    Environmental Scanning--The Impact of the Stakeholder Concept

    This paper discusses the advantages of the use of the stakeholder framework as a basis for focusing an organization\u27s environmental scanning effort. Arising from the discussion, a contingency model for environmental scanning is developed to relate the focus and method used for environmental scanning to the dynamism of the environment and the power of the stakeholder relative to the organization.     The European Commission has recognised the importance of a more innovation- oriented EU acquis, gradually exploring the ways in which EU rules can support innovation. The ‘innovation principle’ was introduced to ensure that whenever policy is developed, the impact on innovation is fully assessed. However, as further discussed in this Study, the exact contours of the innovation principle have been shaped very gradually within the context of the EU better regulation agenda: originally advocated by industry in the context of the precautionary principle, the innovation principle has gradually been given a more articulate and consistent role, which aims at complementing the precautionary principle by increasing the salience of impacts on innovation during all phases of the policy cycle. This Study presents an evaluation of the current implementation of the innovation principle, limited to two of its three components, i.e. the Research and Innovation Tool included in the Better Regulation Toolbox, and the innovation deals. As a preliminary caveat, it is important to recall that the implementation of the innovation principle is still in its infancy, and thus the Study only represents a very early assessment of the extent to which the innovation principle is being correctly implemented, and whether changes would be required to make the principle more effective and useful in the context of the EU better regulation agenda. The main finding is that the innovation principle has the potential to contribute to the quality and future-proof nature of EU policy, but that significant changes and effort will be needed for this potential to fully materialise. The most evident areas for improvement are related to the lack of a clear legal basis, the lack of a widely acknowledged definition, the lack of awareness among EU officials and stakeholders, and the lack of adequate skills among those that are called to implement the innovation principle. As a result of these problems, the impact of the innovation principle on the innovation-friendliness of the EU acquis has been limited so far. The Commission should clarify in official documents that the Innovation principle does not entail a de- regulatory approach, and is not incompatible with the precautionary principle: this would also help to have the principle fully recognised and endorsed by all EU institutions, as well as by civil society, often concerned with the possible anti-regulatory narrative around the innovation principle in stakeholder discussions. Apart from clarifications, and further dissemination and training, major improvements are possible in the near future, especially if the innovation principle is brought fully in line with the evolving data-driven nature of digital innovation and provides more guidance to the Commission on how to design experimental regulation, including inter alia so-called ‘regulatory sandboxes’. Finally, the Commission should ensure that the innovation principle is given prominence with the transition to the Horizon Europe programme, in particular due to the anticipated launch of ‘missions’ in key domains

    The purpose of this study is to investigate under which dimensions the macro-environment for liquid biofuels has been structured during time, respectively by science, mass media, and government in Germany, and how these three social expressions related to each other. Research was carried out on German official government documents, mass media news, and scientific papers on the topic 'liquid biofuels'. Text Mining was used to extract knowledge from their content. The results indicate that in configurating the macro-environment for liquid biofuels there is some degree of proximity between media and government, less between media and science, and the least between government and science

    Purpose – The paper examined concept of corporate performance. The paper seeks to examine the impact of corporate social performance on the relationship among business environment, strategy, organization, and control system and corporate performance. Design/methodology/approach – The paper is based on a synthesis of the existing literatures in strategic management and accounting filed. Findings – The paper finds that corporate social performance defined as stakeholder relationship become one important dimension of the strategic behaviors that an organization can set to improve corporate performance.     Security management is about calculated risk and requires continuous evaluation to ensure cost, time and resource effectiveness. Parts of which is to make future-oriented, cost-benefit investments in security. Security investments must adhere to healthy business principles where both security and financial aspects play an important role. Information on the current and potential risk level is essential to successfully trade-off security and financial aspects. Risk level is the combination of the frequency and impact of a potential unwanted event, often referred to as a security threat or misuse. The paper presents a risk level estimation model that derives risk level as a conditional probability over frequency and impact estimates. The frequency and impact estimates are derived from a set of attributes specified in the Common Vulnerability Scoring System (CVSS). The model works on the level of vulnerabilities (just as the CVSS) and is able to compose vulnerabilities into service levels. The service levels define the potential risk levels and are modelled as a Markov process, which are then used to predict the risk level at a particular time

The investigation will be done using lens of slack resource and good management theory.     The aim of this paper is to evaluate qualitatively the impact of sustainability support to Small and Medium Sized Enterprises (SMEs) where quantitative results are often difficult to appraise. Many of these organisations require sustainable business support to enable them to start or build their business concepts on sound sustainable platforms. Many SMEs are unable to quantitatively evaluate the benefit which they have received from support programmes because they are in the project planning stage or have limited financial data. Without a form of evaluation, support networks often cannot retain funding support. This paper is based on the grounded theory approach to analyse qualitative data received from participants in a sustainability support programme. Research on such programmes to SMEs is scant.
