Index for asset value measure obtained from condition monitoring digitalized data interpretation. A railway asset management application

stone to get a highest possible economic benefit in a sustainable way. An effective
asset value management demands method that allow measuring and comparing the
expected value with the real value realized at any time during its life cycle for value
informed decision-making. Digitalization is providing new data about events and
states related to asset condition and risk, information that can be reinterpreted to
generate value measure strategies. This paper presents a proposal of TVO (Total
Value of Ownership) model where it is possible to quantify and measure the value, including its monitoring throughout the life cycle of the asset and/or system.
Proposed TVO model is focused on Safety, one of the most relevant value factors for
Industry and Infrastructure sectors. Asset events and states are intrinsically linked to
the defined failure modes. Consequently, it is necessary to structure the system
information around the failure modes that have been defined, in order to obtain a
value measurement index. A railway use case is presented
A Review of the Enviro-Net Project
Ecosystems monitoring is essential to properly understand their development
and the effects of events, both climatological and anthropological in nature.
The amount of data used in these assessments is increasing at very high rates.
This is due to increasing availability of sensing systems and the development
of new techniques to analyze sensor data. The Enviro-Net Project encompasses
several of such sensor system deployments across five countries in the
Americas. These deployments use a few different ground-based sensor systems,
installed at different heights monitoring the conditions in tropical dry
forests over long periods of time. This paper presents our experience in
deploying and maintaining these systems, retrieving and pre-processing the
data, and describes the Web portal developed to help with data management,

Development of the Integrated Model of the Automotive Product Quality Assessment
Issues on building an integrated model of the automotive product quality assessment are studied herein basing on widely applicable methods and models of the quality assessment. A conceptual model of the automotive product quality system meeting customer requirements has been developed. Typical characteristics of modern industrial production are an increase in the production dynamism that determines the product properties; a continuous increase in the volume of information required for decision-making, an increased role of knowledge and high technologies implementing absolutely new scientific and technical ideas. To solve the problem of increasing the automotive product quality, a conceptual structural and hierarchical model is offered to ensure its quality as a closed system with feedback between the regulatory, manufacturing, and information modules, responsible for formation of the product quality at all stages of its life cycle. The three module model of the system of the industrial product quality assurance is considered to be universal and to give the opportunity to explore processes of any complexity while solving theoretical and practical problems of the quality assessment and prediction for products for various purposes, including automotive
Maintenance Strategies to Reduce Downtime Due to Machine Positional Errors

Overall Equipment Effectiveness (OEE). When managing machine tool maintenance a manufacturer must apply an appropriate decision technique in order to reveal hidden costs associated with production losses, reduce equipment downtime
competently and similarly identify the machines’ performance.
Total productive maintenance (TPM) is a maintenance program that involves concepts for maintaining plant and equipment effectively. OEE is a powerful metric of manufacturing performance incorporating measures of the utilisation, yield and efficiency of a given process, machine or manufacturing line. It supports TPM initiatives by accurately tracking progress towards achieving “perfect production.”
This paper presents a review of maintenance management methodologies and their application to positional error calibration decision-making. The purpose of this review is to evaluate the contribution of maintenance strategies, in particular TPM, towards improving manufacturing performance, and how they could be applied to reduce downtime due to inaccuracy of the machine. This is to find a balance between predictive
calibration, on-machine checking and lost production due to inaccuracy.
This work redefines the role of maintenance management techniques and develops a framework to support the process of implementing a predictive calibration program as a prime method to supporting the change of philosophy for machine tool calibration decision making.

Modelling rail track deterioration and maintenance: current practices and future needs
As commercialisation and privatisation of railway systems reach the political agendas in a number of countries, including Australia, the separation of infrastructure from operating business dictates that track costs need to be shared on an equitable basis. There is also a world-wide trend towards increased pressures on rail track infrastructure through increases in axle loads and train speeds. Such productivity and customer service driven pressures inevitably lead to reductions in the life of track components and increases in track maintenance costs. This paper provides a state-of-the-art review of track degradation modeling, as well as an overview of track maintenance decision support systems currently in use in North America and Europe. The essential elements of a maintenance optimisation model currently under development are also highlighted
A framework for effective management of condition based maintenance programs in the context of industrial development of E-Maintenance strategies
CBM (Condition Based Maintenance) solutions are increasingly present in industrial systems due to two
main circumstances: rapid evolution, without precedents, in the capture and analysis of data and
significant cost reduction of supporting technologies. CBM programs in industrial systems can become
extremely complex, especially when considering the effective introduction of new capabilities provided
by PHM (Prognostics and Health Management) and E-maintenance disciplines. In this scenario, any CBM
solution involves the management of numerous technical aspects, that the maintenance manager needs
to understand, in order to be implemented properly and effectively, according to the company’s strategy.
This paper provides a comprehensive representation of the key components of a generic CBM solution,
this is presented using a framework or supporting structure for an effective management of the CBM
programs. The concept “symptom of failure”, its corresponding analysis techniques (introduced by ISO
13379-1 and linked with RCM/FMEA analysis), and other international standard for CBM open-software
application development (for instance, ISO 13374 and OSA-CBM), are used in the paper for the
development of the framework. An original template has been developed, adopting the formal structure
of RCM analysis templates, to integrate the information of the PHM techniques used to capture the failure
mode behaviour and to manage maintenance. Finally, a case study describes the framework using the

