    Application of Balanced Scorecard (BSC) in Evaluating the Performance of Health Care Providers: A Review

    Background: As a comprehensive approach to assessing the performance of hospitals, Balanced Scorecard methodology is a tool to transform the organization's mission into concrete measurable objectives, activities and performance. Methodology: The present study is a systematic review conducted via searching in different sites, such as: Magiran, Irandoc, Google Scholar, Iranmedex. Several studies on the balanced scorecard have been done in different organization. In this study, we chose the articles aiming to assess the health care and hospital using BSC. Then their subjects were compared with the present study, and then the related studies were briefly mentioned. Finding: Based on the results of studies in this area, the main purpose of using the balanced scorecard can be used in studies such as the ability to update the strategy, the establishment of the strategy throughout the organization, coordination unit and individual goals of the strategy, linking strategic objectives to long-term goals and annual budget through performance measures, assessment of performance for learning and improvement strategies. Results: The results of this study showed that combining models is a way for assessing function and increasing the satisfaction and commitment. And the balanced scorecard is recommended as a model that can help increase efficiency and better evaluation of the performance

    Horizontal integration of hospitals - Does it have an impact on their effectiveness?

    The aim of this paper is to discuss the effect of horizontal integration of hospitals on efficiency of hospitals. Whereas Czech hospitals use about 50% of all expenditure on healthcare, it is necessary to focus on their thriftiness and efficiency. Hospitals must work with limited economic resources and it is essential to know how to use these resources efficiently. In the last two decades we can see strong trends of hospitals integration. We now have five holdings and the last one was founded in January 2015. Annual reports were used for analysis from each hospital from 2004 to 2013, and also information from the Institute of Health Information and Statistics of the Czech Republic. Parts of the annual reports include economic and also non-economic results. This data was statistically analyzed and examined according to whether there was a significant improvement in values after integration. For example, a linear trend was used for evaluation by using a coefficient correlation and a t-test was used for statistical significance. One of the limitations of the research was that the research was based on only two specific samples existing in the Czech Republic. Other holdings have either a very short or a very long period of being integrated and therefore it is very difficult to find specific comparable information. Other limitations of this research were the choice of appropriate financial and also non-financial indicators. Results from analysis were compared with results of other published studies in other countries. (C) 2016 Published by Elsevier B.V

    Bureaucracy and the balanced scorecard in health care settings

    Purpose: We explore the relationship between the balanced scorecard (BSC) and neo-bureaucracy by investigating whether the operationalization of the BSC incorporates “neo-bureaucratic” ideas and whether the BSC implemented in a Portuguese Local Health Unit (LHU) demonstrates a neo-bureaucratic approach. Design/methodology/approach: We conduct semi-structured interviews with LHU staff and analyse documents to assess whether features of bureaucratic organization were evident in the use of a BSC by the LHU. Findings: We found nine bureaucratic features evident in the LHU's BSC. These were systematization, rationality, authority, jurisdiction, professional qualification, knowledge, discipline, transparency and accountability. The BSC used at the LHU demonstrated a neo-bureaucratic approach. Originality/value: Our study helps to demystify bureaucracy and overcome prevailing prejudices regarding some of its principles. Health care managers should recognize and endorse neo-bureaucratic principles in developing a BSC. They should recognize the BSC as involving a neo-bureaucratic approach. The BSC is a valuable management tool that hospital managers should find useful in fostering flexibility, collaboration, innovation and adaptation – all of which should help lead to improved healthcare outcomes

    Application of fuzzy integrated FMEA with product lifetime consideration for new product development in flexible electronics industry

    Purpose: the aim of this paper is to minimize the risks of new product development and shorten time-to-market, particularly for high-tech enterprise where the complexity of the product generates vast amount of failure mode. Design/methodology/approach: first, the concept of Critical Consideration Factor (CCF) is introduced based on product-specific technical characteristics, expected lifetime, and yield requirement to identify and prioritize the critical failure mode in the subsequent Failure Mode and Effect Analysis (FMEA), followed by process characterization on the high-risk failure mode and Critical Parameter Management (CPM) practice to realize a robust mass production system of the developed technology. The application on the development of advanced flexible substrate and surface finishes fabrication technique is presented. Findings: through the proposed methodology, the risk level of each potential failure mode can be accurately quantified to identify the critical variables. With process characterization, reliability of the product is ensured. Consequently, significant reduction in development resources and time-to-market can be achieved. Practical implications: the development strategy allows high tech enterprises to achieve a balanced ecosystem in which value created through adaption of new technology/product can be thoroughly captured through commercialization in a timely manner with no field failure. Originality/value: the proposed development strategy utilizes a unique approach with thorough considerations that enables high tech enterprise to deliver new product with rapid time-to-market without sacrificing product lifetime reliability, which is key to achieve competitive advantage in the highly dynamic market.Peer Reviewe

    Performance Evaluation of Aircraft Maintenance Department Using Integration Fuzzy AHP and BSC Approach in Iran

