IMPLICATIONS OF A MARKET FOR CARBON ON TIMBER AND NON-TIMBER VALUES IN AN UNCERTAIN WORLD
Despite considerable interest in the potential for forests to sequester carbon, the impact of carbon management on the provision of timber and non-timber resources has received relatively little attention in the literature. The introduction of value for stored carbon may result in modifications to traditional forest management objectives, generating trade-offs with other forest resources depending on the incentives provided by carbon markets. This paper investigates these issues by examining the impact of a particular form of carbon market on timber and non-timber values in a managed forest. An integrated modeling framework, developed for the incorporation of carbon management into operational timber management modeling tools, is also described. There is still substantial debate over how to properly credit carbon sequestered in forests. To date, there has been little research on how the form of a carbon market will impact the operations and objectives of forestry firms. Alternative market structures could produce very different responses in terms of rotation age, net present value and harvest policy. Here, a specific form of carbon market, the specified level contract, is investigated. Forestry firms are assumed to reach contracts with carbon-seeking agents which "guarantee" that a specified level of carbon stock will be maintained over a defined time period. Optimal forest management decisions are examined by implementing an optimization model for a specific land base in Alberta. The Woodstock forest modeling package is used for optimization. Analysis of trade-offs is based on the work of Armstrong et al. (1999, 2003) which assess non-timber resources using the natural disturbance approach to forest management. The analysis is then expanded to include a more rigorous, and realistic, depiction of carbon and carbon stock changes. Using the Carbon Budget Model of the Canadian Forest Sector (CBM-CFS3), carbon yield curves are developed which are integrated directly into the Woodstock forest management ii model. These carbon yields capture dynamics specific to separate biomass and dead organic matter (DOM) carbon pools and are represented for individual forest cover types. Interestingly, the inclusion of DOM carbon generates unexpected relationships between non-timber resources and incentives to sequester carbon. Results show that the presence of co-benefits will depend upon forest cover type, the harvest flow regulation faced by the managing firm and the incentives for timber supply provided by the market. Furthermore, firms that agree to enter contracts for carbon sequestration appear to do so at the expense of a decline in timber supply, with estimates of the opportunity cost of carbon management falling within the range of those found in recent literature.Resource /Energy Economics and Policy,
Quantum Monte Carlo calculations of the one-body density matrix and excitation energies of silicon
Quantum Monte Carlo (QMC) techniques are used to calculate the one-body
density matrix and excitation energies for the valence electrons of bulk
silicon. The one-body density matrix and energies are obtained from a
Slater-Jastrow wave function with a determinant of local density approximation
(LDA) orbitals. The QMC density matrix evaluated in a basis of LDA orbitals is
strongly diagonally dominant. The natural orbitals obtained by diagonalizing
the QMC density matrix resemble the LDA orbitals very closely. Replacing the
determinant of LDA orbitals in the wave function by a determinant of natural
orbitals makes no significant difference to the quality of the wave function's
nodal surface, leaving the diffusion Monte Carlo energy unchanged. The Extended
Koopmans' Theorem for correlated wave functions is used to calculate excitation
energies for silicon, which are in reasonable agreement with the available
experimental data. A diagonal approximation to the theorem, evaluated in the
basis of LDA orbitals, works quite well for both the quasihole and
quasielectron states. We have found that this approximation has an advantageous

Riemann-Cartan Space-times of G\"odel Type
A class of Riemann-Cartan G\"odel-type space-times are examined in the light
of the equivalence problem techniques. The conditions for local space-time
homogeneity are derived, generalizing previous works on Riemannian G\"odel-type
space-times. The equivalence of Riemann-Cartan G\"odel-type space-times of this
class is studied. It is shown that they admit a five-dimensional group of
affine-isometries and are characterized by three essential parameters : identical triads () correspond to locally
equivalent manifolds. The algebraic types of the irreducible parts of the

