    How radical is radical innovation? A study of multi-level structure of public innovation process in Norway.

    This thesis is about innovation in the public sector in Norway, using discourse analysis to analyze documents and texts from the Government (Ministry of Local Government and Development, KMD), and KS's program; Partnership for radical innovation, to get a better understanding of how radical innovation are understood and facilitated. In addition, I conducted interviews with people who work in different levels in the public sector administration (national, regional and municipal). Based on the understanding of major societal challenges related to social, environmental and economic issues, radical innovation is promoted as one of the answers to more effectively meet these grand challenges. The research questions are related to how radical innovation is understood and applied in the public discourse and are related to two dimensions; newness and governance patterns. Newness is analyzed in relation to two categories taken from theory, incremental and disruptive innovation. Governance patterns are analyzed according to categories derived from a mix of theory and empirical data. From theory I used four categories given as four governance models. From empirical data a category emerged, which was not so easily placed in the category of incremental or disruptive. They went beyond disruptive change in product or process. These findings formed the basis for an understanding of innovations fundamentally challenging governance systems and their economic, social and environmental dimensions. Theory from social innovation and innovation in the public sector was used to study the sampled data. The thesis does not conclude what radical innovation is, or a simple answer to how the term is understood in the public discourse in Norway. A consistent finding at all levels the study examined is a vague approach to how radical innovation differs from innovation in the public sector. It seems that the main approach is to understand radical innovations related to disruptive innovations of products, services and processes. But also to a degree in what ways radical innovation can challenge basic systems and governance systems and their economic, social and environmental dimensions. One relevant question when it comes to innovation I public sector is; can radical innovation be called radical if not simultaneously addressing system level, acknowledging and III confronting political and power issues across societies? The danger otherwise, is as Unger mention, that social innovation is absorbed into existing systems – tamed into irrelevance

Penelitian ini bertujuan untuk mendeskripsikan jenis inovasi pelayanan administrasi kependudukan di Kota Padang Panjang dan menganalisis tipologi inovasi pelayanan administrasi kependudukan di Kota Padang Panjang. Penelitian ini menggunakan teori Tipologi Sektor Publik oleh Khairul Muluk. Dimana terdapat lima tipologi inovasi sektor publik: inovasi proses layanan, inovasi produk layanan, inovasi metode layanan, inovasi strategi atau kebijakan, dan inovasi sistem. Metode yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data menggunakan wawancara dan dokumentasi, sedangkan pemilihan informan menggunakan teknik purposive sampling. Untuk menguji keabsahan data yang didapat dilapangan menggunakan triangulasi sumber. Hasil penelitian menunjukkan bahwa inovasi pelayanan administrasi kependudukan yang dilakukan mengarah hampir keseluruh tipe inovasi yang ada pada teori Muluk. Hal ini data dilihat pada inovasi pelayanan yang dilakukan telah memenuhi indikator-indikator dalam tipologi inovasi sektor publik. Tipologi inovasi pelayanan yang dominan digunakan yaitu tipologi inovasi metode layanan. Hal ini dapat dilihat dari tata cara pemberian layanan yang dilakukan Dinas Kependudukan dan Pencatatan Sipil Kota Padang Panjang dalam rangka mempermudah masyarakat. The Padang Panjang Population and Civil Registration Service is the best service in West Sumatra in implementing population administration with nine service innovations carried out. Formulation of the problem in this study is how the typology of innovation in population administration services in the City of Padang Panjang. This study aims to describe the type of population administration service innovation in Padang Panjang City and analyze the typology of innovation in population administration services in the city of Padang Panjang. This research used the theory of the Typology innovation of the Public Sector by Khairul Muluk. Where there are five typologies of public sector innovation: service process innovation, service product innovation, service method innovation, strategy or policy innovation, and system innovation. The method used in this study is qualitative with a descriptive approach. Data collection techniques using interviews and documentation, while the selection of informants using purposive sampling technique. To test the validity of the data obtained in the field using source triangulation. The results of the study showed that the population administration service innovation carried out almost all types of innovations that exist in Muluk's theory. This data is seen in service innovation carried out fulfilling indicators in the typology of public sector innovation. The dominant typology of service innovation is used, the typology of service method innovation. This can be seen from the procedures for providing services carried out by the Padang Panjang City Population and Civil Registration Service in order to facilitate the community.     ICT–supported reforms of service delivery in Flemish cities: testing the concept of 'information ecology'

    This paper explores organizational reforms in Flemish cities related to making the cities’ individual service delivery more efficient, customer orientated, customer friendly and integrated. The paper is the first one of a recently started research project and PhD research about the complexity of managing ICT-supported change of ‘individual’ service delivery. The overall objective of this paper is to set the stage for the research project’s research design in terms of its theoretical framework. Therefore, we report about our first explorative, inductive and descriptive findings related to this type of change within one city. We firstly inductively report about the objectives and the objects of change. Secondly, we develop a provisional theoretical framework. We therefore take the notion of an information ecology as a conceptual starting point and use a combination of elements of neo-institutional theory, system theory and a political perspective on organizational development. In order to explore the potentialities of this approach, we test the framework’s value for understanding the changes within the city. The framework enabled us to describe and analyze this type of reforms without neglecting the complexity of these changes. It tries to link some important public administration theories to the study of the e-government phenomenon that is still an important challenge. The most important lesson is that further refinement of the conceptual framework is needed. Although the analysis shows that the framework offers a conceptual basis to analyze front and back office reforms within public organizations, it still lacks a full and straightforward operationalization of its components, constructs, relations, etc

