    The aim of this research is to determine the social construction of elderly people regarding begging work and the social construction of elderly beggars. This research is entitled social construction of elderly people regarding begging work. The method used in this research is qualitative research which aims to understand the phenomena experienced by the research subjects as a whole. The results of this research were then analyzed using Peter L. Berger's Social Construction theory. The elderly's social construction of begging shows that they are less comfortable with beggars because beggars behave less well when given money. Apart from that, they don't like it because there are beggars who are still physically strong and have an adequate life. In the externalization process, elderly people in their views towards beggars express various attitudes. They expressed that they were uncomfortable because they felt disturbed by the presence of beggars. The subject stated that there were beggars who were still physically strong but worked as beggars and there were beggars whose actions were not good. In the process of objectification, elderly people receive the opinion from neighbors that there are beggars who actually live well. The process of internalization in the elderly towards beggars, they take action not to give money to beggars if the beggar is still able and physically strong to do other work

    Alastair Fowler has written, with reference to the time of Milton, of ‘Latin's special role in a bilingual culture’, and this was still true in the early eighteenth century. The education of the elite placed great emphasis on the art of writing Latin verse and modern, as well as ancient, writers of Latin continued to be widely read. Collections of Latin verse, by individual writers such as Vincent Bourne (c. 1694–1747) or by groups such as Westminster schoolboys or bachelors of Christ Church, Oxford, could run into multiple editions, and included poems on a wide range of contemporary topics, as well as reworkings of classical themes. This paper examines a number of eighteenth-century Latin poems dealing with beggars, several of which are here translated for the first time. Particular attention is paid to the way in which the Latin poems recycled well-worn tropes about beggary which were often at variance with the experience of real-life beggars, and to how the specificities of Latin verse might heighten negative representations of beggars in a genre which, as a manifestation of elite culture, appealed to the very class which was politically and legally responsible for controlling them

    The purpose of this study is to describe: 1) Researches exist in Indonesia about vagrants and beggars,                          2) Analyze the factors that cause someone becoming vagrants and beggars, 3) Analyze the phenomena vagrants and beggars from the study of Symbolic Interaction Theory, 5) Analyzing the phenomena vagrants and beggars from Erving Goffman's Dramatugis theory.  Definition of Vagrant are people's lives are not in accordance with the norms of a decent life in the local community, and have no place to live and work in a particular area and still lives wandering  in a public place. (article  1 Number 1 Peraturan Pemerintah 31/1980). Meanwhile,  definition of beggars are the ones who earn a living by begging in public in various ways and reasons to expect mercy from others. (article 1 Number 2 Peraturan Pemerintah 31/1980). Various reasons people decide to become vagrants and beggars, but phenomena vagrants and beggars in several big cities in Indonesia is quite a lot and improved from time to time. An increasing number of but phenomena vagrants and beggars appear at certain times eg before the month of Ramadan when Muslims are fasting rituals until the day before the feast of idul Fitri.     Qanun Number 11 of 2013 concerning social welfare, this is to carry out social development programs at various levels of society. The qanun was issued as a more operational policy which became the legal basis for efforts to carry out protection, social rehabilitation and empowerment.The Social Service has provided guidance and training to homeless people and beggars who have been caught in raids at the Social Protection House (RPS), the guidance and training are given with the aim that homeless people and beggars can open businesses, have decent jobs, and become independent so that they stop to be vagrants and beggars. The social security programs provided to them in the RPS include, such as: health insurance, education, housing and skills. The programs carried out by the Social Service in dealing with homeless people and beggars have so far had the effect of reducing the number of homeless and beggars, this shows the success of the Social Service in reducing homeless and beggars as well as beggars and vagabonds to get their rights as citizens guaranteed in the Laws.     Social Service Policy in Handling Beggars in Lhokseumawe City

    Lhokseumawe City, in implementing PP No. 31 of 1980 on Tackling Homeless and Beggars and Qanun Aceh No. 11 of 2013 on Social Welfare authorizes Social Services in taking policies in handling beggars and homeless people. A total of 32 people in 2019 and 25 people in 2018 have been caught in raids by Social Services. This research used qualitative research method with descriptive type analysis. Data collection techniques were observation, interviews and documentation. The data obtained by the researchers were analyzed with several steps, namely data collection, data reduction, data presentation, and finally, the withdrawal of conclusions. The results showed that the social service policy in handling beggars in Lhokseumawe city has not been maximized; there are three stages in handling beggars, namely preventive, regressive and rehabilitative stages. Preventive Stage of Social Services provides assistance through programs that have been created to reduce the poor to beggars, the second stage of Refresive social services in collaboration with cross-sectoral such as Satpol Pamong Praja (PP) and Wilayatul Hisbah (WH) conduct raids on beggars and at the Rehabilitative stage social services have not been able to do so, only giving direction and guidance not to beg anymore. But all measures have not been able to reduce the number of beggars. Barriers in the handling of beggars are divided into two, namely internal and external. Internal, it is the absence of a legal umbrella for social services in sanctioning beggars, while externally; it is from the beggars themselves who do not want to listen to the direction and guidance of social services not to beg anymore

