The paper presents Tozer's study of the effects of the mechanization of productive activities on employment as an effort to devise a mathematical model, as an analytical method that would be more general and robust than Ricardo's numerical examples. The contradictory nature of this achievement is emphasized: while with the help of algebra Tozer made significant progress in model building in economics, it is argued that his contribution to a deeper understanding of the phenomenon under study is much less satisfactory, due to the difficulties he faced in his effort to incorporate consumption and demand into a classical analytical framework

Efficiency Effects Zimbabwe’s Agricultural Mechanization and Fast Track Land Reform Programme: A Stochastic Frontier Approach
A development goal pursued by the Zimbabwean government even before the much-maligned fast track land reform programme (FTLRP) was expansion of agricultural production through agricultural mechanization. This goal has been pursued through the acquisition and use of tractors by arable crop farmers in communal and resettlement state land delineated during the period following the launch of the FTLRP. This research project investigated the combined impacts of mechanization and an unplanned land reform on agricultural productivity in the Bindura district of Zimbabwe. The existing land policy and the issue of technical efficiency in agricultural productivity are assumed to be the drivers of the programme. It is likely that these issues will be important considerations in determining the sustainability of the mechanization policy. A multistage sampling technique was used to randomly select 90 farmers in the study area and structured questionnaires were used to collect demographic, investment and production data which were subsequently fitted by means of the Stochastic Frontier Model. Results revealed that mechanization was an important factor in the performance of the farmers who participated in the programme. The results also suggest that availability of land and access to production resources are crucial to farm productivity. Despite these, overall production and productivity remain low and the hyperinflationary situation triggered by supply constraints are only beginning to slightly ease. Double elevation: Autonomous weapons and the search for an irreducible law of war
What should be the role of law in response to the spread of artificial intelligence in war? Fuelled by both public and private investment, military technology is accelerating towards increasingly autonomous weapons, as well as the merging of humans and machines. Contrary to much of the contemporary debate, this is not a paradigm change; it is the intensification of a central feature in the relationship between technology and war: Double elevation, above one's enemy and above oneself. Elevation above one's enemy aspires to spatial, moral, and civilizational distance. Elevation above oneself reflects a belief in rational improvement that sees humanity as the cause of inhumanity and de-humanization as our best chance for humanization. The distance of double elevation is served by the mechanization of judgement. To the extent that judgement is seen as reducible to algorithm, law becomes the handmaiden of mechanization. In response, neither a focus on questions of compatibility nor a call for a 'ban on killer robots' help in articulating a meaningful role for law. Instead, I argue that we should turn to a long-standing philosophical critique of artificial intelligence, which highlights not the threat of omniscience, but that of impoverished intelligence. Therefore, if there is to be a meaningful role for law in resisting double elevation, it should be law encompassing subjectivity, emotion and imagination, law irreducible to algorithm, a law of war that appreciates situated judgement in the wielding of violence for the collective
Increasing Kenya's Agricultural Competitiveness: Farm Level Issues
The objective of this paper is to address the farm level issues that affect the production costs and so the competitiveness of domestic food and commercial production. It compares domestic production prices of key food commodities with the equivalent parity prices to assess the extent to which the domestic prices for maize, wheat, and sugar, and export and domestic crops are competitive. This paper identifies and assesses the factors that influence domestic production costs. TWENTY-FIVE YEARS OF RESEARCH ON WOMEN FARMERS IN AFRICA: LESSONS AND IMPLICATIONS FOR AGRICULTURAL RESEARCH INSTITUTIONS; WITH AN ANNOTATED BIBLIOGRAPHY
Based on an extensive review of the literature on women farmers in Africa, this paper explores the potential reasons why women farmers have not adopted improved maize technologies and discusses the implications for agricultural research. Women farmers are often constrained by their lack of access to labor, land, and inputs. In addition, women may prefer different outputs than men. Finally, the dynamics of household decision-making affects technology adoption; roles and responsibilities within the household are often renegotiated when new technologies are adopted, and women may be reluctant to provide labor if they do not receive some of the benefits. Each section of this paper includes a number of questions that may provide insights into the gender roles and dynamics in a particular community. Three general conclusions can be drawn from the available literature. First, there is enormous complexity and heterogeneity among African households. Second, there is no simple way to summarize gender roles within African households and communities. Third, gender roles and responsibilities are dynamic; in particular, they change with new economic circumstances.
