Shared-Use Bus Priority Lanes On City Streets: Case Studies in Design and Management, MTI Report 11-10

    Get PDF
This report examines the policies and strategies governing the design and, especially, operations of bus lanes in major congested urban centers. It focuses on bus lanes that operate in mixed traffic conditions; the study does not examine practices concerning bus priority lanes on urban highways or freeways. Four key questions addressed in the paper are: How do the many public agencies within any city region that share authority over different aspects of the bus lanes coordinate their work in designing, operating, and enforcing the lanes? What is the physical design of the lanes? What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? How are the lanes enforced? To answer these questions, the study developed detailed cases on the bus lane development and management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, and Sydney. Through the case studies, the paper examines the range of practices in use, thus providing planners and decision makers with an awareness of the wide variety of design and operational options available to them. In addition, the report highlights innovative practices that contribute to bus lanes’ success, where the research findings make this possible, such as mechanisms for integrating or jointly managing bus lane planning and operations across agencies

The ‘frontal lobe’ project: A double-blind, randomized controlled study of the effectiveness of higher level driving skills training to improve frontal lobe (executive) function related driving performance in young drivers

The current study was undertaken in order to evaluate the effectiveness of higher level skills training on safe driving behaviour of 36 teenage drivers. The participants, who attended the Driver Training Research camp in Taupo (NZ) over a two week period, were 16 to 17 years old and had a valid restricted driver licence. The study focused on four main aims. Firstly, the behavioural characteristics of the sample and their attitudes to risk taking and driving were examined. Results showed that speeding was the most anticipated driving violation, and high levels of confidence were associated with a higher number of crashes and a greater propensity for risk taking. Many, often male participants, also rated their driving skills as superior to others and thought they would be less likely than others to be involved in an accident. Secondly, the relationship between driving performance and executive functioning, general ability and sustained attention was evaluated. Overall, better driving performance and more accurate self-evaluation of driving performance was related to higher levels of executive functions, in particular, working memory, and cognitive switching. In addition, higher general ability and greater ability to sustain attention were also linked to better performance on the driving related assessments. The third focus of this study was to compare the effects of both, higher level and vehicle handling skills training on driving performance, confidence levels and attitudes to risk. While both types of training improved direction control, speed choice and visual search, along with number of hazards detected and actions in relation to hazards, statistically significant improvement on visual search was seen only after higher level skills training. Vehicle handling skills training significantly improved direction control and speed choice. In addition, confidence levels in their driving skills were significantly lowered and attitudes to speeding, overtaking and close following had improved significantly in the participants after the higher level driving skills training. The final aspect to this study was to examine the effects of the training over the following 6 month period based on self-reported driving behaviour. The response rate of participants however, was not sufficient to reach any meaningful conclusion on any long-term training effects. A pilot study using GPSbased data trackers to assess post-training driving behaviour revealed some promising results for future driver training evaluation studies. The overall implications of the results are discussed in relation to improving the safety of young drivers in New Zealand

Promoting Bicycle Commuter Safety, Research Report 11-08

    Get PDF
We present an overview of the risks associated with cycling to emphasize the need for safety. We focus on the application of frameworks from social psychology to education, one of the 5 Es—engineering, education, enforcement, encouragement, and evaluation. We use the structure of the 5 Es to organize information with particular attention to engineering and education in the literature review. Engineering is essential because the infrastructure is vital to protecting cyclists. Education is emphasized since the central focus of the report is safety

Improving Parking Management in Downtown Nantucket

    Get PDF
Nantucket is a small island with a historic charm that attracts numerous tourists during the summer months. This influx of tourists combined with the historic, narrow, cobblestone roads and a limited parking supply leads to a multitude of parking problems. The goals of our project were to improve traffic flow in the downtown area, and to improve parking management. To achieve these goals our team had to determine the current on-street conditions, proposes solutions, evaluate new parking management systems, and then solicit feedback from various stakeholders. Some of the results of this project are a list of potential street redesigns with photoshopped concept pictures, an improved parking inventory process, and a decision matrix for evaluating parking management technology systems

Systematic Analysis of Real-World Driving Behavior Following Focal Brain Lesions

    Get PDF
Many patients with circumscribed brain injuries, such as those caused by stroke or focal trauma, return to driving after a period of acute recovery. These persons often have chronic residual cognitive deficits that may impact on driving safety, but little is known about their driving behavior in the real world. Extant studies tend to rely on driving simulators or controlled on-road drives. These methods of observation are not able to capture the complexities of the typical driving environment, and may not accurately represent a driver’s usual behavior on the road. The current study used a video event-activated data recorder (VEADR) system to observe drivers with focal brain lesions in their normal daily driving environment over a three-month period. In the context of primarily safe driving behavior, we were able to document a number of relatively infrequent and hitherto unobserved high risk behaviors and traffic violations. These findings demonstrate the feasibility and value of sampling real-world driving in neurologic patient populations such as those with focal brain lesions, and highlight the critical importance of evaluating unsafe driving behaviors which may occur with insufficient frequency to be captured by relatively brief simulator or controlled on-road evaluations

In-Pavement Pedestrian Flasher Evaluation: Cedar Rapids, Iowa, 2004

Numerous strategies have been experimented with nationwide in an attempt to reduce the overall number of pedestrian-vehicle crashes, especially in instances where improper crossing or failure to yield was the proximate cause of the crash. Some of these measures include overhead signs, flashing warning beacons, advanced crossing signs, more visible pavement markings, in-street “Yield to Pedestrian” signs, and more recently, in-pavement flashing lights. Pedestrian safety has been a key issue for the City of Cedar Rapids, Iowa, in particular at non-controlled intersections and mid-block crossings. In 2002, the city council gave preliminary approval to implement a pedestrian-actuated overhead flasher system in conjunction with an in-pavement flasher system at the intersection of 1st Avenue NE and 4th Street NE in the downtown central business district. This location is uncontrolled and has several elements that can create conflicts between pedestrians, vehicles, and trains that service local industry. This report summarizes the results from a small-scale study completed by CTRE to evaluate the effectiveness of the in-pavement flasher system installed in downtown Cedar Rapids. The installation of in-pavement flashing warning lights at the pedestrian crosswalk at this site has had a net positive effect on the safety characteristics of the location. The results of this study show a marked improvement in motorist compliance with the state law requiring that motorists yield to pedestrians in the crosswalk. The pedestrian and motorist surveys show that both groups felt the in-pavement flashing lights have increased motorist awareness, especially at night. The data indicate the in-pavement flashing warning lights improved the motorists' response to pedestrians in the area, and that the system could be operational throughout summer and winter conditions
