    Informational Teacher’s Manual for the Bellingham Vocational Technical Institute

    This project served to develop a teacher manual for teachers of adults at the Bellingham Vocational Technical Institute in Bellingham, Washington. The project was designed to assist in staff development by (1) informing vocational instructors of state and school policies and procedures, (2) identifying new and updated teaching guidelines, and (3) by assisting in orienting new staff to school and vocational education procedures. Further, the unique aspects and legal requirements of vocational education for adults are discussed. It is the intent of the writer to develop a manual that will expediate orientation of new members of the faculty while at the same time providing a ready resource of policies and procedures for all staff members

The involvement on the capital market has become a widely used activity among all investors regardless their financial power. This has led to diversifying of the capital market, and also to a specialization and hybridization of the financial instruments traded. Whereas, investment funds are considered intermediaries between investors and investees, they can be promoted in relation with their funding and investment activities involving the investors and certain target companies (also known as portfolio companies or investee companies).In addition to the traditional ways of promoting investment funds (i.e. direct selling, printed publications, advertisements and straplines, public relations actions) can be identified other particular methods in promoting their activity (fund raising, investing and financing) by using business angels and netpreneurs. Formation and development of e-government in Uzbekistan 308 Self-examination questions ............................. 314 References ............................................ 314The development of the universities’ ability to quickly respond to new demands of the labor market and to adapt, update, develop and introduce new areas of study to ensure demand for the graduates provides the participation in the international projects of the European program improving higher education «TEMPUS». The project TEMPUS — ECOMMIS («double-level training programs of e-commerce developing the information society in Russia, Ukraine and Israel») was launched in October 2011, and belongs to a class of joint projects to develop new courses and courses for bachelor’s and master’s degrees. The project consortium involves 12 universities from Germany, the Netherlands, Lithuania, Israel, Russia and Ukraine. The main objective of the project is to develop and implement new academic courses and areas of study, taking into account the current status and trends of economic development and the specific requirements of the labor market on the basis of cooperation between universities in different countries. The main feature and complexity of the project academic content of is that e-commerce as an academic concept is absolute new and it appeared just only in the last decade. It is a new interdisciplinary field of knowledge, which is located at the intersection of economics and computer science and it is not covered by the classical training courses in economics and computer science technology. The aspects of national and international law in connection with the growth of international trade, economic cooperation and the development of new Internet based technologies should be taken into account. For the project’s period of three years on the basis of international cooperation the following results were obtained: 11 Preface 1) The analysis and modernization of existing curricula in the field of e-commerce were carried out; 2) new training modules with the introduction of the European creditmodular system of accumulation and transfer transcripts units ( ECTS ) were developed; new modules and courses: e-commerce, electronic payment systems; Internet trading in the financial markets and the stockmarket systems; Information systems for financial analysis and investment; Information systems for business process modeling; corporate information systems and portals; Customer-oriented systems; Internet Marketing; electronic systems for document management; legal aspects of e-commerce; advanced course security for e-commerce were introduced; 3) two international online games to enhance practical skills in the field with online marketing and online trading were developed and conducted among university students; 4) skills training courses e-commerce for various social groups (students, housewives, pensioners, unemployed) were developed and tested; 5) business offices, e-commerce were established to strengthen cooperation between the universities in the labor market and to create the conditions of commercialization of the project results after the end of financial support from the TEMPUS Program. 6) textbooks on the topic of the project were developed and published. In May — July 2013. 62 teachers targeted universities in Israel, Russia and Ukraine received intensive training in the field of e-commerce in three European universities: FONTYS (NL), TU Berlin (DE), VGTU ( LT ). From October 2013 in target universities of Israel, Russia and Ukraine students’ training began on the courses developed in the framework of the new training courses and modules with using computer classes, equipped in accordance with the project plan with new hardware and software tools. The final stage of the project was intended to develop a five-year detailed plan for sustainable development of the results. Such plan that includes coordinated action to disseminate best practices, development of new joint courses for graduate and post-graduate students, scientificmethodical conferences, joint publications will support the further dynamics of the activities involved universities. Joint work on the implementation of the project ECOMMIS led to the emergence of sustainable professional relationships between organizations in the consortium as the training of new qualified professionals, as well as in the field of scientific and methodological developments.     In the article the state of the art and the main tendencies of cloud computing development are analyzed. The importance of cloud technologies application in education is grounded. The directions of their appliance are examined in higher education, in particular as for the creation of the cloud-oriented learning scientific environment at educational institutions. The advantages of transfer of IT-infrastructure of higher educational institutions into the cloud form are shown (the economy of funds for purchase of software and renovation of computer database; the reduction of the need for specially equipped premises; the creation of an open educational environment). The main directions of the research study of cloud technologies application in the process of professional training of programmers are characterized, among them there are: 1) formation of skills of the cloud services use for the professional tasks solving; 2) formation of skills of the development of cloud applications, deployment of cloud infrastructure, cloud applications and data bases security support. The description of cloud services that can be used in the process of programming learning and usage of training projects (Ideone, Codenvy, DbDesigner) are provided. The brief description of the possibilities of the Amazon platform usage for formation of cloud software development skills is provided.У статті проаналізований сучасний стан і наведені основні тенденції розвитку хмарних обчислень. Обґрунтована важливість упровадження хмарних технологій в освіті. Розглядаються напрями їх застосування у вищій освіті, зокрема створення у вищих навчальних закладах хмароорієнтованого освітньо-наукового середовища. Показані переваги переведення ІТ-інфраструктури ВНЗ до хмари (економія коштів на придбання програмного забезпечення й оновлення комп’ютерної бази; зменшення потреби у спеціально обладнаних приміщеннях; створення відкритого навчального середовища). Схарактеризовані основні напрями вивчення хмарних технологій у процесі професійної підготовки програмістів: 1) формування умінь використання хмарних сервісів для розв’язання фахових завдань; 2) формування умінь з розробки хмарних додатків, розгортання хмарної інфраструктури, підтримки безпеки хмарних додатків і сховищ даних. Надається опис хмарних сервісів, які можуть бути використані у процесі вивчення програмування і виконання навчальних проектів (Ideone, Codenvy, DbDesigner). Надається коротка характеристика можливостей використання платформи Amazon для формування умінь з розробки хмарного програмного забезпечення
