    Autonomous Accident Monitoring Using Cellular Network Data

    Mobile communication networks constitute large-scale sensor networks that generate huge amounts of data that can be refined into collective mobility patterns. In this paper we propose a method for using these patterns to autonomously monitor and detect accidents and other critical events. The approach is to identify a measure that is approximately time-invariant on short time-scales under regular conditions, estimate the short and long-term dynamics of this measure using Bayesian inference, and identify sudden shifts in mobility patterns by monitoring the divergence between the short and long-term estimates. By estimating long-term dynamics, the method is also able to adapt to long-term trends in data. As a proof-of-concept, we apply this approach in a vehicular traffic scenario, where we demonstrate that the method can detect traffic accidents and distinguish these from regular events, such as traffic congestions

    COVID-19 causes record decline in global CO2 emissions

    The considerable cessation of human activities during the COVID-19 pandemic has affected global energy use and CO2 emissions. Here we show the unprecedented decrease in global fossil CO2 emissions from January to April 2020 was of 7.8% (938 Mt CO2 with a +6.8% of 2-{\sigma} uncertainty) when compared with the period last year. In addition other emerging estimates of COVID impacts based on monthly energy supply or estimated parameters, this study contributes to another step that constructed the near-real-time daily CO2 emission inventories based on activity from power generation (for 29 countries), industry (for 73 countries), road transportation (for 406 cities), aviation and maritime transportation and commercial and residential sectors emissions (for 206 countries). The estimates distinguished the decline of CO2 due to COVID-19 from the daily, weekly and seasonal variations as well as the holiday events. The COVID-related decreases in CO2 emissions in road transportation (340.4 Mt CO2, -15.5%), power (292.5 Mt CO2, -6.4% compared to 2019), industry (136.2 Mt CO2, -4.4%), aviation (92.8 Mt CO2, -28.9%), residential (43.4 Mt CO2, -2.7%), and international shipping (35.9Mt CO2, -15%). Regionally, decreases in China were the largest and earliest (234.5 Mt CO2,-6.9%), followed by Europe (EU-27 & UK) (138.3 Mt CO2, -12.0%) and the U.S. (162.4 Mt CO2, -9.5%). The declines of CO2 are consistent with regional nitrogen oxides concentrations observed by satellites and ground-based networks, but the calculated signal of emissions decreases (about 1Gt CO2) will have little impacts (less than 0.13ppm by April 30, 2020) on the overserved global CO2 concertation. However, with observed fast CO2 recovery in China and partial re-opening globally, our findings suggest the longer-term effects on CO2 emissions are unknown and should be carefully monitored using multiple measures

    Women constitute half of humankind and 40% of the global workforce. They are a growing proportion of the overseas migrant labour force. As workers, entrepreneurs and service providers they contribute actively to social and economic development.Yet women's economic and human rights, their contributions and priorities have been largely overlooked. They are more likely to be unemployed than men, dominate the unprotected informal sector, are more likely than men to be in part-time formal employment in most high income regions, spend more time than men in unpaid care-work globally, have lower levels of productivity and earn less than men for work of equal value and are poorly represented in public and corporate economic decision-making. Women workers in rural and urban areas have also been hard hit by the current financial and economic crisis, volatile food prices, the energy crisis, export driven agriculture and subsidized imports. Women need to be fully engaged in efforts to shape responses to these interfacing crises, both in terms of influencing the design and assessing the impacts of recovery packages from a gender perspective, and have an equal voice with men at all levels of economic decision-making.Empowering women economically and making them central to solutions is a moral imperative. But it also makes good economic sense. A growing body of research shows that enhancing women's economic participation improves national economies, increases household productivity and living standards, enhances the well being of children with positive long term impacts and can increase women's agency and overall empowerment

    The impact of agricultural activities on water quality: a case for collaborative catchment-scale management using integrated wireless sensor networks

    The challenge of improving water quality is a growing global concern, typified by the European Commission Water Framework Directive and the United States Clean Water Act. The main drivers of poor water quality are economics, poor water management, agricultural practices and urban development. This paper reviews the extensive role of non-point sources, in particular the outdated agricultural practices, with respect to nutrient and contaminant contributions. Water quality monitoring (WQM) is currently undertaken through a number of data acquisition methods from grab sampling to satellite based remote sensing of water bodies. Based on the surveyed sampling methods and their numerous limitations, it is proposed that wireless sensor networks (WSNs), despite their own limitations, are still very attractive and effective for real-time spatio-temporal data collection for WQM applications. WSNs have been employed for WQM of surface and ground water and catchments, and have been fundamental in advancing the knowledge of contaminants trends through their high resolution observations. However, these applications have yet to explore the implementation and impact of this technology for management and control decisions, to minimize and prevent individual stakeholder’s contributions, in an autonomous and dynamic manner. Here, the potential of WSN-controlled agricultural activities and different environmental compartments for integrated water quality management is presented and limitations of WSN in agriculture and WQM are identified. Finally, a case for collaborative networks at catchment scale is proposed for enabling cooperation among individually networked activities/stakeholders (farming activities, water bodies) for integrated water quality monitoring, control and management

    Power, Techno-economics, and Transatlantic Relations in 1987-1999

    This essay suggests that in 1987-1999 European elites, in their efforts of asymmetric balancing against the United States hegemony, decided to trade-off military capability for economic competitiveness. Thus, it documents a correlation between a) the reluctance of especially France and Germany during the 1990s to fully embrace and pursue the US-led RMA; and, b) the European Union's efforts since the late 1980s to challenge America's technological and economic supremacy in the aerospace sector. Two projects (Airbus and Galileo) indicate that the quest for strategic independence and the fear of reduced influence in international affairs were the driving forces behind European efforts to challenge the US commercial and technological supremacy in the aerospace sector in 1987-99. Furthermore, the article tries to identify what role the RMA played in this context (focusing in particular on Germany and France). It argues also that since the late 1980s (and especially during the 1990s), the European Commission and countries such as France and Germany perceived US policies in high-technology sectors (accentuated also by vigorous pursuit of the RMA) as limiting Europe’s abilities to advance its own agenda in international economic and security affairs
