We show in this paper conditions under which solidarity can be a powerful instrument.     In the late 1990s, the Solidary Economy started to integrate initiatives of municipal governments to generate work and income in Brazil. Thus, this article has the purposeto reflect the process of institutionalization of public policy of Solidary Economy in S√£o Carlos city, S√£o Paulo state. Different forms of institutionalization are addressed: theimplantation of the Solidary Economy Public Center; the Municipal Law of Solidary Economy (which institutionalizes the Solidary Economy Support Program); the Municipal Council and Solidary Economy Fund; public spaces for commercialization and provision of services by Solidary Economy Enterprises (SEE) to the municipality. One of the guidelines of that public policy was to strengthen the organization of the Solidary Economy movement, considering that the participation of the beneficiaries of this policy in the discussions and decisions is essential for the construction of the Solidary Economy as a development strategy. This process, which respects the diversity and people‚Äôs reality, dialogue and effective collective participation, represented a differential in the form of management and provide meeting the SEE demands, ensuring more effectiveness in public policies. The need of transferring the focus on public managers, responsible for the support, to the workers, was the challenge. In S√£o Carlos, two factors were preponderant to progress in overcoming this challenge: the mobilization of concrete commercialization actions (generation of income) and the organization of Solidary Economy workers as a social movement.No final da d√©cada de 1990, a Economia Solid√°ria passou a integrar iniciativas de governos municipais para gera√ß√£o de trabalho e renda no Brasil. Assim, este artigo tem por objetivo retratar o processo de institucionaliza√ß√£o da pol√≠tica p√ļblica de Economia Solid√°ria no munic√≠pio de S√£o Carlos/SP. S√£o abordadas formas diferentes de institucionaliza√ß√£o: a implanta√ß√£o do Centro P√ļblico de Economia Solid√°ria; a Lei Municipal de Economia Solid√°ria (que institucionaliza o Programa de Fomento √ɬ† Economia Solid√°ria); o Conselho Municipal e Fundo de Economia Solid√°ria; e os espa√ßos p√ļblicos de comercializa√ß√£o e presta√ß√£o de servi√ßos por Empreendimentos de Economia Solid√°ria (EES) ao munic√≠pio. Uma das diretrizes da referida pol√≠tica p√ļblica foi fortalecer a organiza√ß√£o do movimento de Economia Solid√°ria, por considerar que a participa√ß√£o dos benefici√°rios dessa pol√≠tica nas discuss√Ķes e decis√Ķes √© essencial para a sua constru√ß√£o como estrat√©gia de desenvolvimento. Esse processo, que respeitou a diversidade e a realidade vivida pelas pessoas, proporcionou di√°logo e efetiva participa√ß√£o coletiva, representou um diferencial na forma de gest√£o e assegurou o atendimento √ɬ†s demandas dos EES, garantindo maior efetividade nas pol√≠ticas p√ļblicas. A necessidade de transferir o protagonismo dos gestores p√ļblicos, respons√°veis pelo fomento, para os/as trabalhadores/as era o desafio. Em S√£o Carlos, dois fatores foram preponderantes para avan√ßar na supera√ß√£o desse desafio: a mobiliza√ß√£o de a√ß√Ķes concretas de comercializa√ß√£o (gera√ß√£o de renda) e a organiza√ß√£o enquanto movimento social dos/as trabalhadores/as da Economia Solid√°ria

    Symbolic struggles over solidarity in times of crisis: trade unions, civil society actors and the political far right in Austria

    As a consequence of the recent financial and economic crisis, social cohesion and integration are in jeopardy all over Europe. In this context, scholars also speak of decreasing solidarity, which is defined as a normative obligation to help each other and to make sacrifices to reach common goals. By taking the empirical example of Austria, we argue that the meaning of solidarity is increasingly being contested. Various collective actors such as trade unions, civil society actors, but also right-wing populist parties are engaged in symbolic struggles over solidarity. To show this, we examine the different concepts and foundations of solidarity and analyse where and why they conflict with each other, referring to recent debates on political issues, such as the needs-based minimum benefit system and the access to the labour market for refugees

    [EN] The article is devoted to the research of the maim aspects of the solidarity economy, the substantiation of the expediency of implementing the principles of solidarity labor remuneration, as they are fundamental for the development of a solidarity directed social policy within the national economy. In the course of the study was considered principles of "solidary wage policy", indicators of labor mobility, wage growth, costs for wages, employment of the able-bodied population, influencing the solidarity of the wage system by the example of the countries of the European Union, as well as solidarity oriented system of the organization of calculation of the salary. In the article was considered the relevance of a solidarity economy as an economic activity organized for sustainable individual and collective development.[ES] El artículo está dedicado a la investigación de los aspectos más importantes de la economía solidaria, la comprobación de la conveniencia de implementar los principios de la remuneración laboral solidaria, ya que son fundamentales para el desarrollo de una política social solidaria dentro de la economía nacional. En el curso del estudio se consideraron los principios de "política salarial solidaria", indicadores de movilidad laboral, crecimiento salarial, costos salariales, empleo de la población no discapacitada, influyendo en la solidaridad del sistema salarial por el ejemplo de los países la Unión Europea, así como el sistema orientado a la solidaridad de la organización del cálculo del salario.