Preferences and skills of Indian public sector teachers
With a sample of 700 future public sector primary teachers in India, a Discrete Choice Experiment is used to measure job preferences, particularly regarding location. General skills are also tested. Urban origin teachers and women are more averse to remote locations than rural origin teachers and men respectively. Women would require a 26-73 percent increase in salary for moving to a remote location. The results suggest that existing caste and gender quotas can be detrimental for hiring skilled teachers willing to work in remote locations. The most preferred location is home, which supports decentralised hiring, although this could compromise skills
Using stated preference methods to assess environmental impacts of forest biomass power plants in Portugal
As a renewable energy source, the use of forest biomass for electricity generation is advantageous in comparison with fossil fuels, however the activity of forest biomass power plants causes adverse impacts, affecting particularly neighbouring communities. The main objective of this study is to estimate the effects of the activity of forest biomass power plants on the welfare of two groups of stakeholders, namely local residents and the general population and we apply two stated preference methods: contingent valuation and discrete choice experiments, respectively. The former method was applied to estimate the minimum compensation residents of neighbouring communities of two forest biomass power plants in Portugal would be willing to accept. The latter method was applied among the general population to estimate their willingness to pay to avoid specific environmental impacts. The results show that the presence of the selected facilities affects individuals’ well-being. On the other hand, in the discrete choice experiments conducted among the general population all impacts considered were significant determinants of respondents’ welfare levels. The results of this study stress the importance of performing an equity analysis of the welfare effects on different groups of stakeholders from the installation of forest biomass power plants, as their effects on welfare are location and impact specific. Policy makers should take into account the views of all stakeholders either directly or indirectly involved when deciding crucial issues regarding the sitting of new forest biomass power plants, in order to achieve an efficient and equitable outcome
Effects of extreme natural events on the provision of ecosystem services in a mountain environment : The importance of trail design in delivering system resilience and ecosystem service co-benefits
A continued supply of ecosystem services (ES) from a system depends on the resilience of that system to withstand shocks and perturbations. In many parts of the world, climate change is leading to an increased frequency of extreme weather events, potentially influencing ES provision. Our study of the effects of an intense rainfall event in Gorce National Park, Poland, shows: (1) the intense rainfall event impacted heavily on the supply of ES by limiting potential recreation opportunities and reducing erosion prevention; (2) these negative impacts were not only restricted to the period of the extreme event but persisted for up to several years, depending on the pre-event trail conditions and post-event management activities; (3) to restore the pre-event supply of ES, economic investments were required in the form of active repairs to trails, which, in Gorce National Park, were an order of magnitude higher than the costs of normal trail maintenance; and (4) when recreational trails were left to natural restoration, loss of biodiversity was observed, and recovery rates of ES (recreation opportunities and soil erosion prevention) were reduced in comparison to their pre-event state. We conclude that proper trail design and construction provides a good solution to avoid some of the negative impacts of extreme events on recreation, as well as offering co-benefits in terms of protecting biodiversity and enhancing the supply of regulating services such as erosion prevention

Protective behaviour of citizens to transport accidents involving hazardous materials: A discrete choice experiment applied to populated areas nearby waterways
Background To improve the information for and preparation of citizens at risk to hazardous material transport accidents, a first important step is to determine how different characteristics of hazardous material transport accidents will influence citizens' protective behaviour. Non-Born-Oppenheimer calculations of the lowest vibrational energy of HD including relativistic corrections
In this work we report variational calculations of the two lowest vibrational states of the HD molecule within
the framework that does not assume the Born-Oppenheimer BO approximation. The nonrelativistic energies
of the states were corrected for the relativistic effects of the order of 2 where = 1
c , calculated as expectation
values of the operators representing these effects with the nonrelativistic non-BO wave functions. The non-BO
wave functions were expanded in terms of the one-center explicitly correlated Gaussian functions multiplied by
even powers of the internuclear distance. The v=0→1 transition energy obtained in the calculations is compared
with the previous calculations, as well as with the transition frequency obtained from the experimental
spectra. The comparison shows the need to include corrections higher than second order in to further
improve the agreement between the theory and the experimen
The use of discrete choice experiments to inform health workforce policy: a systematic review.
BACKGROUND: Discrete choice experiments have become a popular study design to study the labour market preferences of health workers. Discrete choice experiments in health, however, have been criticised for lagging behind best practice and there are specific methodological considerations for those focused on job choices. We performed a systematic review of the application of discrete choice experiments to inform health workforce policy. METHODS: We searched for discrete choice experiments that examined the labour market preferences of health workers, including doctors, nurses, allied health professionals, mid-level and community health workers. We searched Medline, Embase, Global Health, other databases and grey literature repositories with no limits on date or language and contacted 44 experts. Features of choice task and experimental design, conduct and analysis of included studies were assessed against best practice. An assessment of validity was undertaken for all studies, with a comparison of results from those with low risk of bias and a similar objective and context. RESULTS: Twenty-seven studies were included, with over half set in low- and middle-income countries. There were more studies published in the last four years than the previous ten years. Doctors or medical students were the most studied cadre. Studies frequently pooled results from heterogeneous subgroups or extrapolated these results to the general population. Only one third of studies included an opt-out option, despite all health workers having the option to exit the labour market. Just five studies combined results with cost data to assess the cost effectiveness of various policy options. Comparison of results from similar studies broadly showed the importance of bonus payments and postgraduate training opportunities and the unpopularity of time commitments for the uptake of rural posts. CONCLUSIONS: This is the first systematic review of discrete choice experiments in human resources for health. We identified specific issues relating to this application of which practitioners should be aware to ensure robust results. In particular, there is a need for more defined target populations and increased synthesis with cost data. Research on a wider range of health workers and the generalisability of results would be welcome to better inform policy
