    'How are we progressing towards achieving sustainable development in the EU's desired knowledge society?' Current lists of indicators, indices and assessment tools, which have been developed for measuring and displaying performance at different spatial levels, show that progress has been made. However, there are still a very large number of indicators, perhaps the majority, most specifically those which relate to social and political issues, that are difficult to capture. Issues such as intergenerational equity, aesthetics and governance come into this category. 'How is it possible to measure these and capture their full meaning and represent this back meaningfully to disparate groups of stakeholders in a society?'     Decisions on environmental topics taken today are going to have long-term consequences that will affect future generations. Young people will have to live with the consequences of these decisions and undertake special responsibilities. Moreover, as tomorrow’s decision makers, they themselves should learn how to negotiate and debate issues before final decisions are made. Therefore, any participation they can have in environmental decision making processes will prove essential in developing a sustainable future for the community.However, recent data indicate that the young distance themselves from community affairs, mainly because the procedures involved are ‘wooden’, politicians’ discourse alienates the young and the whole experience is too formalized to them. Authorities are aware of this fact and try to establish communication channels to ensure transparency and use a language that speaks to new generations of citizens. This is where STEP project comes in.STEP (www.step4youth.eu) is a digital Platform (web/mobile) enabling youth Societal and Political e-Participation in decision-making procedures concerning environmental issues. STEP is enhanced with web/social media mining, gamification, machine translation, and visualisation features.Six pilots in real contexts are being organised for the deployment of the STEP solution in 4 European Countries: Italy, Spain, Greece, and Turkey. Pilots are implemented with the direct participation of one regional authority, four municipalities, and one association of municipalities, and include decision-making procedures on significant environmental questions.</p

    South American Expert Roundtable : increasing adaptive governance capacity for coping with unintended side effects of digital transformation

    This paper presents the main messages of a South American expert roundtable (ERT) on the unintended side effects (unseens) of digital transformation. The input of the ERT comprised 39 propositions from 20 experts representing 11 different perspectives. The two-day ERT discussed the main drivers and challenges as well as vulnerabilities or unseens and provided suggestions for: (i) the mechanisms underlying major unseens; (ii) understanding possible ways in which rebound effects of digital transformation may become the subject of overarching research in three main categories of impact: development factors, society, and individuals; and (iii) a set of potential action domains for transdisciplinary follow-up processes, including a case study in Brazil. A content analysis of the propositions and related mechanisms provided insights in the genesis of unseens by identifying 15 interrelated causal mechanisms related to critical issues/concerns. Additionally, a cluster analysis (CLA) was applied to structure the challenges and critical developments in South America. The discussion elaborated the genesis, dynamics, and impacts of (groups of) unseens such as the digital divide (that affects most countries that are not included in the development of digital business, management, production, etc. tools) or the challenge of restructuring small- and medium-sized enterprises (whose service is digitally substituted by digital devices). We identify specific issues and effects (for most South American countries) such as lack of governmental structure, challenging geographical structures (e.g., inclusion in high-performance transmission power), or the digital readiness of (wide parts) of society. One scientific contribution of the paper is related to the presented methodology that provides insights into the phenomena, the causal chains underlying “wanted/positive” and “unwanted/negative” effects, and the processes and mechanisms of societal changes caused by digitalization

    Crowd-sourced legislation and politics: the legitimacy of constitutional deliberation in Romania

    Constitutional reform is a tedious process that requires long periods of time, a relatively broad consensus among political actors, and, often, popular approval. In spite of these, Romania has changed its constitution once (2003) and witnessed several unsuccessful revisions. The most recent attempt, in 2013, introduced a deliberative dimension in the form of a constitutional forum. This article investigates the legitimacy of this deliberative practice using a tri-dimensional approach: input, throughput, and output legitimacy. Our qualitative study relying on direct observation and secondary data analysis concludes that, although input and throughput legitimacy were achieved to a great extent, the output legitimacy was low

    Electronic administration in Spain: from its beginnings to the present

    This study presents the basic lines of electronic administration in Spain. The complexity of the Spanish political-administrative system makes such a study challenging, in view of the considerable degree of autonomy and competences of the regional administrative bodies and local agencies with respect to the central government, the former being more visible in the 17 regions of Spain. Nonetheless, the central government maintains a series of legal instruments that allow a certain common framework of action to be imposed, aside from what is put into effect through diverse programs aimed precisely to develop common tools for the regions and municipalities of Spain. After an introduction that provides some necessary background, this study describes the legislative framework in which Spain's electronic administrative system has developed. The data included in the study refer to investment in information and communication technologies (ICT) and the services offered by the different Administrations on the internet; internet access by citizens, homes, businesses, and employees, as well as the interactivity existing with administrations by means of the internet; the origins and rise of various political initiatives of the Central Government involving electronic administration; and finally, the situation of civil service personnel, as catalysts of the success of Information Society in the Public Administration within Spain

    Cooperation among neighbouring region is commonly termed regional cooperation. Inter-region cooperation in the study of public administration is categorized as public management especially intergovernmental management. Inter-region cooperation in Indonesia has been for a long time trying to find its form. However, in the middle of its process, the implementer is trapped in doubt. The paper aims to trace the institutional form and its problem in the neighbouring region cooperation. The research is done through literature study, observation on inter-region cooperation especially in the central Java and some facilitation done by the writer in the several regions in Indonesia. There are two forms of referred institution which is developed on the basis of this networking pattern; they are intergovernmental relation (IGR) and intergovernmental management (IGM). In the mean time, the governmental support on inter-region cooperation which is supposed to form collaboration is hampered by the inconsistency of regulation which is issued by several parties (ministries) in the central governmen
