Perspectives of Elementary Teachers, Counselors and Administrators on Restorative Practices in Elementary Schools: A Phenomenological Study
The purpose of this transcendental phenomenological study was to describe the implementation experiences and practices of restorative justice in education whose goal is to improve social-emotional skills, as well as reduce suspension rates among students, for K-5 elementary teachers, counselors and administrators at one elementary school in Virginia. This study examined the phenomena of restorative justice practices in schools and experiences of those involved. The theory guiding this study was Bandura’s social learning theory. The central research question to be addressed was: What are the experiences of teachers, counselors and administrators with restorative justice practices in elementary school as it relates to improving social-emotional learning in order to reduce misbehavior and suspension rates in Virginia? The school site was an elementary school in an equally split between urban and rural area in Virginia. The school involved in the study serves students in grades PK-5. The participants included 11 teachers, a counselor and an administrator that have used restorative practices in their school and classroom, as well as those who have actively participated in the implementation of restorative practices in their educational settings. These participants were selected through snowball samplings. After collecting data that included a demographic survey, interviews, document analysis as well as focus groups and analyzing the data using the seven steps from Moustakas (1994), each individual interview and the in-person focus group were transcribed using the Temi transcription application and entered in to MaxQDA. Statements, ideas, words, and phrases that appeared regularly were highlighted and categorized into individual groups and themes. In the Beginning... A Legacy of Computing at Marshall University
This book provides a brief history of the early computing technology at Marshall University, Huntington, W.Va., in the forty years: 1959-1999. This was before the move to Intel and Windows based servers. After installation of an IBM Accounting Machine in 1959, which arguably does not fit the modern definition of a computer, the first true computer arrived in 1963 and was installed in a room below the Registrar’s office. For the next twenty years several departments ordered their own midrange standalone systems to fit their individual departmental requirements. These represented different platforms from different vendors, and were not connected to each other. At the same time, the Marshall Computer Center developed an interconnected, multi-processor environment. With the software problems of year 2000, and the I/T move to the new Drinko Library, several systems were scrapped. New systems were installed on the pc server platforms. This book includes images of the various systems, several comments from users, and hardware and software descriptions
An Analysis of Applications Development Systems for Remotely Sensed, Multispectral Data for the Earth Observations Division of the NASA Lyndon B. Johnson Space Center
An application development system (ADS) is examined for remotely sensed, multispectral data at the Earth Observations Division (EOD) at Johnson Space Center. Design goals are detailed, along with design objectives that an ideal system should contain. The design objectives were arranged according to the priorities of EOD's program objectives. Four systems available to EOD were then measured against the ideal ADS as defined by the design objectives and their associated priorities. This was accomplished by rating each of the systems on each of the design objectives. Utilizing the established priorities, it was determined how each system stood up as an ADS. Recommendations were made as to possible courses of action for EOD to pursue to obtain a more efficient ADS
The direct effect of the Aarhus Convention as seen by the French 'Conseil d'Etat'

It is now necessary to have a look at its application by the french juges, starting with the direct effect of this Convention in French Law. After recalling the criterias used by the french judges to appreciate the direct effect, we have to note that only few provisions of the Aarhus Convention are directly applicable in French law.La Convention d'Aarhus a été ratifiée par la France au début des années 2000. Il convient dès lors d'en examiner l'application par le juge français, à commencer par l'effet direct de cette Convention en droit français. Après avoir rappelé les critères utilisés par le juge français pour apprécier l'effet direct des conventions internationales, force est de constater que le juge administratif français écarte l'effet direct de la plupart des dispositions de cette convention
Subversion Over OpenNetInf and CCNx
We describe experiences and insights from adapting the Subversion version control system to use the network service of two information-centric networking (ICN) prototypes: OpenNetInf and CCNx. The evaluation is done using a local collaboration scenario, common in our own project work where a group of people meet and share documents through a Subversion repository.
The measurements show a performance benefit already with two clients in some of the studied scenarios, despite being done on un-optimised research prototypes. The conclusion is that ICN clearly is beneficial also for non mass-distribution applications.
It was straightforward to adapt Subversion to fetch updated files from the repository using the ICN network service. The adaptation however neglected access control which will need a different approach in ICN than an authenticated SSL tunnel. Another insight from the experiments is that care needs to be taken when implementing the heavy ICN hash and signature calculations. In the prototypes, these are done serially, but we see an opportunity for parallelisation, making use of current multi-core processors
Androgenesis induction in microspore culture of sweet pepper (Capsicum annuum L.)
Isolated microspore culture experiments were
carried out in sweet pepper (Capsicum annuum L.) F1
hybrid genotypes. In the first experiment, four culture media
(W14, B5, MS and NLN) were compared to test their
effectiveness in inducing the formation of microsporederived
structures in two genotypes. The experiments
revealed the superiority of B5 medium. In the second
experiment, the effects of different ratios of 2,4-dichlorophenoxyacetic
acid (2,4-D) (0, 0.1, 0.2 and 0.5 mg l-1) and
kinetin (0, 0.2 and 0.5 mg l-1) were also investigated in B5
medium with two genotypes. The effect of growth regulators
were investigated on the production of microsporederived
calli and embryo-like structures (ELSs), the ratio of
the two and plant regeneration (number of regenerated
plantlets) in microspore culture. The histological experiments
revealed the differences between the microsporederived
ELSs and calli. The most promising results were
obtained on the investigated parameters in the presence of
0.1 mg l-1 2,4-D and 0.2 mg l-1 kinetin producing the
highest number of plantlets in both genotypes tested. In the
response of 11 genotypes, the androgenesis induction was
successful in each sweet pepper genotypes tested using the
best basic medium and growth regulators combination.
In case of 11 genotypes, the number of ELSs ranged from
20 to 100/Petri dish (an average of 48.1 ELS/Petri dish),
while the number of green plantlets varied from 0 to 8
plantlets/Petri dish (an average of 1.5 plantlets/Petri dish)
depending on the genotype. The spontaneous rediploidization
rate obtained was 25% in isolated microspore
How Payment Systems Affect Physicians' Provision Behaviour – An Experimental Investigation
Understanding how physicians respond to incentives from payment schemes is a central concern in health economics research. We introduce a controlled laboratory experiment to analyse the influence of incentives from fee-for-service and capitation payments on physicians’ supply of medical services. In our experiment, physicians choose quantities of medical services for patients with different states of health. We find that physicians provide significantly more services under fee-for-service than under capitation. Patients are overserved under fee-forservice and underserved under capitation. However, payment incentives are not the only motivation for physicians’ quantity choices, as patients’ health benefits are of considerable importance as well. We find that patients in need of a high (low) level of medical services receive a larger health benefit under fee-for-service (capitation).Physician payment system; laboratory experiment; incentives; fee-for-service; capitation
