    External pressures on teaching

    [FIRST PARAGRAPHS] The primary role of the PRS-LTSN is to improve the quality of education by encouraging the sharing of good practice and innovation, and the discussion of common problems. However, there are other forces at play, which are pursuing the same end by different means. The purpose of this article is to explain what these forces are, and how the PRS-LTSN can help departments to satisfy their demands. The first set of pressures comes from the Government via the funding councils, namely the requirement for higher education institutions (HEIs) to be publicly accountable for the services they provide with Government funding. The assumption is that the two main activities of HEIs are teaching and research: ● The Research Assessment Exercise2 (RAE) is conducted by the Higher Education Funding Council for England (HEFCE) on behalf of the other funding councils, and research ratings have a major influence on funding. ● The assessment of the quality of teaching and of institutional quality assurance mechanisms is the responsibility of the Quality Assurance Agency (QAA) (see Appendix), which is an independent body funded jointly by the funding councils, Universities UK (UUK) and the Standing Conference of Principals (SCoP). Ratings do not affect funding, except that there is the ultimate sanction of withdrawal of funding for persistently unsatisfactory programmes of study. ● More recently, the Transparency Review commissioned by the funding councils evaluates the extent to which funding for research is actually spent on research, and funding for teaching is actually spent on teaching

    The chapter is an attempt to answer the question: how is the actual green economy implementation process underway to be measured? The answers were given firstly by the international organizations OECD, UNEP, Word Bank, Global Green Growth Institute, as well as the consulting company Dual Citizen. Also the author of this chapter proposed the Green Economy Index. There is a growing awareness concerning the need for international unification of the indicators used to measure a green economy. Existing indicators represented slightly different approaches and methodologies, based on their own definitions of the subject to be measured. The topic of green economy indicators is going to grow in importance in upcoming years.     Charney Hall Redesign Using Cross-Laminated Timber

    Santa Clara University’s new law building, Charney Hall, was constructed in 2018 using steel and concrete, but was redesigned by this team using Cross-Laminated Timber (CLT) and Glue- Laminated Timber (glulams). Charney Hall is a non-symmetric, incongruent structure with large open rooms up to 6,000 square feet. Glulams are made of several parallel planks of wood glued together with structural epoxy to obtain higher strength in the longitudinal direction. CLT panels are similar to glulams, but the longitudinal grains of wood planks are oriented in perpendicular layers in order to increase strength along the weak and strong axes of the member. These engineered wood products capture the strength and longevity of steel and concrete while lowering the environmental impact during the manufacturing and construction process, so the purpose of this design was to show the applicability of these materials in the United States. The completion of this design required an understanding of product information and material properties provided by manufacturers such as Structurlam along with an understanding of the fire, seismic, and safety research that a few organizations, such as Portland and Oregon State Universities, have conducted. This structural redesign included the design of the gravity system by way of the glulam beams and columns and the CLT floor diaphragms. It also included the design of CLT shear walls for the lateral system and a few poignant connection designs

    Designing an online part-time Master of Philosophy with Problem Oriented Engineering

    The paper reports on the application of Problem Oriented Engineering (POE) to the design of a highly innovative post-graduate research programme for the Open University, UK, a world leader in supported distance higher education. The new programme, to be launched in October 2009, is a part-time Master of Philosophy (MPhil) to be delivered entirely at a distance, supported by a blend of synchronous, asynchronous and immersive internet and web technologies. POE is a framework for engineering design under development at the Open University. After a brief description of the project and the task at hand, the paper discusses the overall engineering approach taken, key aspects of product design, the mapping between requirements and technology, and the development of one key technological component

    The development of flying qualities experiments (OFQ) as a part of the Orbiter Experiments Program (OEX) was continued. The data base was extended to use the ground based cinetheodolite measurements of orbiter approach and landing. Onboard the cinetheodolite data were analyzed from flights STS 2 through 7 to identify the effective augmented vehicle dynamics, the control strategy employed by the pilot during preflare, shallow glide, and final flare segments of the landing, and the key approach and touchdown performance measures.     Environmental policy instruments in a new era

    The aim of this paper is to give a long term sustainability perspective on instrumentation in environmental policy, within a broad, also strategic, evaluative framework. To arrive at integrated insight, the basic function of policy instruments is discussed: why do you need them at all and how would they look like? It comes out that it is not at all clear how policy instruments can be classified and described. Nor is it clear how a consistent evaluation of policy instruments can be set up. Still, as some ordering is necessary for instrument development and instrument choice, an analytic framework is developed. One basic problem in discussions on policy instruments is that both their functioning and their effects are context dependent. This implies that in decisions on policy instrumentation, binding society for a long time, also long term changes in context are to be taken into account, in terms of structural, cultural and economic developments in society. Some main lines of development are discussed, with implications for instrument choice.     A taxonomy of asymmetric requirements aspects

    The early aspects community has received increasing attention among researchers and practitioners, and has grown a set of meaningful terminology and concepts in recent years, including the notion of requirements aspects. Aspects at the requirements level present stakeholder concerns that crosscut the problem domain, with the potential for a broad impact on questions of scoping, prioritization, and architectural design. Although many existing requirements engineering approaches advocate and advertise an integral support of early aspects analysis, one challenge is that the notion of a requirements aspect is not yet well established to efficaciously serve the community. Instead of defining the term once and for all in a normally arduous and unproductive conceptual unification stage, we present a preliminary taxonomy based on the literature survey to show the different features of an asymmetric requirements aspect. Existing approaches that handle requirements aspects are compared and classified according to the proposed taxonomy. In addition,we study crosscutting security requirements to exemplify the taxonomy's use, substantiate its value, and explore its future directions
