The successful functioning of telecommunication networks largely depends on the effectiveness of algorithms for detection and protection against overloads. The article describes the main differences that arise when forecasting, monitoring and managing congestion at the node level and at the channel level. An algorithm for detecting congestion by estimating the entropy of time distributions of traffic parameters is proposed. The entropy measures of data sets for various types of model distribution, in particular for the Pareto distribution, which optimally describes the behavior of self-similar random processes, were calculated and analyzed. The advantages of this approach include scalability, sensitivity to changes in distributions of traffic characteristics and ease of implementation and accessible interpretation.

RAICS as advanced cloud backup technology in telecommunication networks

Data crashes can cause unpredictable and even hard-out effects for an enterprise or authority. Backup strategies as antidote unify a complex of organizational and technical measures that are necessary for data restoring, processing and transfer as well as for data security and defense against its loss, crash and tampering. High-performance modern Internet allows delivery of backup functions and is complemented by attractive (mobile) services with a Quality of Service comparable to that in Local Area Networks. One of the most efficient backup strategies acts the delegation of this functionality to an external provider, an online or Cloud Storage system. This article argues for a consideration of intelligently distributed backup over multiple storage providers in addition to the use of local resources. Some examples of Cloud Computing deployment in the USA, the European Union as well as in Ukraine and the Russian Federation are introduced to identify the benefits and challenges of distributed backup with Cloud Storage

Feasibility and Usability of Tele-interview for Medical Residency Interview

    Get PDF
Every year in the United States, medical students and residency programs dedicate millions of dollars to the residency matching process. On-site interviews for training positions involve tremendous financial investment, and time spent detracts from educational pursuits and clinical responsibilities. Students are usually required to fund their own travel and accommodations, adding additional financial burdens to an already costly medical education. Similarly, residency programs allocate considerable funds to interview-day meals, tours, staffing, and social events. With the rapid onslaught of innovations and advancements in the field of telecommunication, technology has become ubiquitous in the practice of medicine. Internet applications have aided our ability to deliver appropriate, evidence-based care at speeds previously unimagined. Wearable medical tech allows physicians to monitor patients from afar, and telemedicine has emerged as an economical means by which to provide care to all corners of the world. It is against this backdrop that we consider the integration of technology into the residency application process. This article aims to assess the implementation of technology in the form of web-based interviewing as a viable means by which to reduce the costs and productivity losses associated with traditional in-person interview days

Hybrid algorithms for independent batch scheduling in grids

Grid computing has emerged as a wide area distributed paradigm for solving large-scale problems in science, engineering, etc. and is known as the family of eScience grid-enabled applications. Computing planning of incoming jobs efficiently with available machines in the grid system is the main requirement for optimised system performance. One version of the problem is that of independent batch scheduling, in which jobs are assumed to be independent and are scheduled in batches aimed at minimising the makespan and flowtime. Given the hardness of the problem, heuristics are used to find high quality solutions for practical purposes of designing efficient grid schedulers. Recently, considerable efforts were spent in implementing and evaluating not only stand-alone heuristics and meta-heuristics, but also their hybridisation into even higher level algorithms. In this paper, we present a study on the performance of two popular algorithms for the problem, namely Genetic Algorithms (GAs) and Tabu Search (TS) and two hybridisations involving them, namely, the GA (TS) and GA-TS, which differ in the way the main control and cooperation among GA and TS are implemented. The hierarchic and simultaneous optimisation modes are considered for the bi-objective scheduling problem. Evaluation is done using different grid scenarios generated by a grid simulator. The computational results showed that the hybrid algorithm outperforms both the GA and TS for the makespan parameter, but not for the flowtime parameter.Peer ReviewedPostprint (author's final draft

The Role of Public Service Broadcasters in the Era of Convergence A Case Study of Televisió de Catalunya

The development of the convergence process has several implications in the reconfiguration of the media landscape. Public services broadcasters have new opportunities to fulfil their public service duties in a new competitive environment, which involves developing new applications on new platforms. Televisió de Catalunya, the public service broadcaster (PSB) of Catalonia, has developed a clear strategy in this new convergent environment, applying its traditional know-how to new interactive and digital media according to its public mission and getting positive feedback.convergence; public service broadcasting; interactive TV; bandwidth; 3G services; multimedia and digital divide
