    E-government iImplementation and adoption: the case study of Botswana Government

    ABSTRACT The advancements in the ICT and internet technologies challenge governments to engage in the electronic transformation of public services and information provision to citizens. The capability to reach citizens in the physical world via e-government platform and render a citizen-centric public sector has increasingly become vital. Thus, spending more resources to promote and ensure that all members of society are included in the entire spectrum of information society and more actively access government online is a critical aspect in establishing a successful e-government project. Every e-government programme requires a clear idea of the proposed benefits to citizens, the challenges to overcome and the level of institutional reform that has to take place for e- government to be a success in a given context. E-government strategy is fundamental to transforming and modernising the public sector through identification of key influential elements or strategy factors and ways of interacting with citizens. It is therefore apparent that governments must first understand variables that influence citizens’ adoption of e-government in order to take them into account when developing and delivering services online. Botswana has recently embarked on e-government implementation initiatives that started with the e-readiness assessment conducted in 2004, followed by enactment of the National ICT policy of 2007 and the approval of the e-government strategy approved in 2012 for dedicated implementation in the 2014 financial year. Significant developments have taken place around national and international connectivity including initiatives that offer connectivity to citizens such as the I- partnership, community run Nteletsa projects, post office run tele-centres and Sesigo projects that have been deployed on a wider Botswana. In spite of these remarkable initiatives there is no change management strategy in place and evidence to suggest that citizens cluster groups, government employees, key influential citizens’ stakeholders and other local government administrative governing structures at district levels have been appropriately informed, consulted, engaged and participated in the design, development and implementation initiatives. This position has contributed largely to low e-readiness indices for Botswana, low PC, Internet and broadband penetration levels, which do not commensurate with levels of connectivity initiatives already in place and operational. The strategy development, which is the viability business plan for the entire project has been initiated and concluded without the appropriate input of citizens, employees and local government structures at the districts. Considering that that e-government is new and narrowly researched in Botswana. There is non existing research on both the impact of strategy factors to e-government implementation success and citizens’ involvement and participation in the e-government design and implementation through to adoption and continual use. This study therefore explores and investigates empirically the key e-government strategy influential success elements and the how citizens’ involvement and participation in e-government development can be secured, supported and facilitated towards adoption and continual future use. This culminates in the proposal of both theoretically supported and empirically validated e-government strategy framework and citizen centric conceptual model. The study is crucial as it aims understand how can influences upon success in e-government project be better understood and citizens’ stakeholder adoption of e-government enhanced to facilitate successful development of e-government in Botswana and is also timely as it comes at the time when Botswana has not yet implemented her e-government strategy, hence factors identified are critical to both strategy re-alignment and design of the citizens’ involvement and participation change management strategy to support both implementation and citizens’ adoption of e-government in Botswana. The study utilises the mixed methods research, employing both qualitative and quantitative methods to address the research question and triangulated data collection approaches used to select survey sample for two questionnaire sets carried on opinion holders within government and non government structures and ordinary citizens, use of observations on operating tele-centres, interviews with key e-government strategic stakeholders and document analysis which included e-government policies and related documentations as well as extensive review of e-government published literature including applied implementation and citizens adoption experiences of developing and developed countries. In the analysis of data the multiple regression analysis has been utilised and multivariate analysis performed to ensure linearity, normality and collinearity. The linear regression has been used to test the hypothesis through the Analysis of variance (ANOVA) technique.     What motivates employers to establish preventive arrangements? An examination of the case of supply chains

    This paper examines existing evidence as to the factors that prompt organisations to utilise supply chains to influence how health and safety is managed within them, with a view to shedding light on how far it serves to confirm or challenge the view that in general employers are unlikely to voluntarily pursue preventive management initiatives in the absence of external regulatory pressures. The analysis reveals a range of initiatives undertaken to utilise supply chains to support improvements in health and safety management, both at the level of individual organisations and via trade and industry bodies. It also, however, indicates that while supply chains can be used to improve how health and safety is managed within them, only in relatively narrowly defined circumstances will market-based business motivations alone serve to encourage the utilisation of this potential. It is further concluded that if policy-makers wish to see supply chains used more widely to improve standards of health and safety standards, then they need to do more than merely encourage voluntary action in this regard

    Participation in the global knowledge commons : challenges and opportunities for research dissemination in developing countries

    Due to improving Internet connectivity and a growing number of international initiatives, knowledge workers in developing countries are now getting access to scholarly and scientific publications and electronic resources at a level that is unmatched historically. This is highly significant, particularly in areas of medicine, agricultural and environmental sciences, and development literature that are much needed if developing countries are to meet the Millennium Development Goals. At the same time, the Open Access movement and the growing number of Open Archive Initiative (OAI) compliant institutional repositories promise to provide even greater access to resources and scientific publications that were previously inaccessible. These low cost technology and interoperability standards are also providing great opportunities for libraries and publishers in developing countries to disseminate local research and knowledge and to bridge the South-North knowledge gap. This article reviews these recent trends, discusses their significance for information access in developing countries, and provides recommendations for knowledge workers on how to actively participate in and contribute to the global knowledge commons

    Portugal: Leapfrogging Digital Transformation

Section 2 analyzes the main motivations for the digital transformation strategy; Section 3 summarizes its main challenges, while Section 4 presents the main components of the strategy. Section 5 analyzes the governance model, and Section 6, the legal and regulatory framework. Section 7 discusses critical enablers for the digital transformation of government services. Section 8 introduces 16 key initiatives of the strategy. Section 9 summarizes the lessons learnt, followed by an assessment of the strategy’s impact in Section 10.     Google and Apple’s Gale of Creative Destruction.