Technologies for climate change adaptation: agricultural sector
This Guidebook presents a selection of technologies for climate change adaptation in the agricultural sector. A set of twenty two adaptation technologies are showcased that are primarily based on the principals of agroecology, but also include scientific technologies of climate and biological sciences complemented with important sociological and institutional capacity building processes that are required to make adaptation function. The technologies cover monitoring and forecasting the climate, sustainable water use and management, soil management, sustainable crop management, seed conservation, sustainable forest management and sustainable livestock management.
Technologies that tend to homogenize the natural environment and agricultural production have low possibilities of success in conditions of environmental stress that are likely to result from climate change. On the other hand, technologies that allow for, and indeed promote, diversity are more likely to provide a strategy which strengthens agricultural production in the face of uncertain future climate change scenarios. In this sense, the twenty two technologies showcased in this Guidebook have been selected because they facilitate the conservation and restoration of diversity while at the same time providing opportunities for increasing agricultural productivity. Many of these technologies are not new to agricultural production practices, but they are implemented based on assessment of current and possible future impacts of climate change in a particular location. Agro-ecology is an approach that encompasses concepts of sustainable production and biodiversity promotion and therefore provides a useful framework for identifying and selecting appropriate adaptation technologies for the agricultural sector.
The Guidebook provides a systematic analysis of the most relevant information available on climate change adaptation technologies in the agriculture sector. It has been compiled based on a literature review of key publications, journal articles, and e-platforms, and by drawing on documented experiences sourced from a range of organizations working on projects and programmes concerned with climate change adaptation technologies in the agricultural sector. Its geographic scope is focused on developing countries where high levels of poverty, agricultural production, climate variability and biological diversity currently intersect.
Key concepts around climate change adaptation are not universally agreed. It is therefore important to understand local contexts – especially social and cultural norms - when working with national and sub-national stakeholders to make informed decisions about appropriate technology options. Thus, decision-making processes should be participative, facilitated, and consensus-building oriented and should be based on the following key guiding principles: increasing awareness and knowledge, strengthening institutions, protecting natural resources, providing financial assistance and developing context-specific strategies.
For decision-making the Community–Based Adaptation framework is proposed for creating inclusive governance that engages a range of stakeholders directly with local or district government and national coordinating bodies, and facilitates participatory planning, monitoring and implementation of adaptation activities. Seven criteria are suggested for the prioritization of adaptation technologies: (i) The extent to which the technology maintains or strengthens biological diversity and is environmentally sustainable; (ii) The extent to which the technology facilitates access to information systems and awareness of climate change information; (iii) Whether the technology support water, carbon and nutrient cycles and enables stable and/or increased productivity; (iv) Income-generating potential, cost-benefit analysis and contribution to improved equity; (v) Respect for cultural diversity and facilitation of inter-cultural exchange; (vi) Potential for integration into regional and national policies and can be scaled-up; (vii) The extent to which the technology builds formal and information institutions and social networks.
Finally, recommendations are set out for practitioners and policy makers:
• There is an urgent need for improved climate modelling and forecasting which can provide a basis for informed decision-making and the implementation of adaptation strategies. This should include traditional knowledge.
• Information is also required to better understand the behaviour of plants, animals, pests and diseases as they react to climate change.
• Potential changes in economic and social systems in the future under different climate scenarios should also be investigated so that the implications of adaptation strategy and planning choices are better understood.
• It is important to secure effective flows of information through appropriate dissemination channels. This is vital for building adaptive capacity and decision-making processes.
• Improved analysis of adaptation technologies is required to show how they can contribute to building adaptive capacity and resilience in the agricultural sector. This information needs to be compiled and disseminated for a range of stakeholders from local to national level.
• Relationships between policy makers, researchers and communities should be built so that technologies and planning processes are developed in partnership, responding to producers’ needs and integrating their knowledge
Strategic view of an assets health index for making long-term decisions in different industries
Libro en Open AccessAn Asset Health Index (AHI) is a tool that processes data about asset’s condition. That
index is intended to explore if alterations can be generated in the health of the asset along its life cycle.
These data can be obtained during the asset’s operation, but they can also come from other information
sources such as geographical information systems, supplier’s reliability records, relevant external agent’s
records, etc. The tool (AHI) provides an objective point of view in order to justify, for instance, the extension
of an asset useful life, or in order to identify which assets from a fleet are candidates for an early
replacement as a consequence of a premature aging. This paper develops a model applicable to different
classes of equipment and industrial sectors. A review of the main cases where the asset health index has
been applied is included. Likewise, advantages and disadvantages in the application of this kind of tools
are revealed, providing a guide for a research line related to the general application of this tool
Analysis of pavement condition survey data for effective implementation of a network level pavement management program for Kazakhstan
Pavement roads and transportation systems are crucial assets for promoting political stability, as well as economic and sustainable growth in developing countries. However, pavement maintenance backlogs and the high capital costs of road rehabilitation require the use of pavement evaluation tools to assure the best value of the investment. This research presents a methodology for analyzing the collected pavement data for the implementation of a network level pavement management program in Kazakhstan. This methodology, which could also be suitable in other developing countries’ road networks, focuses on the survey data processing to determine cost-effective maintenance treatments for each road section.
