    Heritage designation and scale: a World Heritage case study of the Ningaloo Coast

    © 2015 Tod Jones, Roy Jones and Michael Hughes As heritage research has engaged with a greater plurality of heritage practices, scale has emerged as an important concept in Heritage Studies, albeit relatively narrowly defined as hierarchical levels (household, local, national, etcetera). This paper argues for a definition of scale in heritage research that incorporates size (geographical scale), level (vertical scale) and relation (an understanding that scale is constituted through dynamic relationships in specific contexts). The paper utilises this definition of scale to analyse heritage designation first through consideration of changing World Heritage processes, and then through a case study of the world heritage designation of the Ningaloo Coast region in Western Australia. Three key findings are: both scale and heritage gain appeal because they are abstractions, and gain definition through the spatial politics of interrelationships within specific situations; the spatial politics of heritage designation comes into focus through attention to those configurations of size, level and relation that are invoked and enabled in heritage processes; and researchers choice to analyse or ignore particular scales and scalar politics are political decisions. Utilising scale as size, level and relation enables analyses that move beyond heritage to the spatial politics through which all heritage is constituted

    Addressing Criticisms of Large-Scale Marine Protected Areas

    Designated large-scale marine protected areas (LSMPAs, 100,000 or more square kilometers) constitute over two-thirds of the approximately 6.6% of the ocean and approximately 14.5% of the exclusive economic zones within marine protected areas. Although LSMPAs have received support among scientists and conservation bodies for wilderness protection, regional ecological connectivity, and improving resilience to climate change, there are also concerns. We identified 10 common criticisms of LSMPAs along three themes: (1) placement, governance, and management; (2) political expediency; and (3) social–ecological value and cost. Through critical evaluation of scientific evidence, we discuss the value, achievements, challenges, and potential of LSMPAs in these arenas. We conclude that although some criticisms are valid and need addressing, none pertain exclusively to LSMPAs, and many involve challenges ubiquitous in management. We argue that LSMPAs are an important component of a diversified management portfolio that tempers potential losses, hedges against uncertainty, and enhances the probability of achieving sustainably managed oceans

    Regional newspaper coverage of shale gas development across Ohio, New York, and Pennsylvania:Similarities, differences, and a lessons

    In communities experiencing shale gas development, the local media are an important information source on potential impacts of development; their coverage generates and spreads social representations of this issue. We examine representations of natural gas development through a content analysis of six regional newspapers in the northern United States (n = 1,958 articles) – two each in Ohio, New York, and Pennsylvania. Previous research showed similarities between the New York and Pennsylvania newspapers; differences emerged in nearby Ohio’s coverage. In Ohio, similar percentages of articles mentioned economic impacts as in Pennsylvania and New York, but significantly fewer articles mentioned environmental or social impacts. Furthermore, valence of economic and social impacts was notably more positive in Ohio. This analysis highlights nuances inherent in regional discourse about shale gas development. In turn, these differences have implications for: (1) how politicians, journalists, activists, and researchers can better communicate about shale gas development, (2) policy/regulation of development, and (3) future research on social representations of emergent forms of energy extraction. We suggest the need, in social science research on energy development, to examine societal-level (not merely individual) influences on perceptions and to account for nuances inherent in regional variation – infrequently manifest in national sample studies

    'Fracking':Promoter and destroyer of 'the good life'

    When discussing the effects of resource extraction in rural communities, academics commonly focus on specific and concrete impacts that fall nicely into the categories of environmental, economic, and social – for example, effects on water quality, jobs, and roads. A less common way of conceptualising effects of extractive industries, but more akin to way in which rural residents discuss and experience the complex set of effects, is changes to way of life. A growing literature explores effects on ‘wellbeing’ and ‘the good life’ as important determinants of responses to development projects, and as necessary considerations for policies regulating such development. One approach to conceptualising the good life – Aristotle’s ideas of eudaimonia (human flourishing) and the pursuit of eudaimonia (perfectionism) – remains underdeveloped as a means for characterising how rural residents respond to natural resource extraction. We use the example of unconventional gas development (UGD) to illustrate how definitions of human flourishing – and perfectionist pursuit of that flourishing – strongly motivate support for and opposition to a contentious extractive industry in the rural communities where development is occurring or is likely to occur (e.g., through commitments to: a rural way of life, retaining local population, beauty, peace, and/or quiet). Approximately fifty interviews across six US and three Canadian communities support this vital role for conceptions of human flourishing. The import of human flourishing to members of the public, and of them pursuing that flourishing through perfectionism, has crucial implications for communication and policy related to extractive development. Policy makers need to consider how the public’s definitions for flourishing shape their support/opposition, and not just to focus on the economic and environmental impacts commonly discussed in policy discourse
