物产量年际波动在651.2~1108.6g/M2A,11A平均为862.9g/M2A,其中,叶占总量的63.3%,枝15.9%,果15.3%,花5.5%。不同年份凋落物量变化率(r)为1.7。1年中凋落物量以夏季>秋季>春季>冬季。凋落物能流量达12702~21664kJ/M2A,年际均值为16832kJ/M2A,其中春季3847,夏季6557,秋季4214,冬季2214(kJ/M2)。各组分能流量分别为:落叶10756,落枝2683,落花930,落果2453(kJ/M2A)。大量凋落物可为近海河口海洋生物提供可持续利用的有机物质和能量来源。This paper is a part of the studies on the mangrove ecosystem in the estuary of Jiulongjiang River in Fujian Province.The litterFall of Kandelia candel mangrove community was collected For a period of 11 years From 1982 to 1992.The results showed that the annual litter production ranged From 651 2 to 1108 6 g dw/m 2·a.The mean value was 862 9 g/m 2·a of which litter leaF comprised 63 3%,branch 15 9%,Fruit 15 3% and Flower 5 5% respectively.The yearly litterFall Fluctuation rate was 1 70.Seasonal trends in total litterFall was in the order of summer>autumn>spring>winter,which coincided with increasing temperatures.The energy Flow through the litterFall was estimated at 16 832 kJ/m 2·a of which 3847 kJ/m 2 were in spring,6557 kJ/m 2 in summer,4214 kJ/m 2 in autumn and 2214 kJ/m 2 in winter.In the Four litter Fractions,leaF contributed the largest proportion with 10 756 kJ/m 2·a,branch 2683 kJ/m 2·a,Fruit 2453 kJ/m 2·a and Flower 930 kJ/·a.This is an important energy source available to the Food chains of marine organisms in the mangrove region of the estuary.国家自然科学基

    Degradation of Methyl Orange by Aspergillus niger

    考察不同培养时间、PH值、温度、转速、碳源、氮源等条件对黑曲霉An-1(ASPErgIlluS nIgEr)菌丝球降解甲基橙的影响.结果表明,在培养时间为24 H、PH值为5.0、温度为30℃、转速为150 r/MIn、以葡萄糖为碳源、以硫酸铵为氮源等最佳条件下,An-1的降解率接近100%.Effects of Aspergillus niger AN-1 on degradation of Methyl Orange were studied under different conditions of culture time,pH,temperature,rotational speed,carbon sources and nitrogen sources.The results showed that the degradation rate was nearly 100 % to Methyl Orange when optimal culture time was 24 hours,pH value 5.0,temperature 30 ℃,rotational speed 150 r/min,glucose as carbon source and ammonium sulfate as nitrogen source.漳州师范学院科学研究资助项目(SK09011
