    Electronic information sharing in local government authorities: Factors influencing the decision-making process

Copyright @ 2013 Elsevier B.V.Local Government Authorities (LGAs) are mainly characterised as information-intensive organisations. To satisfy their information requirements, effective information sharing within and among LGAs is necessary. Nevertheless, the dilemma of Inter-Organisational Information Sharing (IOIS) has been regarded as an inevitable issue for the public sector. Despite a decade of active research and practice, the field lacks a comprehensive framework to examine the factors influencing Electronic Information Sharing (EIS) among LGAs. The research presented in this paper contributes towards resolving this problem by developing a conceptual framework of factors influencing EIS in Government-to-Government (G2G) collaboration. By presenting this model, we attempt to clarify that EIS in LGAs is affected by a combination of environmental, organisational, business process, and technological factors and that it should not be scrutinised merely from a technical perspective. To validate the conceptual rationale, multiple case study based research strategy was selected. From an analysis of the empirical data from two case organisations, this paper exemplifies the importance (i.e. prioritisation) of these factors in influencing EIS by utilising the Analytical Hierarchy Process (AHP) technique. The intent herein is to offer LGA decision-makers with a systematic decision-making process in realising the importance (i.e. from most important to least important) of EIS influential factors. This systematic process will also assist LGA decision-makers in better interpreting EIS and its underlying problems.     This paper examines human resource management practices adopted in a group of eight case study firms and their tendencies towards versus away from partnership. The analysis is based on data collected during interviews with 124 employees (75 in organisations tending towards partnership and 49 in organisations tending away from partnership) and senior managers, conducted in 1997-1998 for the Job Insecurity and Work Intensification Survey (JIWIS). Drawing on the perspectives of senior managers and employees, we examine the tendency of firms towards and away from partnership in employment relations; and in keeping with the JIWIS methodology (Burchell et.al., 2001) we combine quantitative and qualitative evidence in our analysis. Specifically, we are interested in what partnership looks like in these different contexts, the reasons it is pursued (or not), the degree to which companies have been successful in achieving their partnership objectives (from the perspective of both management and employees), and the conditions that have either facilitated or impeded partnership in relationships with employees

    Environmental data and indicators and human security related issues in Romania: an institutional approach

    When the environmental issues are addressed in sustainability, human security terms the information demand is getting more complex, emphasising the need to integrate environmental, economic and socio-cultural information. This paper proposes an insight into the data and indicator issues on environment and human security in Romania from an institutional perspective. To a country in transition like Romania creating appropriate organisational structures and legislation has beed a prerequisite to building a realistic and effective environmental protection strategy. Therefore a presentation of the institutional and legislative framework of environmental protection created after 1989, in comparison with the situation in the communist period, has been considered necessary for understanding the institutional context of environmental data collecting, transmitting, processing and employing. On this basis the environmental information system has been critically assessed in terms of content, information flows and further developments related to human security issues. The data reliability at various territorial levels of data collecting, processing and transmitting has been also analysed in this context. A special emphasis has been put on the actors involved in employing the environmental information for strategy and policy elaboration and implementation, management and administration as well as for scientific research, environmental education and public participation purposes. A typology of these actors from organisational viewpoint has been proposed and analysed, pointing out the need of enhancing the netwotking effects at both national and international level.

    Leadership of Integrated Health and Social Care Services

    This research explores the lived experience of those individuals charged with leading the integration of health and social care services in Scotland. The research was primarily qualitative in nature – comprising of a qualitative survey of front-line managers of integrated health and social care services from a single partnership area. The survey explored the management and leadership tasks and activities expected of those leading health and social care teams. The research uncovers a sense that these new leadership positions are both overwhelming in the scope of tasks required and lack clarity in how these tasks should be undertaken. This highlights a need for coordinated support and training for staff who are charged with leading integrated health and social care teams. Three key recommendations have been drawn from the findings of this research: more support should be provided to managers working within these complex integrated systems; a joint training programme should be developed for managers across both partnering organisations and finally relevant policies and procedures should be compiled into one reference resource for managers of integrated services

    From search engine optimisation to search engine marketing management: development of a new area for information systems research

    Search Engine Optimisation was a term used by web developers in the late 90s to highlight the importance of increasing a website’s position in search engines’ results. Further development of the Internet in terms of the diversity of its users and uses such as e-commerce, blogging and wikis have highlighted the need for technical staff to work more closely with marketing professionals resulting in a new area of work – Search Engine Marketing Management. The paper highlights the emerging role of Search Engine Marketing Management as a new and increasingly important area for future information systems researchers and research. Reaching beyond the 'simple' undifferentiated goal of increasing visitors to a website, a mature perspective of marketing is developing - that of realising strategic marketing objectives. The practical contribution of this paper is found in the development of awareness among management roles of the importance and nuances of search engines and the tactics required to harness the benefits of multiple online communication channels within organisational marketing strategy
