    Development of a Theoretical Framework of Distributed Cognition Phenomena in Control Centers During Crisis Conditions

    The purpose of this research is to develop and partially validate a theoretical framework describing distributed cognition phenomena occurring in organizational control centers functioning in crisis environments. Using a systems approach, the work synthesizes existing constructs relating to distributed cognition then supplements this knowledge with review of crisis management literature. The goal of this effort is the development of a framework for understanding the impact of crisis conditions on such phenomena occurring within the specified setting. An exploratory case study approach was used to partially validate and refine the framework by gauging its ability to interpret the impact of crisis conditions on control center performance. The researcher identifies a gap in crisis management literature relating to the study of distributed cognition within organizational control centers. The prevalence of and importance of institutionalized control centers to large organizations expecting to experience environments requiring more rapid processing of information and expedient reaction than usual is recognized within crisis management literature. A primary purpose of such control centers is to facilitate distributed cognition. Frameworks describing such phenomena in more general organizational settings can be found within distributed cognition literature; organizational learning literature, and in military science. In some cases the specific setting of control centers is addressed but not to the extent of conceptually framing or applying a framework to the more specific setting. The basic research, questions explored are: (1) what are the key constructs and interrelationships that structurally frame distributed cognition phenomena within control centers? and (2) what are the structural impacts of crisis conditions on the phenomena in such settings? Results of this research could, (1) aid in the implementation of new strategies, designs, training plans, methodologies, and technologies in crisis control centers for complex, technically oriented organizations, (2) improve the systemic design of and confidence in the assessment of mechanisms and subsystems designed to facilitate distributed cognition within organizations, (3) improve the general understanding of how distributed cognition takes place within organizational control centers, and (4) lead to a better understanding of the systemic effects crisis conditions have on the structures within control centers designed to facilitate distributed cognition

    DISCOMAP: A System to Support Distributed Cognition in Inquiring Organizations

    Inquiring systems theory (Churchman, 1971), cognitive mapping (Lee, et al., 1992) and hermeneutics (Boland, et al., 1994) have provided the basis for systems to support organizational learning, distributed cognition, and knowledge management. Boland, et al. (1994) describe three entities in such systems and six principles for their design. Richardson (2005) argues that communication is neglected element in these systems and integrates Habermas’s (1984, 1985) theory of communicative action, specifically discursive action, to develop revised design principles. This paper describes DISCOMAP, a system that instantiates and tests the revised design principles using discussion forums and The Planners Laboratory©, a new software package that provides advanced modeling, graphical and network capabilities to provide shareable models with engaging visual interfaces for decision makers

    What is Strategic Competence and Does it Matter? Exposition of the Concept and a Research Agenda

    Drawing on a range of theoretical and empirical insights from strategic management and the cognitive and organizational sciences, we argue that strategic competence constitutes the ability of organizations and the individuals who operate within them to work within their cognitive limitations in such a way that they are able to maintain an appropriate level of responsiveness to the contingencies confronting them. Using the language of the resource based view of the firm, we argue that this meta-level competence represents a confluence of individual and organizational characteristics, suitably configured to enable the detection of those weak signals indicative of the need for change and to act accordingly, thereby minimising the dangers of cognitive bias and cognitive inertia. In an era of unprecedented informational burdens and instability, we argue that this competence is central to the longer-term survival and well being of the organization. We conclude with a consideration of the major scientific challenges that lie ahead, if the ideas contained within this paper are to be validated

    Co-ordinating distributed knowledge: An investigation into the use of an organisational memory

    This paper presents an ethnographically informed investigation into the use of an organisational memory, focusing in particular on how information was used in the performance of work. We argue that understanding how people make use of distributed knowledge is crucial to the design of an organisational memory. However, we take the perspective that an ‘organisational memory’ is not technology dependant, but is an emergent property of group interaction. In this sense, the technology does not form the organisational memory, but provides a novel means of augmenting the co-ordination of collaborative action. The study examines the generation, development and maintenance of knowledge repositories and archives. The knowledge and information captured in the organisational memory enabled the team members to establish a common understanding of the design and to gain an appreciation of the issues and concerns of the other disciplines. The study demonstrates why technology should not be thought of in isolation from its contexts of use, but also how designers can make use of the creative flexibility that people employ in their everyday activities. The findings of the study are therefore of direct relevance to both the design of knowledge archives and to the management of this information within organisations

The proposed approach develops around the systematic application of advanced machine learning techniques and, in particular, unsupervised deep learning and probabilistic generative models for system-wide learning, modeling, optimization, and data representation. Moreover, in COBANETS, we propose to combine this learning architecture with the emerging network virtualization paradigms, which make it possible to actuate automatic optimization and reconfiguration strategies at the system level, thus fully unleashing the potential of the learning approach. Compared with the past and current research efforts in this area, the technical approach outlined in this paper is deeply interdisciplinary and more comprehensive, calling for the synergic combination of expertise of computer scientists, communications and networking engineers, and cognitive scientists, with the ultimate aim of breaking new ground through a profound rethinking of how the modern understanding of cognition can be used in the management and optimization of telecommunication network

    Peer - Mediated Distributed Knowledge Management

    Distributed Knowledge Management is an approach to knowledge management based on the principle that the multiplicity (and heterogeneity) of perspectives within complex organizations is not be viewed as an obstacle to knowledge exploitation, but rather as an opportunity that can foster innovation and creativity. Despite a wide agreement on this principle, most current KM systems are based on the idea that all perspectival aspects of knowledge should be eliminated in favor of an objective and general representation of knowledge. In this paper we propose a peer-to-peer architecture (called KEx), which embodies the principle above in a quite straightforward way: (i) each peer (called a K-peer) provides all the services needed to create and organize "local" knowledge from an individual's or a group's perspective, and (ii) social structures and protocols of meaning negotiation are introduced to achieve semantic coordination among autonomous peers (e.g., when searching documents from other K-peers). A first version of the system, called KEx, is imple-mented as a knowledge exchange level on top of JXTA

However, its nature and fundamental challenge have not been recognized, and its own methodology has not been formed. This paper explores and answers the following questions: What is big data? What are the basic methods for representing, managing and analyzing big data? What is the relationship between big data and knowledge? Can we find a mapping from big data into knowledge space? What kind of infrastructure is required to support not only big data management and analysis but also knowledge discovery, sharing and management? What is the relationship between big data and science paradigm? What is the nature and fundamental challenge of big data computing?