    Reasons and opportunism control in public grants policies for development and innovations of businesses

    In this paper we would to analyze the mechanism of public grants on economic growth. In particular this topic has been the subject of scientific interest by economists and, recently, also by business economics scholars. The studies of the economists focused on the motivations of the intervention itself; the business economic studies, on the other hand, have analyzed the impact both on the behavior of entrepreneurs and on the firms themselves by public grants. The studies examined so far highlight two basic conceptual dimensions, different, but also complementary to each other: on the one hand the economic-oriented to investigate the motivations and effectiveness of the public intervention; the second, business-oriented, focused on the firm’s behavior following public grant. Based on these arguments, our research question arises: could the effectiveness of public intervention for funding development and business innovation be influenced by the differences in the various socio-political and institutional contexts in which they are applied? The aim of paper is analyze the motivations of public grants policies and their influence on the behavior of firms. In this way we want to identify asolutions scheme able to recover efficiency and effectiveness of public actions to support development. It is therefore possible to identify some corrective mechanisms on public intervention policies. In particular with reference to the behaviors induced by the grants policies, the idea is to re-design the grants policies in consideration of the different forms of pre and post contractual opportunism. With reference, instead, to the motivations underlying the public grants policies, it is necessary to examine the relationship between the State (Principal) and the beneficiary firms (Agent) in relation to the respective dimensions of the contractual force

Public Service employees as government human capital instead of the contract employees. The quality of the Public Service Employee has recently become a major issue. It is widely known that Public Service employee is lacking of disciplin. The issue discuss most in Public service employee’s disciplinary is absentheeism. This study presents factors that influence the Public Service employee’s disciplinary in Faculty of Medicine of Diponegoro University. This research purposes will support the decision – making process to increase the Faculty of Medicine of Diponegoro University employee’s disciplinary, this study proposing some models analyzed by SEM. The study population is administration staffs in Faculty of Medicine of Diponegoro University for both Public Service employees and contract employees. The respondents are 120 employees whose given some questionaires related to the study. The result of the data analysis shows that the human capital is influenced by knowledge sharing, empowerment and workplace environment.     Do innovation projects with ICT enhance learning? Experiences from case studies in Galician schools

    We present a study which analyzes the factors that influence the processes of change in innovation projects with ICT in schools. In the current socio-political and economic context, the demand for innovation is felt across all fields. The educational system is no exception, and schools are expected to hop on board the innovation wagon. Our research involved four cases including a pre-school, two primary schools and a secondary school in Galicia (Spain). A collaborative action research methodology was used in the usual stages: action, observation, and reflection. The factors affecting change in schools are complex and intertwined. The present study focuses on the following three research questions: How do education administration policies affect the development of school innovation processes with ICT? What training and professional development processes are mobilized for the management and evaluation of school innovation projects? And which aspects of school organizational culture change when there are innovation processes with ICT? The findings reveal a strong interconnection among the dimensions analyzed (socio-political context, school organization, teachers, their professional culture and their training and professional development). The difficulties and possibilities associated with each dimension as well as the way they interconnect also come to light. Das Bildungssystem ist dabei keine Ausnahme und von Schulen wird erwartet, dass sie auf den Innovationszug aufspringen. Die Untersuchung umfasst vier FĂ€lle in Galicien (Spanien): eine Vorschule, zwei Primarschulen sowie eine Sekundarschule. Dem methodische Ansatz der kollaborativen Handlungsforschung gemĂ€ĂŸ erfolgte die Untersuchung in den Stufen Handlung, Beobachtung und Reflexion. Faktoren, die VerĂ€nderungen in Schulen betreffen, sind komplex und miteinander verwoben. Der Studie liegen die drei folgenden Forschungsfragen zugrunde: Wie beeinflussen Strategien der Bildungsadministration die Entwicklung von Schulinnovationsprozessen mit IKT? Welche Aus- und Weiterbildung und welche professionellen Entwicklungsprozesse werden fĂŒr die DurchfĂŒhrung und Evaluation von Schulinnovationsprojekten bereitgestellt? Und welche Aspekte der schulischen Organisationskultur verĂ€ndern sich im Zuge informations- und kommunikationstechnologisch gestĂŒtzter Innovationsprozesse?     What do we know from the literature on public e-services?.

    Public e-services are a broad and growing research field in which scholars and practitioners from different domains are involved. However, the increasing attention devoted to public e-services only partially captures the extreme variety of aspects and implications of the diffusion of information and communication technologies at all levels of public administrations. The paper aims to develop a meta-analysis of the literature on the delivery, diffusion, adoption and impact of public e-services and examines current research trends in terms of differences in methodologies, approaches and key indicators across five service platforms: eGovernment, eEducation, eHealth, Infomobility and eProcurement. We examined 751 articles appeared in 2000-2010 in the top international academic journals listed in the Social Science Citation Index (SSCI) of the Institute for Scientific Information (ISI), as classified in the following fields: Communication, Economics, Education, Environmental Studies, Geography, Health Policy & Services, Information Science & Library Science, Law, Management, Planning & Development, Public Administration, Transportation and Urban Studies. We highlight a significant heterogeneity in scientific production across service domains, countries covered by empirical analyses, indicators used, and affiliation of authors. We also show an increasing diffusion of quantitative methods applied to different research fields which still appears to be constrained by data limitations. The overall picture emerging from the analysis is one characterized by largely unexplored service domains as well as scarcely analyzed issues both across and within individual service platforms (e.g. front vs. back office issues).