    In a competitive environment changes rapidly occur therefore managers of organizations facing some challenges such as identifying important factors affecting organizational optimum usage of available resources. Thus, organizational performance evaluation is a crucial task to do and sensitive process in any industry. The objective of this study is to construct an approach based on the   balanced scorecard (BSC) and fuzzy analytic hierarchy process (FAHP) for evaluating the aircraft maintenance department in Iran. The BSC concept is applied to define the hierarchy with four major perspectives (i.e. financial, customer, internal business process, and learning and growth), and performance indicators are selected for each perspective. A Fuzzy AHP (FAHP) approach is then proposed in order to tolerate vagueness and ambiguity of information. A FAHP information system is finally constructed to facilitate the solving process. The results provide guidance to the aircraft maintenance department in Iran regarding strategies for improving department performance. The results show that financial indicator (0.305) and learning and growth indicator (0.255) have higher impacts on the objective. The constructed information system is suggested to be a good tool for solving other multiple-criteria decision-making problems

    Objetivo: apresentar os resultados do estudo de construção e análise psicométrica da Escala “Processos de Qualidade Assistencial no Bloco Operatório (Escala PQABO)” Método: trata-se de um estudo de desenho metodológico para o desenvolvimento e teste da confiabilidade e validade de instrumentos de medida. A escala é composta por 17 itens, tendo sido aplicada, através de um questionário online, a médicos e enfermeiros com atividades no bloco operatório. Resultados: o estudo psicométrico permitiu afirmar que a escala é um instrumento fidedigno e válido composto por quatro fatores: fluxos de comunicação; estratégias de suporte aos processos de trabalho assistencial; controle para a segurança e trabalho em equipe. Os resultados obtidos nos testes de fiabilidade revelam uma boa consistência interna para o total dos itens da escala. O valor de alpha de Cronbach da globalidade da escala foi de 0,845 o que sugere uma boa consistência interna do instrumento. Considerações Finais: a versão final da escala demonstra possuir propriedades psicométricas para medir os processos de qualidade no bloco operatório, assim como, a sua utilização permitirá avaliar e monitorizar os processos de trabalho nos blocos operatórios.Objective: to present the results of the construction and psychometric analysis of the Scale "Quality Assurance Processes in the Operative Block (PQABO Scale)". Method: it is a study of methodological design for the development and test of the reliability and validity of measurement instruments. The scale is composed of 17 items and was applied through an online questionnaire to doctors and nurses with activities in the operating room. Results: The psychometric study allowed us to affirm that scale is a reliable and valid instrument composed of four factors: communication flows; strategies to support care work processes; control for safety and teamwork. The results obtained in the reliability tests reveal a good internal consistency for the total of the scale items. The Cronbach alpha value of the whole scale was 0.845 which suggests a good internal consistency of the instrument. Final Considerations: the final version of the scale demonstrates psychometric properties to measure the quality processes in the operative block, as well as their use will allow to evaluate and monitor the work processes in the operative blocks.Objetivo: presentar los resultados del estudio de construcción y análisis psicométrico de la Escala "Procesos de Calidad Asistencial en el Bloque Operativo (Escala PQABO)".     KERANGKA KERJA SUSTAINABLE SUPPLY CHAIN RISK MANAGEMENT INDUSTRI KELAPA SAWIT DI INDONESIA

    Abstract This paper combines three main concept including supply chain management, sustainability and risk management which is put palm oil Industry in Indonesia as an object. It explores sustainability-related supply chain risk from principle and criteria of roundtable sustainable palm oil (RSPO) and Indonesian sustainable palm oil (ISPO), distinguishes them from common supply chain risks and develop framework for their management. 45 risks across the three main pillars of sustainability (environmental, social, economic/financial) are identified from extensive review from principle and criteria of RSPO and ISPO. The fuzzy failure mode and effect analysis (fuzzy FMEA) approach is utilized to assess the relative importance of 45 risks. Based on the findings of the study, risks response and treatments are proposed for each sustainability-related supply chain risks. The findings show generally three most important risks are low OER (oil extraction rate), FFB (fresh fruit bunch) looting, un-fulfill palm oil mill capacity, respectively. Finally, integrated sustainable supply chain risk management approaches need to implement by the management of palm oil industry.                                                                                         

    The Evolution of Balanced Scorecard in Healthcare: A Systematic Review of Its Design, Implementation, Use, and Review

    During the last few years, the interest in performance measurement increased within the healthcare sector. Due to the COVID-19 pandemic, healthcare systems needed to boost performance measurement systems to become more resilient and improve their capability in monitoring key performance indicators. Since the 1990s, the Balanced Scorecard (BSC) model has been widely used among private and public organizations as it is the most adopted model to measure performance. The current paper aims at understanding the evolution of BSC in healthcare. The systematic literature review has been carried out by searching keywords according to PRISMA guidelines. By analyzing papers through one classification of BSC adoption phases, the results reveal that studies focused mainly on the BSC design process, rather than BSC implementation, use, or review. However, there is no agreement about the perspectives to be adopted in healthcare. Concerning BSC implementation and use, on one side especially leadership, culture and communication enable the BSC implementation. On the other side, monitoring and strategic decision-making are the most widespread objectives for using BSC. Concerning BSC review, however, the paper highlights a need for additional research. Finally, the paper provides further research opportunities concerning the phases suitable for implementing a BSC in healthcare
