    Prioritization of public services for digitalization using fuzzy Z-AHP and fuzzy Z-WASPAS

    In this paper, public services are analyzed for implementations of Industry 4.0 tools to satisfy citizen expectations. To be able to prioritize public services for digitalization, fuzzy Z-AHP and fuzzy Z-WASPAS are used in the analysis. The decision criteria are determined as reduced cost, fast response, ease of accessibility, reduced service times, increase in the available information and increased quality. After obtaining criteria weights using fuzzy Z-AHP, health care services, waste disposal department, public transportation, information services, social care services, and citizen complaints resolution centers are compared using fuzzy Z-WASPAS that is proposed for the first time in this paper.     Hesitant Fuzzy Linguistic Analytic Hierarchical Process With Prioritization, Consistency Checking, and Inconsistency Repairing

    Analytic hierarchy process (AHP), as one of the most important methods to tackle multiple criteria decision-making problems, has achieved much success over the past several decades. Given that linguistic expressions are much closer than numerical values or single linguistic terms to a human way of thinking and cognition, this paper investigates the AHP with comparative linguistic expressions. After providing the snapshot of classical AHP and its fuzzy extensions, we propose the framework of hesitant fuzzy linguistic AHP, which shows how to yield a decision for qualitative decision-making problems with complex linguistic expressions. First, the comparative linguistic expressions over criteria or alternatives are transformed into hesitant fuzzy linguistic elements and then the hesitant fuzzy linguistic preference relations (HFLPRs) are constructed. Considering that HFLPRs may be inconsistent, we conduct consistency checking and improving processes after obtaining priorities from the HFLPRs based on a linear programming method. Regarding the consistency-improving process, we develop a new way to establish a perfectly consistent HFLPR. The procedure of the hesitant fuzzy linguistic AHP is given in stepwise.     AN EXTENDED SINGLE-VALUED NEUTROSOPHIC AHP AND MULTIMOORA METHOD TO EVALUATE THE OPTIMAL TRAINING AIRCRAFT FOR FLIGHT TRAINING ORGANIZATIONS

    Aircraft’s training is crucial for a flight training organization (FTO). Therefore, an important decision that these organizations should wisely consider the choice of aircraft to be bought among many alternatives. The criteria for evaluating the optimal training aircraft for FTOs are collected based on the survey approach. Single valued neutrosophic sets (SVNS) have the degree of truth, indeterminacy, and falsity membership functions and, as a special case, neutrosophic sets (NS) deal with inconsistent environments. In this regard, this study has extended a single-valued neutrosophic analytic hierarchy process (AHP) based on multi-objective optimization on the basis of ratio analysis plus a full multiplicative form (MULTIMOORA) to rank the training aircraft as the alternatives. Moreover, a sensitivity analysis is performed to demonstrate the stability of the developed method. Finally, a comparison between the results of the developed approach and the existing approaches for validating the developed approach is discussed. This analysis shows that the proposed approach is efficient and with the other methods

    VIKOR Technique:A Systematic Review of the State of the Art Literature on Methodologies and Applications

    The main objective of this paper is to present a systematic review of the VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) method in several application areas such as sustainability and renewable energy. This study reviewed a total of 176 papers, published in 2004 to 2015, from 83 high-ranking journals; most of which were related to Operational Research, Management Sciences, decision making, sustainability and renewable energy and were extracted from the “Web of Science and Scopus” databases. Papers were classified into 15 main application areas. Furthermore, papers were categorized based on the nationalities of authors, dates of publications, techniques and methods, type of studies, the names of the journals and studies purposes. The results of this study indicated that more papers on VIKOR technique were published in 2013 than in any other year. In addition, 13 papers were published about sustainability and renewable energy fields. Furthermore, VIKOR and fuzzy VIKOR methods, had the first rank in use. Additionally, the Journal of Expert Systems with Applications was the most significant journal in this study, with 27 publications on the topic. Finally, Taiwan had the first rank from 22 nationalities which used VIKOR technique

    Intuitionistic fuzzy edas method: an application to solid waste disposal site selection

    Evaluation based on Distance from Average Solution (EDAS) is a new multicriteria decision making (MCDM) method, which is based on the distances of alternatives from the average scores of attributes. Classical EDAS has been already extended by using ordinary fuzzy sets in case of vague and incomplete data. In this paper, we propose an interval-valued intuitionistic fuzzy EDAS method, which is based on the data belonging to membership, nonmembership, and hesitance degrees. A sensitivity analysis is also given to show how robust decisions are obtained through the proposed intuitionistic fuzzy EDAS. The proposed intuitionistic fuzzy EDAS method is applied to the evaluation of solid waste disposal site selection alternatives. The comparative and sensitivity analyses are also included

