    Industrial performance has for a long time been considered as a result of technical resources optimization. During the recent decades, competency- based approach has emerged as a promising concept for taking into account human skills/knowledge/abilities while addressing organizational goals and constraints. The aim for the companies is for instance to assess the compliance of competences acquired by workers with those required by the processes in which they are involved. In order to achieve this general purpose, it becomes necessary to provide the companies with an operational DSS capable of assessing competences. This paper focuses on a fuzzy based approach for modelling the competences in such a system

    In the below article, the application of the fuzzy logical conclusion method is considered as decision-maker in the process of analyzing the students skills and abilities based on the requirements of potential employers, in order to reduce the time of the first interview for potential candidates on a vacant position. When analyzing the results of the assessment of the competence of university students, a certain degree of fuzziness arises. In modern practice, fuzzy logic is used in many different assessment methods, including questioning, interviewing, testing, descriptive method, classification method, pairwise comparison, rating method, business games competence models, and the like. Each of the methods has its advantages and disadvantages, but they are effective only as part of a unified personnel management system. As a method for implementing a systematic approach to the assessment of the contingent of students, it is proposed to use fuzzy logic, a mathematical apparatus that allows you to build a model of an object based on fuzzy judgments. The use of fuzzy logic, the mathematical apparatus of which allows you to build a model of the object, based on fuzzy reasoning and rules. The most important condition for creating such a model is to translate the fuzzy, qualitative assessments used by man into the language of mathematics, which will be understood by the computer. The most used are fuzzy inferences using the Mamdani and Sugeno methods. In a fuzzy inference of the Mamdani type, the value of the output variable is given by fuzzy terms, in the conclusion of the Sugeno type, as a linear combination of the input variables. Research in the field of application of fuzzy logic in socio-economic systems suggests that it can be used to assess the competencies of university students.В данной работе рассмотрено использование метода нечеткого логического вывода для поддержки принятия решения в задачах анализа навыков и умений контингента студентов исходя из требований потенциальных работодателей, с целью уменьшения времени на первичную обработку информации касательно потенциальных кандидатов на вакантную должность. При анализе результатов оценки компетентности студентов вузов возникает определенная степень нечеткости. В современной практике нечеткая логика применяется во многих различных методах оценки, в том числе анкетирование, интервью, тестирование, описательный метод, метод классификации, парное сравнение, рейтинговый метод, деловые игры модели компетентности и тому подобное. Каждый из методов имеет свои преимущества и недостатки, но эффективны они только в составе единой системы управления персоналом. Как метод для реализации системного подхода к оценке контингента студентов предложено использовать нечеткую логику, математический аппарат, который позволяет построить модель объекта, основанную на нечетких суждениях. Важнейшее условие создания такой модели заключается в том, чтобы перевести нечеткие, качественные оценки, применяемые человеком, на язык математики, которая будет понятна вычислительной машине. Наиболее используемыми являются нечеткие выводы с помощью способов Мамдани и Сугено. В нечетком выводе типа Мамдани значение выходной переменной задаются нечеткими термами, в заключении типа Сугено – как линейная комбинация входных переменных. Исследования в области применения нечеткой логики в социоэкономических системах позволяют говорить о возможности ее использования для оценки компетенций студентов вузов

Our contribution aims at supporting the task of competence characterization that is considered as the first step of the competence management process. The proposed characterization approach involves two stages. The first stage concerns the qualifications of the working situation characteristics. The second stage is realized by a fuzzy logic system which converts the result of the step of "qualification" into an estimated value of the components of the associated competence. The application of the method in an industrial cas confirms the possibility of using this "principle of solution" to provide a dynamic characterization of competencies

    Do UK universities communicate their brands effectively through their websites?

