    Integration of decision support systems to improve decision support performance

    Decision support system (DSS) is a well-established research and development area. Traditional isolated, stand-alone DSS has been recently facing new challenges. In order to improve the performance of DSS to meet the challenges, research has been actively carried out to develop integrated decision support systems (IDSS). This paper reviews the current research efforts with regard to the development of IDSS. The focus of the paper is on the integration aspect for IDSS through multiple perspectives, and the technologies that support this integration. More than 100 papers and software systems are discussed. Current research efforts and the development status of IDSS are explained, compared and classified. In addition, future trends and challenges in integration are outlined. The paper concludes that by addressing integration, better support will be provided to decision makers, with the expectation of both better decisions and improved decision making processes

    What Works in Community Profiling? Initial reflections from the WWS Project in West Dunbartonshire

    This paper discusses the experience of WWS, Glasgow Centre for Population Health and the West Dunbartonshire Community Planning Team in developing community profiles for the purposes of place-based working. The key learning points from this paper are: With new legislation in Scotland driving a renewed emphasis on place-based working, both Community Planning Partnerships and Health & Social Care Partnerships will need to be able to work more flexibly with data at a range of small area geographies, and in response to different thematic areas of public service reform. A lack of capacity to work in this way could be a barrier to collaboration between services and partnerships and to the potential for turning evidence into action. For some CPPs, community profiling - a process that involves bringing local data together in a concise, accessible, presentation style- will require investment in a new technological infrastructure; in-house training for staff with some level of analytical ability and/or recruitment of staff with specialist analytic skills; and specialist support to develop the capacity of staff to interpret and make sense of local data so that it is more accessible and meaningful to local partners and communities. In the context of the Community Empowerment Act 2015, community profiling could be used to promote greater openness and transparency between service providers and communities, to highlight differences – and often inequalities - and to provoke discussion and responses

    Applied Research Through Partnership: the Experience of the Yorkshire and Humberside Regional Research Observatory

    Paper presented at a seminar on ‘Los Observatorios Regionales de Políticas Públicas como Herramientas de Gestión de Información: Una Aproximación al Estudio del Rendimiento Autonómico, at the Centro de Estudios de Gestión, Análisis y Información, Campus de Somosaguas, La Universidad Complutense, Madrid, 23-24 November, 2000 Ten years ago, a Regional Research Observatory (ReRO) was established to provide ‘clients’ in Yorkshire and Humberside with a single point access to a region-wide data and analysis service. The Observatory’s portfolio covered activities relating to applied research and consultancy, intelligence, education and training, publications and networking. The first part of the paper explains the concept of the Observatory as it was initially conceived as a form of partnership across all the universities in the region, outlines the structure of the organization that was created, explains the arrangements for operating the Observatory as a partnership initiative, and exemplifies the outputs and achievements during the first half of the decade. In order to facilitate its regional monitoring activities, ReRO constructed a Regional Intelligence Centre (RIC), a customised geographical information system in which to store key data sets and generate a range of statistical indicators for the region as a whole or its constituent parts. The second part of the paper explains the structure of the RIC and its contents. It argues that the main advantage that derives from the construction of such a centre is the value that is added to raw information through data handling and integration, through skilled interpretation and through the provision of new information, maybe in the form of forecasts of what is likely to happen in the future, as well as analyses of what has happened in the past. The third and final part of the paper explores some of the key issues and difficulties relating to the operation of the Observatory and considers some of the reasons that have accounted for its loss of momentum in the last few years. This has occurred over a period of increased political attention to regional administration and planning in the UK, exemplified by the creation of Scottish and Welsh Assemblies and the emergence of Regional Development Agencies and Regional Assemblies across England. A retrospective evaluation demonstrates a number of lessons that have been learnt and provides a number of useful guidelines to those attempting to establish similar structures elsewhere in the developed world

    Developing successful intelligence : a curriculum for employability in changing markets for graduate labour

