Qualification Strategies in ICT for Europe and Romania

In the international comparison significant differences regarding the future demand come into view. In Romania and Portugal, where the ICT qualification is dominated by universities degrees, the companies correspondingly see the biggest demand on qualification level 5M (masters’ degree). For Portugal this is the only group where companies see a significantly higher demand in the near future. For the Czech Republic and Germany only one fifth of the companies say there will be a higher demand on university based level 5M and in the Netherlands, it is even less, with only 10% of the companies. Steuerungsprobleme im beruflichen Bildungswesen - Grenzen der Schulpolitik. Handlungslogiken und Handlungsfolgen aktueller Berufsbildungspolitik

Auf die Unterscheidung von drei verschiedenen Handlungslogiken im beruflichen Bildungswesen gestützt, konturiert der Beitrag den Schnittstellencharakter der Berufsschule und die daraus resultierenden spezifischen Anforderungen, die das berufliche Bildungswesen an seine Steuerung richtet. Im Zusammenhang mit der erziehungs- und sozialwissenschaftlichen Debatte um neue Steuerungsformen werden vor diesem Hintergrund zwei aktuelle schulpolitische Beiträge zur Berufsbildungspolitik, und zwar das nordrhein-westfälische "Berufskolleggesetz" und die flankierenden Maßnahmen zum Qualitätsmanagement an berufsbildenden Schulen dahingehend diskutiert, inwieweit sie den herausgearbeiteten Steuerungserfordernissen entsprechen. Auf diese Weise arbeitet der Beitrag die "blinden Flecken" und denkbare "unbeabsichtigte Nebenfolgen" einer in den Grenzen der Schulpolitik verbleibenden Steuerungspraxis heraus und betont demgegenüber die Notwendigkeit einer Steuerungsstrategie, die an die Pluralität der Handlungslogiken und die konstatierten Schnittstellenprobleme angepaßt ist. (DIPF/Orig.)Based on a distinction between three types of logics of action in the system of vocational education, the authors sketch the intersectional character of the vocational school and the resulting specific demands on the system of vocational education regarding its control. In connection with the pedagogical and sociological debate on new forms of control, two recent contributions to educational policy are discussed, namely the law on the college of vocational education in North Rhine-Westphalia and the supporting measures regarding quality management at vocational schools. The authors examine in how far these two approaches meet the control-related requirements sketched before. Thus, they reveal the "blind spots" and possible "unintended side-effects" of a control practice remaining within the boundaries of educational policy and they stress the need for a control strategy adapted to the plurality of the logics of action and to the intersectional problems pointed out above. Die betriebliche Verwertung von Schulzeugnissen bei der Ausbildungsstellenvergabe

Im Widerspruch zum öffentlichen Diskurs belegt die internationale Forschungslage, dass Schulqualifikationen bei der (Ausbildungs-)Stellenvergabe oft nur zweitrangig sind. Gleichwohl können Schulqualifikationen für die Auswahl von Auszubildenden inhaltlich oder organisatorisch bedeutsam sein. Mit einer Arbeitgeberbefragung in 70 Klein- und Mittelbetrieben der Deutschschweiz wurde untersucht, wie Schulzeugnisse bei der Ausbildungsstellenvergabe verwertet werden. Qualitative Inhaltsanalysen belegen verschiedene Funktionen von Schulqualifikationen für die Lehrlingsselektion. Sie zeigen zudem, dass Betriebe primär eine stellvertretende Selektion für die Berufsschule vollziehen und dabei mit beträchtlichen Problemen der Interpretation von Schulzeugnissen konfrontiert sind. Fachtextdekodierungskompetenz durch sprachbewussten Fachunterricht in der Berufsschule

In Austria, roughly one third of juveniles between the ages of 15 and 20 attend a vocational school. Many of these vocational students face difficulties in reading and understanding the specialist texts that are used in vocational training, irrespective of whether they have migration background or not. They often lack the skills to understand specialist language, which forms part of the education language and is defined by multiple word combinations, complex attributes and separable verbs, and often lack skills in decoding specialist texts. One way to acquire the skills in specialist language as well as the requisite decoding skills is to offer language-aware and instructional scaffolds, which means planning (subject) lessons in which the “deliberate use of language in teaching and learning (in a special professional subject)” is practiced throughout the entirety of the educational curriculum. The main question is the extent to which language-aware teaching across the vocational curriculum (including both general knowledge and specialized, commercial subjects) as well as methods like scaffolding actually helps vocational students improve their comprehension skills despite the difficult structural conditions within the vocational system (time constraints, heterogeneity, etc.)