    This paper attempts to explore the effectiveness of UK universities’ websites. The area of branding in higher education has received increasing academic investigation, but little work has researched how universities demonstrate their brand promises through their websites. The quest to differentiate through branding can be challenging in the university context, however. It is argued that those institutions that have a strong distinctive image will be in a better position to face a changing future. Employing a multistage methodology, the web pages of twenty UK universities were investigated by using a combination of content and multivariable analysis. Results indicated ‘traditional values’ such as teaching and research were often well communicated in terms of online brand but ‘emotional values’ like social responsibility and the universities’ environments were less consistently communicated, despite their increased topicality. It is therefore suggested that emotional values may offer a basis for possible future online differentiation

    A robust fuzzy possibilistic AHP approach for partner selection in international strategic alliance

    The international strategic alliance is an inevitable solution for making competitive advantage and reducing the risk in today’s business environment. Partner selection is an important part in success of partnerships, and meanwhile it is a complicated decision because of various dimensions of the problem and inherent conflicts of stockholders. The purpose of this paper is to provide a practical approach to the problem of partner selection in international strategic alliances, which fulfills the gap between theories of inter-organizational relationships and quantitative models. Thus, a novel Robust Fuzzy Possibilistic AHP approach is proposed for combining the benefits of two complementary theories of inter-organizational relationships named, (1) Resource-based view, and (2) Transaction-cost theory and considering Fit theory as the perquisite of alliance success. The Robust Fuzzy Possibilistic AHP approach is a noveldevelopment of Interval-AHP technique employing robust formulation; aimed at handling the ambiguity of the problem and let the use of intervals as pairwise judgments. The proposed approach was compared with existing approaches, and the results show that it provides the best quality solutions in terms of minimum error degree. Moreover, the framework implemented in a case study and its applicability were discussed

    The rapid development of information technologies and their penetration into various spheres of human activity cause a sharply increased demand for IT specialists, in many countries of the world far exceeding the supply on them. High rates of technological transformation contribute to the diversification of the IT segment of the labor market, on the one hand, stimulate the disappearance of some and the emergence of new IT specialties, on the other. This creates a discrepancy between the structure of IT-related education and the labor market demand for IT specialists of the required profile and determines the relevance of developing methods for assessing the demand for IT specialties.This article is devoted to the study and solution of the problem of identifying the demand for IT specialties in the absence of accurate and complete information about the situation in the IT market segment. For the assessment of IT specialties and their ranking by the degree of demand in the labor market, the tasks of making individual and group decisions in the context of fuzzy initial information are formulated and solved. The methodological basis of the tasks posed is multi-criteria decision support methods based on fuzzy relations of expert preferences.The proposed approach as a mathematical tool for minimizing the structural imbalance of supply and demand for IT specialties is one of the components of the system of intellectual management of the labor market of IT specialists. The latter is designed to support the adoption of scientifically based management decisions to eliminate the mismatch of supply and demand in the IT segment of the labor market in professional, quantitative and qualitative sections

Two basic approaches for MCDM, namely Artificial Intelligence MCDM (AIMCDM) and Classical MCDM (CMCDM) are discussed and investigated. Recent articles from international journals related to MCDM are collected and analyzed to find which approach is more common than the other in MCDM. Also, which area these techniques are applied to. Those articles are appearing in journals for the year 2008 only. This paper provides evidence that currently, both AIMCDM and CMCDM are equally common in MCDM

    Introducing fuzzy trust for managing belief conflict over semantic web data

    Interpreting Semantic Web Data by different human experts can end up in scenarios, where each expert comes up with different and conflicting ideas what a concept can mean and how they relate to other concepts. Software agents that operate on the Semantic Web have to deal with similar scenarios where the interpretation of Semantic Web data that describes the heterogeneous sources becomes contradicting. One such application area of the Semantic Web is ontology mapping where different similarities have to be combined into a more reliable and coherent view, which might easily become unreliable if the conflicting beliefs in similarities are not managed effectively between the different agents. In this paper we propose a solution for managing this conflict by introducing trust between the mapping agents based on the fuzzy voting model
