    Big data analytics:Computational intelligence techniques and application areas

    Big Data has significant impact in developing functional smart cities and supporting modern societies. In this paper, we investigate the importance of Big Data in modern life and economy, and discuss challenges arising from Big Data utilization. Different computational intelligence techniques have been considered as tools for Big Data analytics. We also explore the powerful combination of Big Data and Computational Intelligence (CI) and identify a number of areas, where novel applications in real world smart city problems can be developed by utilizing these powerful tools and techniques. We present a case study for intelligent transportation in the context of a smart city, and a novel data modelling methodology based on a biologically inspired universal generative modelling approach called Hierarchical Spatial-Temporal State Machine (HSTSM). We further discuss various implications of policy, protection, valuation and commercialization related to Big Data, its applications and deployment

    Urban management revolution: intelligent management systems for ubiquitous cities

    A successful urban management support system requires an integrated approach. This integration includes bringing together economic, socio-cultural and urban development with a well orchestrated transparent and open decision making mechanism. The paper emphasises the importance of integrated urban management to better tackle the climate change, and to achieve sustainable urban development and sound urban growth management. This paper introduces recent approaches on urban management systems, such as intelligent urban management systems, that are suitable for ubiquitous cities. The paper discusses the essential role of online collaborative decision making in urban and infrastructure planning, development and management, and advocates transparent, fully democratic and participatory mechanisms for an effective urban management system that is particularly suitable for ubiquitous cities. This paper also sheds light on some of the unclear processes of urban management of ubiquitous cities and online collaborative decision making, and reveals the key benefits of integrated and participatory mechanisms in successfully constructing sustainable ubiquitous cities

    Over the last decade, there have been some significant changes in the geographic information available to support those involved in spatial planning and policy-making in different contexts. Moreover, developments have occurred apace in the technology with which to handle geoinformation. This paper provides an overview of trends during the 1990s in data provision, in the technology required to manipulate and analyse spatial information, and in the domain of planning where applications of computer technology in the processing of geodata are prominent. It draws largely on experience in western Europe, and in the UK and the Netherlands in particular, and suggests that there are a number of pressures for a strengthened role for geotechnology in geoplanning in the years ahead

    South Asia and societal challenges : a regional perspective

    This paper is a summary of the South Asian region’s status and interests concerning the seven thematic societal challenges identified under the EU’s Horizon 2020 research programme: Health, demographic change and wellbeing; Food security, sustainable agricultures, marine and maritime research and the bio-based economy; Clean and efficient energy; Smart, green and integrated transport; Climate action, resource efficiency and raw materials; A changing world - inclusive, innovative and reflective societies; and, Secure societies - protecting freedom and security of the country and its citizens. This paper considers the position of seven countries in South Asia: Afghanistan; Bangladesh; Bhutan; Maldives; Nepal; Pakistan; and, Sri Lanka1. It also identifies national and regional priorities for the seven themes under consideration. This paper is an output of the CASCADE project (Collaborative Action towards Societal Challenges through Awareness, Development, and Education) that aims to provide the foundation for a future International Cooperation Network programme targeting South Asian Countries, which will promote bi-regional coordination of Science & Technology cooperation. The EU recognise a need to strengthen internationalisation through strategic policy action. The need for linkages with Asian countries has been highlighted given the region’s rapidly growing research and innovation capacities and the urgency to address global challenges. The project coincides with the launch of Horizon 2020, a Europe 2020 flagship initiative aimed at securing Europe’s global competitiveness. Running from 2014 to 2020 with a budget of just over €80 billion, the EU’s new programme for research and innovation is part of the drive to tackle global societal challenges, and create new growth and jobs. International cooperation in research and innovation is an essential element for meeting the objectives of Europe 2020. Recognising the global nature of producing and using knowledge, Horizon 2020 builds on the success of international cooperation in previous framework programmes and is fully open to participation from third countries

    The impact of the brics’ universities on internationalization of smart cities technologies

    Within the past decade, the increased use of technology in all sectors of society has created a push for cities to integrate the latest and greatest into their city development economically, socially and politically. As cities gain greater control over their development and progression into the 21st cen-tury, they face a range of challenges and threats to sustainability in a varie-ty of ways. At the same time higher education institutions have a unique role in ensur-ing sustainable and smart development of the regions, since the list of their commitments include promotion of responsible knowledge and practice. The smart city is a complex and aspirational concept that is quickly shap-ing how we reimagine urban centers, especially in light of global trends (population growth, urbanization, climate change) and rapid innovation development. We live in an age of tremendous progress and many cities in emerging markets are leapfrogging old technologies and practices to im-plement faster, cheaper and more sustainable infrastructure and programs. In this paper we would like to look at smart city initiatives and technolo-gies developed and disseminated by the BRICS countries universities. We have conducted case study analysis in order to consider several exam-ples of smart city initiatives of HEIs from the sample