    Creative destruction is an economic theory of innovation popularised by Austrian economist Joseph Schumpeter. In this paper, Schumpeter’s theories are used to explain how radical technological innovations in information-intensive industries are influencing the erosion of traditional industry and market boundaries leading to the emergence of new competitive business models and strategies. Developments in digital technology has resulted in new technological shifts and market linkages resulting in dilemmas for the existing incumbents in traditional industries who find themselves increasingly trapped and victims of a new innovation logic. The new value innovation logic is being driven by entrepreneurs such as Page and Brin (Google) and Jobs (Apple) who are currently in the process of revolutionising the economic structures of many industries and creating new markets and organisational business models in a gale of creative destruction reminiscent of the theories developed by Sombart and Schumpeter. This creation of new market models and their impact on established industries are explained further in the value chain evolution theory and its corollary sustaining innovation classification-scheme. These theories reinforce the view that innovators, thinking in new and radical ways, provide sustainable new market developments and earn above the average revenues compared to incumbents, whose profit pools have eroded. This paper researches and analyses the impact that Google and Apple are having upon a broad range of information-intensive industries and the strategic options of the incumbent firms in the respective traditional industries in response to this radical change. Its purpose is to provide explanations of why and how radical innovators are able to redefine the rules of the market leading to economic growth and development.     Modelos de Negócios Sustentáveis: Uma Revisão Sistemática de Abordagens e Desafios na Manufatura

    Objective: there is an ongoing need for businesses to strive to maintain ideals within environmental, economic, and social values — commonly known as the triple bottom line. Manufacturing as a sector has advanced drastically and the literature on sustainable business models in this sector has emerged. The purpose of this paper is to analyze sustainable business models in manufacturing and the approaches and challenges faced in creating and implementing them. Methods: this paper uses a systematic approach to review the literature. We identify sustainable business models and classify them within different industry areas while strategies and challenges emerge from the literature. Results: the findings indicate that there is some empirical work done in investigating the social and environmental dimensions of sustainability in manufacturing. Overall, there is an ongoing transition to sustainable business models in varying divisions of industry. However, the creation and delivery of sustainable economic value is still unexplored. Conclusions: the research provides insight to researchers and practitioners on how organizations implement sustainability while delivering value to their stakeholders. It also provides new avenues for conducting research in unexplored strategies of sustainable business modeling.Objetivo: há uma necessidade contínua de que as empresas se esforcem para manter os ideais dentro dos valores ambientais, econômicos e sociais - comumente conhecidos como triple bottom line. A manufatura como um setor avançou drasticamente e a literatura sobre modelos de negócios sustentáveis neste setor emergiu. O objetivo deste artigo é analisar modelos de negócios sustentáveis na manufatura e as abordagens e desafios enfrentados na sua criação e implementação. Métodos: este artigo usa uma abordagem sistemática para revisar a literatura. Identificamos modelos de negócios sustentáveis e os classificamos em diferentes áreas da indústria, enquanto estratégias e desafios emergem da literatura. Resultados: os resultados indicam que há algum trabalho empírico realizado na investigação das dimensões sociais e ambientais da sustentabilidade na manufatura. No geral, há uma transição contínua para modelos de negócios sustentáveis em várias divisões da indústria. No entanto, a criação e entrega de valor econômico sustentável ainda são inexploradas. Conclusões: a pesquisa fornece uma visão para pesquisadores e profissionais sobre como as organizações implementam a sustentabilidade e, ao mesmo tempo, agregam valor às suas partes interessadas.     The report provides a framework that categorises the different European Union (EU) policies, laws and governance actions identified as impacting upon food value chains in the defined areas of: fairer trading practices, food integrity (food safety and authenticity), and sustainability collaborations along food value chains. A four-stage framework is presented and illustrated with examples. The evidence shows that European Union policy activity impacting upon food value chain dynamics is increasing, both in terms of the impacts of policies upon the chains, and, in terms of addressing some of the more contentious outcomes of these dynamics. A number of policy priorities are at play in addressing the outcomes of food value chain dynamics. unevenness of the distribution of profit within food value chains, notably to farmers. Regulation of food safety and aspects of authenticity has been a key focus for two decades to ensure a functioning single market while ensuring consumer health and wellbeing. A food chain length perspective has been attempted, notably through regulations such as the General Food Law, and the rationalisation of the Official Controls on food and feed safety. However, there are still gaps in the effective monitoring and transparency of food safety and of food integrity along value chains, as exemplified by misleading claims and criminal fraud. This has led to renewed policy actions over food fraud, in particular. EU regulations, policies and related governance initiatives provide an important framework for national-level actions for EU member states and for EEA members. The more tightly EU-regulated areas, such as food safety, see fewer extra initiatives, but where there is a more general strategic policy and governance push, such as food waste reduction or food fraud, there is greater independent state-level activity. Likewise, there is much more variation in the application of both national and European (Competition) law to govern unfair trading practices impacting upon food value chains. This report presents the findings of a survey of members from the VALUMICS stakeholder platform, that were policy facing food value chain stakeholders across selected European countries, including both EU and EEA Member States. The survey was conducted to check the significance of the main policies identified in the mapping exercise at EU and national levels and so to incorporate the views of stakeholders in the research. The responses suggest the policy concerns identified in EU and national-level research resonate with food value chain stakeholders in participating nations. The report concludes by exploring in more detail how the themes of fairness and of transparency are being handled in the policy activities presented. Highlighted are the ways that both fairness and transparency can be extended within the existing frameworks of EU policy activity. The findings in this report provide an important context for further and detailed research analysis of the workings and dynamics of European food value chains under the VALUMICS project
