    Air passenger transport and regional development : cause and effect in Europe

    This article scrutinizes the mutual and complex causal relationship between air passenger transport and regional development in the European NUTS2-regions with heterogeneous Granger causality analysis between 2002 and 2011. Employment is used as a relatively robust and measurable indicator of a region's development and employment in the services sector and in the manufacturing sector is treated separately to discern basic sectoral variances. The proposed methodology allows investigating (i) if air transport in the European regions causally influences employment, (ii) if employment also leads to higher transport levels, and (iii) regional variations in this causal relationship. The results show that both directions of causality occur among the European urban regions, albeit very geographically fragmented. This indicates that air passenger transport is a necessary part of, but not sufficient condition for generating regional development. The more abundant relationships for employment in the services sector confirm the sensitivity of the services industry to air passenger transport

    Smart driving aids and their effects on driving performance and driver distraction

    In-vehicle information systems have been shown to increase driver workload and cause distraction; both of which are causal factors for accidents. This simulator study evaluates the impact that two designs for a smart driving aid, and scenario complexity have on workload, distraction and driving performance. Results showed that real-time delivery of smart driving information did not increase driver workload or adversely effect driver distraction, while having the effect of decreasing mean driving speed in both the simple and complex driving scenarios. Subjective workload was shown to increase with task difficulty, as well as revealing important differences between the two interface designs

Copyright @ 2009 Elsevier B.V.This study discusses a decision support framework that guides policy makers in their strategic transportation related decisions by using multi-methodology. For this purpose, a methodology for analyzing the effects of transportation policies on environment, society, economy, and energy is proposed. In the proposed methodology, a three-stage problem structuring model is developed. Initially, experts’ opinions are structured by using a cognitive map to determine the relationships between transportation and environmental concepts. Then a structural equation model (SEM) is constructed, based on the cognitive map, to quantify the relations among external transportation and environmental factors. Finally the results of the SEM model are used to evaluate the consequences of possible policies via scenario analysis. In this paper a pilot study that covers only one module of the whole framework, namely transportation–environment interaction module, is conducted to present the applicability and usefulness of the methodology. This pilot study also reveals the impacts of transportation policies on the environment. To achieve a sustainable transportation system, the extent of the relationships between transportation and the environment must be considered. The World Development Indicators developed by the World Bank are used for this purpose

    Evaluating health effects of transport interventions: methodologic case study

    Background: There is little evidence about the effects of environmental interventions on population levels of physical activity. Major transport projects may promote or discourage physical activity in the form of walking and cycling, but researching the health effects of such “natural experiments” in transport policy or infrastructure is challenging. Methods: Case study of attempts in 2004–2005 to evaluate the effects of two major transport projects in Scotland: an urban congestion charging scheme in Edinburgh, and a new urban motorway (freeway) in Glasgow. Results: These interventions are typical of many major transport projects. They are unique to their context. They cannot easily be separated from the other components of the wider policies within which they occur. When, where, and how they are implemented are political decisions over which researchers have no control. Baseline data collection required for longitudinal studies may need to be planned before the intervention is certain to take place. There is no simple way of defining a population or area exposed to the intervention or of defining control groups. Changes in quantitative measures of health-related behavior may be difficult to detect. Conclusions: Major transport projects have clear potential to influence population health, but it is difficult to define the interventions, categorize exposure, or measure outcomes in ways that are likely to be seen as credible in the field of public health intervention research. A final study design is proposed in which multiple methods and spatial levels of analysis are combined in a longitudinal quasi-experimental study

    Reclaiming public space: The economic, environmental, and social impacts of Bogotá's transformation

    Over the course of a few short years, the city of Bogotá (Colombia) has dramatically transformed the quality of its public space. This session presents primary and secondary data documenting the economic, environmental, and social benefits of improved public space and urban mobility. Bogotá has benefited from a series of political leaders with a highly progressive view on the importance of urban space. This high degree of political will contributed to dramatic changes in several areas, including: 1. Reclamation of public space; 2. Improvement of public transport; 3. Promotion of non-motorised transport; and, 4. Implementation of auto restriction measures. The near simultaneous application of these policies has produced quantifiable benefits to the quality of life of city residents. The research shows that property values in areas with urban upgrades have appreciated considerably when compared to a control group of similar properties. Additionally, the research shows employment benefits from the city’s Sunday “ciclovía” (closing of streets to motorised vehicles) is significantly greater than week-day auto-related employment along the same corridors. Air quality monitoring shows emission reductions by as much as 40 per cent for some pollutants. Social indicators related to accidents, crime levels, and equity are also quite positive. Traffic deaths have been reduced from over 1,300 in 1995 to less than 700 in 2002. Bogotá’s transformation has attracted visits by city officials from over 50 nations. The replicability of Bogotá’s successes will depend upon local circumstances, and especially upon levels of local political will. Further documentation of the economic, environmental, and social benefits stemming from Bogotá’s efforts will help instil the confidence of city officials to move ahead with urban transformations of their own

It has been suggested that particles from combustion sources are more relevant to human health than are particles from other sources, but the impact of policies directed at reducing PM from combustion processes is usually relatively small when effects are estimated for a reduction in the total mass concentration
