Copyright @ 2009 Elsevier B.V.This study discusses a decision support framework that guides policy makers in their strategic transportation related decisions by using multi-methodology. For this purpose, a methodology for analyzing the effects of transportation policies on environment, society, economy, and energy is proposed. In the proposed methodology, a three-stage problem structuring model is developed. Initially, experts’ opinions are structured by using a cognitive map to determine the relationships between transportation and environmental concepts. Then a structural equation model (SEM) is constructed, based on the cognitive map, to quantify the relations among external transportation and environmental factors. Finally the results of the SEM model are used to evaluate the consequences of possible policies via scenario analysis. In this paper a pilot study that covers only one module of the whole framework, namely transportation–environment interaction module, is conducted to present the applicability and usefulness of the methodology. This pilot study also reveals the impacts of transportation policies on the environment. To achieve a sustainable transportation system, the extent of the relationships between transportation and the environment must be considered. The World Development Indicators developed by the World Bank are used for this purpose

    An integrated MCDM approach to evaluate public transportation systems in Tehran

    Public transportation is one of the most important systems in transportation, especially in big and crowded cities. As a result, evaluation of public transportation systems is a strategic decision-making problem for both private and public sections. In this paper, the problem of public transportation passengers in Tehran is addressed and their satisfaction levels are assessed by using passenger satisfaction survey. An integrated MCDM approach is proposed for evaluation of public transportation systems based on Delphi method, group analytic hierarchy process (GAHP) and preference ranking organization method for enrichment of evaluations (PROMETHEE). The proposed model provides more reliable and realistic results and introduces directions for future improvements of public transportation service quality. A sensitivity analysis is applied to investigate the influence of criteria weights on the decision making problem. As a conclusion, the most important public transportation systems in Tehran orderly are: metro, taxi, BRT, bus and van. Therefore, Tehran Municipality and policy makers should encourage and support the previously mentioned systems

    Ex-Ante Evaluation of Exclusive Bus Lanes Implementation

    This article presents a comprehensive approach for the ex-ante evaluation and the identification of relevant impacts related to the implementation of Exclusive Bus Lanes (EBL). It proposes indicators to measure the impacts related to key stakeholders: public transport operators, taxis, private vehicle drivers and passengers, as well as society regarding energy and the environment. Impact values are estimated from the application of relevant transportation planning models. The ex-ante evaluation method is based on cost-benefit analysis (CBA) and is designed to assist any decision regarding implementation of EBL by determining whether it is beneficial. To demonstrate the capability of the approach, a numerical application is provided for an area in Athens where EBLs were introduced to accommodate traffic for the Athens 2004 Olympic Games