    Higt level of urbanization creates a number of social problem in cyti. Urbanization happens due to hard living of suburban people. Sububar people move to cities to get a better economy and living, many people choose to move to cities, as the effect working fields in cities decrease, and the competition in creases. Suburban people who moved to cities dont get a proper job, as aresult, they chose to be beggars. Pekanbaru is one of the cities where we can find a lot of beggars. Not even local governments rule (perda no 12 year 2008) can make beggars stop their activity. Writer did this qualitative research for figuring out the factors that influence a beggar in doing this such activity. This research is also for figuring out if beggars perception have influence in decreasing beggig activity in Pekanbaru.Keywords: Beggars, poverty, local rule

    Begging on the streets of Addis Ababa: An impact of musculoskeletal disability

    Background: This was a 2-year interventional prospective study aimed at determining the frequency and pattern of musculoskeletal disability among beggars of the streets of Addis Ababa. It was part of a continuous multidisciplinary study that was trying to assess causes of street begging and looked for ways to stop it or at least bring it to ’tolerable’ proportions. This part of the study mainly focused on treatable/correctable musculoskeletal disabilities leading to begging on streets in the city. It also assessed the degree, duration and reasons for street begging and determined whether correcting treatable musculoskeletal disabilities stopped beggars from begging or not. The study setting was in Addis Ababa city, in collaboration with C.A.R.D.O.S. Ethiopia.Methods: This was an interventional prospective follow-up study on beggars of the streets of Addis Ababa who claimed musculoskeletal disability as their main cause for begging. A location in a sub city was selected for a reason of hosting the largest number of beggars. In collaboration with the local administrator a clinic was opened amidst the busy street and volunteer street beggars with musculoskeletal disability were recruited for the study. Surgical procedures were performed in 61 ‘patients’ and were followed for two years, from April 2007- April 2009. Some beggars refused a clearly beneficial surgeryResults: Our survey revealed there are 1,237 street beggars including the outskirts of ‘Entoto” mountain. Nearly two-third of the street beggars were males and age ranged from a week to 90. Of the 204 beggars with musculoskeletal disability, 118 were evaluated to clearly benefit from a successful surgical procedure. The commonest diagnosis was leprosy with its complications recorded in 47 of the 204, followed by bone and joint infections, 13.2 %( 27/204) and complex, unclear congenital anomalies ranked third. Neglected dislocations, mal-united of non united fractures were observed in twenty (9.8%) of the street beggars. Iatrogenic cause was discovered as a cause of disability in six beggars. Sixty one beggars were operated. The ages for operated cases ranged from 12 to 78 years. The duration of begging in beggars selected for surgery was from 4.5 to 56 years. Corrective amputation, Bone grafting and Sequestrectomy were the commonest procedures in respected order. One patient died due to concomitant cardiac illness. From the whole group 68 patients went back to begging while from the operated group only a single patient recently was found begging in one of the streets in Addis.Conclusion: Musculoskeletal disability may lead to begging. Well-funded, multi sectoral long-term campaign on begging will possibly reduce it to a ‘tolerable’ level

    The Role of the Dinas Sosial in Handling Beggars at Makassar City

     This study aims to determine the role of the Dinas Sosial in Handling Beggars at Makassar City and the factors that influence the rise of beggars at Makassar City. This type of research is descriptive research with a qualitative approach. The data collection techniques were carried out by observation, interviews and documentation. The results of this study indicate that the role of the Dinas Sosial in handling beggars at Makassar City is less effective, this can be seen from the three role indicators according to Gede Diva, namely the government has not acted as a facilitator, has not acted as a regulator and has acted as a catalyst. Based on the results of the study, two of the three indicators have not played a maximum role in handling beggars. This is due to the unavailability of facilities in the form of advanced rehabilitation homes for beggars to receive guidance and the lack of skills training provided by the Dinas Sosial of Makassar City to beggars. The internal factors of the rise of beggars at Makassar City are migrating with desperate capital, lazy to do business, and physical disabilities while the external factors are the absence of jobs, expensive prices of basic necessities, poverty and acute economic problems.