    Electric Bus Selection with Multicriteria Decision Analysis for Green Transportation

There are also numerous points of decision-making in transportation. One of these decision-making points regards clean technology vehicle determination. Clean technology vehicles, such as electric buses, have some advantages compared to other technologies like internal combustion engine vehicles. Notably, electric vehicles emit zero tailpipe emissions, thereby ensuring cleaner air for cities and making these clean technologies preferable to other technologies, especially in highly populated areas for better air quality and more livable cities. In this study, we propose a multicriteria decision-making process using analytic hierarchy process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in the context of an electric bus in the center of Ankara. Six potential electric bus alternatives were evaluated under seven specific criteria. Overall, EV-2 electric buses outperformed other electric bus alternatives based on the chosen criteria.     AHP-TOPSIS integration extended with Pythagorean fuzzy sets for information security risk analysis

    Risk analysis (RA) contains several methodologies that object to ensure the protection and safety of occupational stakeholders. Multi attribute decision-making (MADM) is one of the most important RA methodologies that is applied to several areas from manufacturing to information technology. With the widespread use of computer networks and the Internet, information security has become very important. Information security is vital as institutions are mostly dependent on information, technology, and systems. This requires a comprehensive and effective implementation of information security RA. Analytic hierarchy process (AHP) and technique for order preference by similarity to ideal solution (TOPSIS) are commonly used MADM methods and recently used for RA. In this study, a new RA methodology is proposed based on AHP-TOPSIS integration extended with Pythagorean fuzzy sets. AHP strengthened by interval-valued Pythagorean fuzzy numbers is used to weigh risk parameters with expert judgment. Then, TOPSIS with Pythagorean fuzzy numbers is used to prioritize previously identified risks. A comparison of the proposed approach with three approaches (classical RA method, Pythagorean fuzzy VIKOR and Pythagorean fuzzy MOORA) is also provided.     Industry 4.0 project prioritization by using q-spherical fuzzy rough analytic hierarchy process

    The Fourth Industrial Revolution, also known as Industry 4.0, is attracting a significant amount of attention because it has the potential to revolutionize a variety of industries by developing a production system that is fully automated and digitally integrated. The implementation of this transformation, however, calls for a significant investment of resources and may present difficulties in the process of adapting existing technology to new endeavors. Researchers have proposed integrating the Analytic Hierarchy Process (AHP) with extensions of fuzzy rough sets, such as the three-dimensional q-spherical fuzzy rough set (q-SFRS), which is effective in handling uncertainty and quantifying expert judgments, to prioritize projects related to Industry 4.0. This would allow the projects to be ranked in order of importance. In this article, a novel framework is presented that combines AHP with q-SFRS. To calculate aggregated values, the new framework uses a new formula called the q-spherical fuzzy rough arithmetic mean, when applied to a problem involving the selection of a project with five criteria for evaluation and four possible alternatives, the suggested framework produces results that are robust and competitive in comparison to those produced by other multi-criteria decision-making approaches

    ASSESSMENT OF SUSTAINABLE WASTEWATER TREATMENT TECHNOLOGIES USING INTERVAL-VALUED INTUITIONISTIC FUZZY DISTANCE MEASURE-BASED MAIRCA METHOD

    Effective wastewater treatment has significant effects on saving water and preventing unnecessary water scarcity. An appropriate wastewater treatment technology (WWTT) brings economic benefits through reuse in different sectors and benefits the society and environment. This study aims to develop a decision-making framework for evaluating the sustainable WWTTs under interval-valued intuitionistic fuzzy set (IVIFS) environment. The proposed MCDM framework is divided into two stages. First, a new Hellinger distance measure is developed to determine the degree of difference between IVIFSs and also discussed its desirable characteristics. Second, an interval-valued intuitionistic fuzzy extension of multi-attribute ideal-real comparative analysis (MAIRCA) model is developed using the proposed Hellinger distance measure-based weighting tool. Further, the proposed model is implemented on an empirical study of sustainable WWTTs evaluation problem. Sensitivity and comparative studies are made. The results indicate that odor impacts, sludge production, maintenance and operation are the most effective sustainable factors and Microbial fuel cell (MFC) technology is the best WWTT followed by natural treatment methods
