    Institutional Repositories, Long Term Preservation and the changing nature of Scholarly Publications

    In Europe over 2.5 million publications of universities and research institutions are stored in institutional repositories. Although institutional repositories make these publications accessible over time, a repository does not have the task to preserve the content for the long term. Some countries have developed an infrastructure dedicated to sustainability. The Netherlands is one of those countries. The Dutch situation could be regarded as a successful example of how long term preservation of scholarly publications is organised through an open access environment. In this contribution to the Open Repository Conference 2010 it will be explained how this infrastructure is structured, and some preservation issues related to it will be discussed. This contribution is based on the long term preservation studies into Enhanced Publications, performed in the FP7 project DRIVER II (2007-2009, Digital Repository Infrastructure Vision for European Research II, WP 4 Technology Watch Report, part 2, Long-term Preservation Technologies (Deliverable 4.3/Milestone 4.2). http://www.driver-repository.eu/. Mostra-se necessário efetuar uma avaliação periódica da BD-UFPR para assegurar a visibilidade e a qualidade dos serviços e recursos disponibilizados. Baseando-se na "Guia para avaliação de repositórios institucionais de pesquisa", foram verificados os critérios atendidos pela Biblioteca Digital da UFPR (DSpace); abordou-se a conformidade com a Biblioteca Digital Nacional de Teses e Dissertações (BDTD), o registro e a validação pela iniciativa do Digital Repository Infrastructure Vision for European Research (DRIVER); e requisitos para certificação internacional de acordo com o Deutsche Initiative für Netzwerkinformation (DINI). Nesse contexto, são apresentadas sugestões e recomendações para o aperfeiçoamento da Biblioteca Digital da UFPR. Enumerouse os critérios (visibilidade; políticas; aspectos legais; metadados; interoperabilidade; logs e estatísticas; segurança, autenticidade e integridade dos dados) que necessitam de maior atenção para que a BD-UFPR possa figurar entre os repositórios de maior reconhecimento pela comunidade científica.Abstract : We evaluated the BD-UFPR from international instruments and tools for evaluating institutional repositories. It is essential to make a regular assessment of the BDUFPR to ensure the visibility and quality of services and resources. Relying upon the "Guide for the evaluation of institutional research repositories" were checked criteria met by the Biblioteca Digital da UFPR (DSpace). We dealt with the compliance with the Biblioteca Digital Nacional de Teses e Dissertações (BDTD); registration and validation by the Digital Repository Infrastructure Initiative Vision for European Research (DRIVER); and requirements for international certification according to Deutsche Initiative für Netzwerkinformation (DINI). In this context, we present suggestions and recommendations for the improvement of the Biblioteca Digital da UFPR. We list the criteria (visibility; policies, legal aspects, metadata, interoperability, logs and statistics, security, authenticity and integrity of data) that need more attention to the BD-UFPR may figure among the largest repositories of recognition by the scientific community

    Measuring the usage of cultural heritage documents : the german project open access-statistics

    The German project "Open Access-Statistics (OA-S)" is a joint infrastructure project for the standardised accumulation of heterogenous web log data with an emphasis on institutional repositories. Project partners of the OA-S project are Georg-August Universität Göttingen (Göttingen State- and University Library), Humboldt-Universität zu Berlin (Computer- and Mediaservice), Saarland University (Saarland University and State Library), and Universität Stuttgart (University Library). The actions undertaken are linked with national and international cooperations among others DINI (Deutsche Initiative für Netzwerkinformation / German Initiative for Network Information), Digital Repository Infrastructure Vision for European Research (DRIVER), and Joint Information Systems Committee (JISC). In OA-Statistics the data providers for access data will be the participating repositories (Berlin, Göttingen, Saarbrücken and Stuttgart), and in the next stage of expansion all DINI-certified repositories. In the long run, connections to other repositories and also to different digitized content for example cultural heritage documents are to be expected. The infrastructure is planned to be open for national and international repository providers to join in and benefit from the data aggregating and processing services provided by a central service provider

    Overview and Analysis of Practices with Open Educational Resources in Adult Education in Europe

    OER4Adults aimed to provide an overview of Open Educational Practices in adult learning in Europe, identifying enablers and barriers to successful implementation of practices with OER. The project was conducted in 2012-2013 by a team from the Caledonian Academy, Glasgow Caledonian University, funded by The Institute for Prospective Technological Studies (IPTS). The project drew on data from four main sources: • OER4Adults inventory of over 150 OER initiatives relevant to adult learning in Europe • Responses from the leaders of 36 OER initiatives to a detailed SWOT survey • Responses from 89 lifelong learners and adult educators to a short poll • The Vision Papers on Open Education 2030: Lifelong Learning published by IPTS Interpretation was informed by interviews with OER and adult education experts, discussion at the IPTS Foresight Workshop on Open Education and Lifelong Learning 2030, and evaluation of the UKOER programme. Analysis revealed 6 tensions that drive developing practices around OER in adult learning as well 6 summary recommendations for the further development of such practices

    Planning strategically, designing architecturally : a framework for digital library services

    In an era of unprecedented technological innovation and evolving user expectations and information seeking behaviour, we are arguably now an online society, with digital services increasingly common and increasingly preferred. As a trusted information provider, libraries are in an advantageous position to respond, but this requires integrated strategic and enterprise architecture planning, for information technology (IT) has evolved from a support role to a strategic role, providing the core management systems, communication networks, and delivery channels of the modern library. Further, IT components do not function in isolation from one another, but are interdependent elements of distributed and multidimensional systems encompassing people, processes, and technologies, which must consider social, economic, legal, organisational, and ergonomic requirements and relationships, as well as being logically sound from a technical perspective. Strategic planning provides direction, while enterprise architecture strategically aligns and holistically integrates business and information system architectures. While challenging, such integrated planning should be regarded as an opportunity for the library to evolve as an enterprise in the digital age, or at minimum, to simply keep pace with societal change and alternative service providers. Without strategy, a library risks being directed by outside forces with independent motivations and inadequate understanding of its broader societal role. Without enterprise architecture, it risks technological disparity, redundancy, and obsolescence. Adopting an interdisciplinary approach, this conceptual paper provides an integrated framework for strategic and architectural planning of digital library services.
