    A Systems Engineering Methodology for Wide Area Network Selection using an Analytical Hierarchy Process

    In this paper, we apply a systems engineering methodology to select the most appropriate wide area network (WAN) media suite, according to organizational technical requirements, using an Analytic Hierarchy Process (AHP). AHP is a mathematical decision modeling tool that utilizes decomposition, determination, and synthesis to solve complex engineering decision problems. AHP can deal with the universal modeling of process engineering decision-making, which is difficult to describe quantitatively, by integrating quantitative and qualitative analysis. We formulate and apply AHP to a hypothetical case study in order to examine its feasibility for the WAN media selection problem. The results indicate that our model can improve the decision-making process by evaluating and comparing all alternative WANs. This shows that AHP can support and assist an organization in choosing the most effective solution according to its demands. AHP is an effective resource-saver from many perspectives—it gives high performance, economic, and high quality solutions.     Assessing the Economic Gains from Telecom Competition

    This paper develops and simulates a dynamic model of strategic telecom competition. The goal is to understand how regulatory policy, particularly relative to lease charges for local network elements, affects telecom competition, investment, retail prices, and consumer welfare. The model assumes two products, local voice service and data (broadband), and three types of players the regional Bell operating companies, referred to as incumbent local exchange carriers (ILECs), cable companies (Cables), and competitive local exchange carriers (CLECs). The game begins with a) ILECs established in each county with respect to the provision of local voice and data services and b) Cables established in roughly half of the counties with respect to the provision of data.There are one-time fixed costs of entering a county, product- and period-specific costs of operating in a county, and marginal costs of supplying each product. Economies of scope reduce the fixed entry and operating costs of supplying both products in a given county at a given point in time. Finally, in supplying telecom services in a given county, CLECs may enter by leasing ILEC infrastructure at specified access rates. The requirement that ILECs allow CLECs to lease their local network facilities was established in the Telecommunications Act of 1996 as part of a quid pro quo that promised ILECs entry into the long distance market. But the ILECs continue to contest the quid. The ILECs support their position by suggesting that leased access reduces telecom investment and output and raises telecom prices. Our model considers the entire range of options available to each of the players, but it reaches the opposite conclusion. Indeed, we find thatif UNE-P rates were set at the Supreme Court-approved total element long-run incremental cost (TELRIC) levels, telecom investment and employment outlays would increase by over one fifth in counties containing the majority of the U.S. population and by over 30 percent in counties containing almost a third of the population. The present value of telecom outlays over the next 5 and 20 years would rise by 71billionand71 billion and 155 billion, respectively. On average, the switch from actual to TELRIC UNE rates would lower local phone rates across the country's 3108 counties by 57peryear,generatingannualtotalsavingstoconsumersof57 per year, generating annual total savings to consumers of 15 billion. Almost two fifths of the population would experience reductions in local phone rates of 20 percent or more. Over one fifth would experience rate reductions of 30 percent or more. These findings of price reductions are based on a fairly conservative parameterization of our model with respect to the specification of true ILEC and CLEC incremental long-run production costs.

    Vertical separation of the energy-distribution industry; an assessment of several options for unbundling

    The Dutch Minister of Economic Affairs has proposed to replace the currently implemented structure of legal unbundling of the energy distribution industry by ownership unbundling. In this study we analyse the costs and benefits of this proposal. We compare the proposal�to the current situation and to two alternative options that strengthen legal unbundling. We identify four mutually-related categories of benefits: better performance of networks, more efficient regulation, improved effectiveness of competition, and benefits of privatisation; and three categories of costs: one-off transaction costs, loss of economies of scope and the risk of less investment in generation. The analysis highlights that the benefits depend on the future development in small-scale generation and on allocation of the management of transmission networks. Mainly because of the uncertainty about the future role of small-scale generation and the uncertainty about the magnitude of the one-off transaction costs related to cross-border leases, the net welfare effect of ownership unbundling at the distribution level is ambiguous. We identify an alternative route for achieving some of the benefits considered.

    Using Transaction Utility Approach for Retail Format Decision

    Transaction Utility theory was propounded by Thaler to explain that the value derived by a customer from an exchange consists of two drivers: Acquisition Utilities and Transaction utilities. Acquisition utility represents the economic gain or loss from the transaction. Where as transaction utility is associated with purchase or (sale) and represents the pleasure (or displeasure) of the financial deal per se and is a function of the difference between the selling price and the reference price. Choice of a format has been studied from several dimensions including the cost and effort as well as the non-monetary values. However, the studies that present the complete picture and combine the aspects of the tangible as well as intangible values derived out of the shopping process are limited. Most of the studies, all of them from the developed economies, have focussed on the selection of a store. They represent a scenario where formats have stabilised. However, in Indian scenario formats have been found to be influencing the choice of store as well as orientation of the shoppers. Also, retailers are experimenting with alternate format with differing success rates. The author has also not found a study that has applied this theory. It is felt that the Transactional Utility Theory may provide a suitable approach for making format decisions.

    Alternative communication network designs for an operational Plato 4 CAI system

    The cost of alternative communications networks for the dissemination of PLATO IV computer-aided instruction (CAI) was studied. Four communication techniques are compared: leased telephone lines, satellite communication, UHF TV, and low-power microwave radio. For each network design, costs per student contact hour are computed. These costs are derived as functions of student population density, a parameter which can be calculated from census data for one potential market for CAI, the public primary and secondary schools. Calculating costs in this way allows one to determine which of the four communications alternatives can serve this market least expensively for any given area in the U.S. The analysis indicates that radio distribution techniques are cost optimum over a wide range of conditions

    Future benefits and applications of intelligent on-board processing to VSAT services

    The trends and roles of VSAT services in the year 2010 time frame are examined based on an overall network and service model for that period. An estimate of the VSAT traffic is then made and the service and general network requirements are identified. In order to accommodate these traffic needs, four satellite VSAT architectures based on the use of fixed or scanning multibeam antennas in conjunction with IF switching or onboard regeneration and baseband processing are suggested. The performance of each of these architectures is assessed and the key enabling technologies are identified

    Low-Complexity Hyperspectral Image Compression on a Multi-tiled Architecture

    The increasing amount of data produced in satellites poses a downlink communication problem due to the limited data rate of the downlink. This bottleneck is solved by introducing more and more processing power on-board to compress data to a satisfiable rate. Currently, this processing power is often provided by custom off the shelf hardware which is needed to run the complex image compression standards. The increase in required processing power often increases the energy required to power the hardware. This in turn pushes algorithm developers to develop lower complexity algorithms which are able to compress the data for the least amount of processing per data element. On the other hand hardware developers are pushed to develop flexible hardware which can be used on multiple missions to cut development cost and can be re-used for different missions. This paper introduces an algorithm which has been developed\ud to compress hyperspectral images at low complexity and describes its mapping to a new hardware platform which has been developed to offer flexibility as well as high performance processing power called the Xentium tile processor