    A key pedagogical challenge for undergraduate educators in integrating work and learning in the curriculum, is the identification of appropriate conceptual constructs to facilitate student learning and development. State and employer organisations have articulated a discourse of 'key skills' which has been adopted by universities, and yoked to innovations in pedagogy for employability. We propose the construct 'successful intelligence' to enhance pedagogy for employability. We show how it might be introduced to the undergraduate business curriculum, using a case study of the evolution of an undergraduate management development programme to ground our thinking in practice. We also use student perceptions of teaching, learning, and career planning to distinguish what students regard as real and relevant in their studies, contributing to employability

    This is the first part of a two-part paper presenting a fundamental review and summary of research of design coordination and cooperation technologies. The theme of this review is aimed at the research conducted within the decision management aspect of design coordination. The focus is therefore on the strategies involved in making decisions and how these strategies are used to satisfy design requirements. The paper reviews research within collaborative and coordinated design, project and workflow management, and, task and organization models. The research reviewed has attempted to identify fundamental coordination mechanisms from different domains, however it is concluded that domain independent mechanisms need to be augmented with domain specific mechanisms to facilitate coordination.     Maintenance Knowledge Management with Fusion of CMMS and CM

    Abstract- Maintenance can be considered as an information, knowledge processing and management system. The management of knowledge resources in maintenance is a relatively new issue compared to Computerized Maintenance Management Systems (CMMS) and Condition Monitoring (CM) approaches and systems. Information Communication technologies (ICT) systems including CMMS, CM and enterprise administrative systems amongst others are effective in supplying data and in some cases information. In order to be effective the availability of high-quality knowledge, skills and expertise are needed for effective analysis and decision-making based on the supplied information and data. Information and data are not by themselves enough, knowledge, experience and skills are the key factors when maximizing the usability of the collected data and information. Thus, effective knowledge management (KM) is growing in importance, especially in advanced processes and management of advanced and expensive assets. Therefore efforts to successfully integrate maintenance knowledge management processes with accurate information from CMMSs and CM systems will be vital due to the increasing complexities of the overall systems. Low maintenance effectiveness costs money and resources since normal and stable production cannot be upheld and maintained over time, lowered maintenance effectiveness can have a substantial impact on the organizations ability to obtain stable flows of income and control costs in the overall process. Ineffective maintenance is often dependent on faulty decisions, mistakes due to lack of experience and lack of functional systems for effective information exchange [10]. Thus, access to knowledge, experience and skills resources in combination with functional collaboration structures can be regarded as vital components for a high maintenance effectiveness solution. Maintenance effectiveness depends in part on the quality, timeliness, accuracy and completeness of information related to machine degradation state, based on which decisions are made. Maintenance effectiveness, to a large extent, also depends on the quality of the knowledge of the managers and maintenance operators and the effectiveness of the internal & external collaborative environments. With emergence of intelligent sensors to measure and monitor the health state of the component and gradual implementation of ICT) in organizations, the conceptualization and implementation of E-Maintenance is turning into a reality. Unfortunately, even though knowledge management aspects are important in maintenance, the integration of KM aspects has still to find its place in E-Maintenance and in the overall information flows of larger-scale maintenance solutions. Nowadays, two main systems are implemented in most maintenance departments: Firstly, Computer Maintenance Management Systems (CMMS), the core of traditional maintenance record-keeping practices that often facilitate the usage of textual descriptions of faults and actions performed on an asset. Secondly, condition monitoring systems (CMS). Recently developed (CMS) are capable of directly monitoring asset components parameters; however, attempts to link observed CMMS events to CM sensor measurements have been limited in their approach and scalability. In this article we present one approach for addressing this challenge. We argue that understanding the requirements and constraints in conjunction - from maintenance, knowledge management and ICT perspectives - is necessary. We identify the issues that need be addressed for achieving successful integration of such disparate data types and processes (also integrating knowledge management into the “data types” and processes)
