    The generalized dice similarity measures for multiple attribute decision making with hesitant fuzzy linguistic information

    In this paper, we shall present some novel Dice similarity measures of hesitant fuzzy linguistic term sets and the generalized Dice similarity measures of hesitant fuzzy linguistic term sets and indicate that the Dice similarity measures and asymmetric measures (projection measures) are the special cases of the generalized Dice similarity measures in some parameter values. Then, we propose the generalized Dice similarity measures-based multiple attribute decision making models with hesitant fuzzy linguistic term sets. Finally, a practical example concerning the evaluation of the quality of movies is given to illustrate the applicability and advantage of the proposed generalized Dice similarity measure

    A contribution to consensus modeling in decision-making by means of linguistic assessments

    Decision-making is an active field of research. Specifically, in recent times, a lot of contributions have been presented on decision-making under linguistic assessments. To tackle this kind of processes, hesitant fuzzy linguistic term sets have been introduced to grasp the uncertainty inherent in human reasoning when expressing preferences. This thesis introduces an extension of the set of hesitant fuzzy linguistic term sets to capture differences between non-compatible assessments. Based on this extension, a distance between linguistic assessments is defined to quantify differences between several opinions. This distance is used in turn to present a representative opinion from a group in a decision-making process. In addition, different consensus measures are introduced to determine the level of agreement or disagreement within a decision-making group and are used to define a decision maker’s profile to keep track of their dissension with respect to the group as well as their level of hesitancy. Furthermore, with the aim of allowing decision makers to choose the linguistic terms that they feel more comfortable with, the concept of free double hierarchy hesitant fuzzy linguistic term set is developed in this thesis. Finally, a new approach of the TOPSIS methodology for processes in which the assessments are given by means of free double hierarchy hesitant fuzzy information is presented to rank alternatives under these circumstances.Postprint (published version

    Pairwise Comparison and Distance Measure of Hesitant Fuzzy Linguistic Term Sets

    A hesitant fuzzy linguistic term set (HFLTS), allowing experts using several possible linguistic terms to assess a qualitative linguistic variable, is very useful to express people’s hesitancy in practical decision-making problems. Up to now, a little research has been done on the comparison and distance measure of HFLTSs. In this paper, we present a comparison method for HFLTSs based on pairwise comparisons of each linguistic term in the two HFLTSs. Then, a distance measure method based on the pairwise comparison matrix of HFLTSs is proposed, and we prove that this distance is equal to the distance of the average values of HFLTSs, which makes the distance measure much more simple. Finally, the pairwise comparison and distance measure methods are utilized to develop two multicriteria decision-making approaches under hesitant fuzzy linguistic environments. The results analysis shows that our methods in this paper are more reasonable

    RISK PRIORITY EVALUATION OF POWER TRANSFORMER PARTS BASED ON HYBRID FMEA FRAMEWORK UNDER HESITANT FUZZY ENVIRONMENT

    The power transformer is one of the most critical facilities in the power system, and its running status directly impacts the power system's security. It is essential to research the risk priority evaluation of the power transformer parts. Failure mode and effects analysis (FMEA) is a methodology for analyzing the potential failure modes (FMs) within a system in various industrial devices. This study puts forward a hybrid FMEA framework integrating novel hesitant fuzzy aggregation tools and CRITIC (Criteria Importance Through Inter-criteria Correlation) method. In this framework, the hesitant fuzzy sets (HFSs) are used to depict the uncertainty in risk evaluation. Then, an improved HFWA (hesitant fuzzy weighted averaging) operator is adopted to fuse risk evaluation for FMEA experts. This aggregation manner can consider different lengths of HFSs and the support degrees among the FMEA experts. Next, the novel HFWGA (hesitant fuzzy weighted geometric averaging) operator with CRITIC weights is developed to determine the risk priority of each FM. This method can satisfy the multiplicative characteristic of the RPN (risk priority number) method of the conventional FMEA model and reflect the correlations between risk indicators. Finally, a real example of the risk priority evaluation of power transformer parts is given to show the applicability and feasibility of the proposed hybrid FMEA framework. Comparison and sensitivity studies are also offered to verify the effectiveness of the improved risk assessment approach

    Understanding location decisions of energy multinational enterprises within the European smart cities’ context: An integrated AHP and extended fuzzy linguistic TOPSIS method

    Becoming a smart city is one of the top priorities in the urban agenda of many European cities. Among the various strategies in the transition path, local governments seek to bring innovation to their cities by encouraging multinational enterprises to deploy their green energy services and products in their municipalities. Knowing how to attract these enterprises implies that political leaders understand the multi-criteria decision problem that the energy sector enterprises face when deciding whether to expand to one city or another. To this end, the purpose of this study is to design a new manageable and controllable framework oriented to European cities’ public managers, based on the assessment of criteria and sub-criteria governing the strategic location decision made by these enterprises. A decision support framework is developed based on the AHP technique combined with an extended version of the hesitant fuzzy linguistic TOPSIS method. The main results indicate the higher relative importance of government policies, such as degree of transparency or bureaucracy level, as compared to market conditions or economic aspects of the city’s host country. These results can be great assets to current European leaders, they show the feasibility of the method and open up the possibility to replicate the proposed framework to other sectors or geographical areas.The authors acknowledge the support from the European Union “Horizon 2020 Research and Innovation Programme” under the grant agreements No 731297.     Interval-valued 2-tuple hesitant fuzzy linguistic term set and its application in multiple attribute decision making

    [EN] The hesitant fuzzy linguistic term sets can retain the completeness of linguistic information elicitation by assigning a set of possible linguistic terms to a qualitative variable. However, sometimes experts cannot make sure that the objects attain these possible linguistic terms but only provide the degrees of confidence to express their hesitant cognition. Given that the interval numbers can denote the possible membership degrees that an object belongs to a set, it is suitable and convenient to provide an interval-valued index to measure the degree of a linguistic variable to a given hesitant fuzzy linguistic term set. Inspired by this idea, we introduce the concept of interval-valued 2-tuple hesitant fuzzy linguistic term set (IV2THFLTS) based on the interval number and the hesitant fuzzy linguistic term set. Then, we define some interval-valued 2-tuple hesitant fuzzy linguistic aggregation operators. Afterwards, to overcome the instability of subjective weights, we propose a method to compute the weights of attributes. For the convenience of application, a method is given to solve the multiple attribute decision making problems with IV2THFLTSs.
