    [From Overview] The European Conference on Vocational Rehabilitation and Employment of Persons with Disabilities was held in Warsaw, Poland, on 23-25 October 2003. The Conference was organized jointly by the Ministry of Economy, Labour and Social Policy of the Republic of Poland and the International Labour Organization’s Regional Office for Europe and Central Asia in Geneva and Subregional Office in Budapest, in cooperation with the Central European Initiative. The overall purpose of the European Conference was to review the progress of legislation and practice over the past ten years in the field of vocational rehabilitation of persons with disabilities and the improvement of their labour market situation, particularly in countries in the process of transition; to discuss issues connected with the adjustment to European Union standards of legislation on the vocational rehabilitation and employment of persons with disabilities; and to develop recommendations that would provide guidelines for activities and instruments aimed at promoting the vocational activity of persons with disabilities and supporting their employment

    Review of state of knowledge regarding the safety, access and usability needs of children with disabilities

    Within European countries and the European Union, there is wide recognition that special consideration must be given to the needs of both people with disabilities and to young people. In terms of ergonomics design, consideration needs to be given to access to public buildings, safety in the home, school buildings and educational services, ability to make use of public transport, etc. This research focused on children who also have disabilities, an area that is less well understood and where it is uncertain whether standards or legislation exist. Interviews and discussions with experts were conducted to locate knowledge about design for disabled children in different contexts. This document reports the results of the research sponsored by ANEC (www.anec.org). The study identified relevant standards, legislation or guidelines within Europe and outside which could potentially be employed by the standards bodies within the European Union and promulgated more widely. The report also showed that there are gaps in knowledge indicating a requirement for further research to be carried out to generate suitable guidelines for standards bodies to consider

    Needs assessment analysis within the ISOLEARN project focused on under-researched topic of needs in education process of visually and hearing impaired students in HE in Europe. Applying a mixed-method design with desk research, a web survey with students and in-depth interviews with representatives of higher education institutions revealed valuable feedback for increasing the understanding on needs of this vulnerable group. These two groups need different adaptations as they have different needs. Also we can say they are not satisfied with current adaptations and there is a lot of room for improvement. From the interviews and also desk research we can conclude, that the institutions are trying to help students on their way to academic success, but results of the survey shows, that they (institutions) are successful only to a certain extent.info:eu-repo/semantics/publishedVersio

    Accommodating persons with sensory disabilities in South African copyright law

    This dissertation investigates whether the needs of persons with sensory disabilities are accommodated in South African copyright law. Of the approximately 44,8 million people in South Africa counted in Census 2001, 2,3 million were reported as disabled. Of these, 577 000 (1,3 per cent) had a visual disability, 314 000 (0,7 per cent) a hearing disability, whilst others had physical, intellectual and communication disabilities, some with multiple disabilities too. Persons with sensory disabilities, such as visual, hearing and related impairments, experience barriers to accessing information on a daily basis. The dissertation explores barriers in the copyright law and seeks ways to remedy the situation so as to facilitate access to information, particularly for educational, personal and other purposes. To contextualise this research, international and regional copyright trends are explored to establish whether intellectual property agreements allow copyright limitations and exceptions for persons with sensory disabilities in national laws. In addition, the copyright laws of a large number of countries that have already adopted appropriate limitations and exceptions nationally are reviewed. The dissertation highlights the lack of attention that the access needs of persons with sensory disabilities have been afforded in the Copyright Act 98 of 1978, as well as related inadequacies in the Electronic Communications and Transactions Act 25 of 2002. South Africa’s non-compliance with certain international and national obligations relating to human rights and access to information is also highlighted within the context of copyright law. International human rights conventions, the South African Constitution and domestic anti-discriminatory laws all provide the framework for protecting the rights of persons with disabilities, yet their rights to access to knowledge have been neglected by government and the legislature.     This study, commissioned by the European Parliament's Policy Department for Cititizen's Rights and Constitutional Affairs at the request of the PETI Committee, analyses the European Disability Strategy 2010-2020 and makes recommendations regarding the new European Disability Strategy. The study reflects on the design and implementation of the current Strategy, as well as its achievements and shortcomings. The study makes recommendations in respect of the post-2020 European Disability Strategy. Those recommendations are addressed to the European Parliament, the European Commission and other EU institutions, Member States and key stakeholders, and relate to the groundwork needed to prepare the new Strategy, and the design, content and mechanisms for implementation and enforcement.<br/
